Zhe Evening Star has a regular, perma- ment, bona fide daily circulation mor © than double that of any other daily paper published in Washington, and equal to that of all the other daily papers here added to- gether. A Couple of Sample Bricks. “ A crowbar, a jimmy, a shotgun, a five barrel revolver, a big knife, a hatchet, and a small knife.” This Is the significant outfit found on a couple of burglars, thieves, or highwaymen, whichever they may prefer to be called, arrested 1m this city yesterday morning, who were In the habit of making regular forays into the adja- cent rural districts of Maryland and bringing their plunder home by the wagon load. Can there be any doubt as to the purpose of such an armament as this, in the hands of such men? Does any one suppose that they would have hes- itated for an Instant to brain, stab and shoot to death any person who might have stood In the way oftheir perpetrating their crimes? Every circumstance of the case shows In the most con- elusive manner possible that they were ready and willing to take life if necessary to carry cat their plans. And yet, as the lawsof the District now stand, criminals of this class arrested under such cir- cumstances can be punished only very slightly, if, indeed, they do not escape punishment alto- gether. In the interests of society, it is there- fore almost to be regretted that these two mis- creants were not taken while committing their offence, and with the unmistakable evidences of their murderous purpose upon them, some- where within the territory of Maryland. In that event, if not hung upon the first convenient tree, they would have been sure of a long term in the penitentiary, instead of having the chance they now have of being turned loose again in a Uttle while toroband murder at will. Mean- time, may we not hope that Congress will do something toward giving a code of laws to the District which will adequately cover just such cases as this? Burglary as well as rape clearly ought to be made a capital offence, and thleves armed and equipped as these wretches were should be regarded and treated as murderers. ‘They are in every sense far more dangerous to society than men who in the heat of passion take life, and who have to pay the penalty of their offence by losing their own. ——_-<+e-—____ “Words, Words, Words,”’ Mr. Jefferson Davis has taken the trouble to write a letter of congratulation to a member of the Mississippi legislature who proposes to amend the code of that state by striking out of its laws the word tramp, and substituting for it the word vagrant. The point of Mr. Davis’ communication is that the former term ts slang, and has only a temporary significance, whereas the other is, to use his own language, “g good English word, with a fixed meaning.” It ts our impression that while the distinguished gentleman means well, hisground is not well taken. It is perhaps difficult to tell just when @ word ceases to be slang and comes to be recog- nized as a legitimate term,—when it can be ‘safely received into good society, soto speak. It can truly be said, however, of the word tramp, that 1t had a well settled position and a specific meaning in England long before Mr. Davis was born, and it has certainly had at least a lexico- graphic if not an every day recognition in thiv- country for more than a quarter of a century. In view of these facts, its hardly fair to say that its significance is only temporary. More- over, though the original meaning of the words Vagrant and tramp may have been the same, or nearly the same,common usage has now drawn something of a distinction, and one ot some value, between them. While the term vagrant is applied to beggars of the ordinary type, that of tramp seems to be limited by al. most common consent to that large semi-crim- inal class of vagrants who travel through the country from place to piace, pretending to be mechanics or laborers, in search of work, which they do not want to find, and which they in variably refuse to perform when It is found for them, axd who,as a rule, prefer to live by theft rather thanalms. It ts likely, therefore, that the term tramp will be used and have a Significance as long as the class to which it ts applied exists; and as there seems to be very few signs of its becoming extinct, Mr. Davis and gentlemen like him may as well make up their minds to accepi the inevitable. —\_\§_ore-____ ‘The action of the ways and means committee, yesterday, has put a quietus upon the subject of tariff revision, for this session at least. This Was a disappointment to the advocates of tariff Teduction, who had counted upon tbe support of one member who voted invariably against them. It ts not unlikely that the committee ‘will agree to a measure for the reduction or Tepeal of the duties tmposed on articles used in the manufacture of paper. One or two of the members who voted against other proposed tariff changes, have expressed themselves in favor of a bill for this purpose. The tariff re- formers cannot accomplish anything except through the committee. The House ts so evenly divided upon the question that it would be a waste of time to bring any tariff measure be- fore it, except upon a favorable report from a committee, so that a majority vote could pass it. Therefore, the subject will, no doubt, be permitted to sleep until next session. re ____. ‘The threats of the Russian nihilists to blow up the Czar in the midst of the festivities at- tending the celebration of his twenty-fifth aecession to the throne were not executed. The day was permitted to pass off without any dynamite accompaniaments, though the royal party were kept in a state of constant dread and anxiety. The facility with which similar threats -had been carried out on previous occa- sions led to the adoption of every precaution, and with the view of deranging the plans of the conspirators, the program of the celebration was suddenly changed. The affair is described as brilliant, but if the truth were known, it was scarcely enjoyable. A company fs not likely to be very gay when the individuals are apprehen- sive of walking into an infernal machine or ‘upsetting a ton or so of dynamite at every step. The decisive action of the better classes of citizens in San Francisco had a most salutary effect upon the sand-lots agitators. The talk of reviving vigilance committees by those who had, years ago, rendered active and efficient Service in that line, put a stop to threats of burning the cliy and “making tts streets run with blood.” Kearney apparently regarded the situation as somew hat dangerous to himself and kindred spirits. He changed his tone very ma- terlally, and began to talk of himself as a mar- tyr instead of a conquering hero. There is nothing like promptness, decision and courage for putting down a mob. ‘The Maine elections Monday resulted, as was anticipated, in the republicans reaping heavy gains from the folly of the fusionists. Bath, waich was disfranchised by the fusionists, elected a full republican ticket. Portland elected a republican mayor by 1,234 majority, Out of a vote of 5,370. Last year there was a fusion majority of 40 in a total vote of 5,544 in Portland. In Skowhegan last year a fusion ‘board of town officers was elected; this year a full republican board was elected. This sort of change is reported almost untformly in the election returns from all parts of the state, ———_>-__$___ ‘It will probably surprise, as well as disgust, ‘the majority of Americans to know that there is more street begging in Washington than there is in Rome, which has generally been considered the paradise of beggars. It is safe to say, also, that there ts far more crime here than there, ‘andot worse kinds, although the population of Rome is more than double that of Washington ‘AS an offset to Mr. Bayard’s Dover speech in 1861, democratic papers friendly to him are the letter written by the late Edwin M. Stanton to Buchanan, bitterly denouncing the war policy of Lincoln. There 1s nothing more ‘vulnerable, as a general thing, than statesman’s record, and if this raking up of old speeches and letters continues, there will be a good many sufferers. * Mississippi has become the banner cotton tate.
