NOYES....Editor. ————————— Zhe Evening Star has a regular, perma- ment, bona fide daily circulation mor than double that of any other daily paper published in Washington, and equal tothat of all the other daily papers here added to- getner. —_—_—_————— ‘The Tilden Raid Upon Bayard. ‘The very emphatic declaration of ex-Governor Seymour, some weeks ago, that he would not accept the democratic presidential nomination, and that such a thing as his possible acceptance must not be considered, seems to have been ac- cepted as final by his party. At any rate his name has rarely been mentioned in connection with the nomination since that time. This positive refusal of Seymour to allow his name to be considered was calculated to strengthen Senator Bayard, so the friends of the latter thought. In fact, it was whispered among the Bayard men here in Washington that a desire not to detract from the support of the Delaware Senator had tndyced Seymour to speak with such determinati8n. It was represented to him that the Tilden men were making use of his name as a foll to the Bayard movement; that there were many Influential democrats of New York and the east who would take an active part in behalf of Bayard if they had not been led to believe that Seymour would con- sent to take the nomination. There is no secret about the fact that there is no political friend- ship between Seymour and Tilden. The for- mer, though in retirement, has been looked upon as one of the anti-Tilden democrats, and it was regarded as very significant that he could not be induced to espouse the Robinson cause, with any warmth, in the last state elec- ton. True, Mr. Seymour did make a little speech at Utica during the campaign, but it was a sad disappointment to the Tilden wing of the party. A prominent democratic Congressman, so it was sald, went to Mr. Seymour and sald to him, in substance: “Now if you are satisfied that you cannot and will not accept the nomi- nation, say so in the very platnest terms, and thus place your friends in a position to sup- port a man who will make the race. Many of us who believe you are our best and strongest man, prefer Bayard next to you, and we want to go to work for him if you are sure you will not take the nomination under any circumstances.” In reply Mr. Seymour asserted In the most posi- tive and emphatic terms that he had never had any dea of accepting the nomination, no mat- ter what pressure might be brought upon him; that he thought he had publicly announced that determination several times. He said he had felt a delicacy in saying too much to the public on the subject, because it might look as if he considered himself an available candidate, when in fact he was entirely out of all consideration in connection with the nomination. Ie was then advised to lay aside all such feelings and make known his determination, as “interested parties would keep alive the impression that Seymour would accept as long as possible.” ‘Then the positive declaration, which seemed to put an end to talk of Seymour asa candidate, was proclaimed. The next blow levelled at the Bayard movement from the Tilden camp was the publication of the former’s “secession speech.” Every one of the Tilden organs has continued to hammer away on this subject, their object being to convince the democrats that it will never do to nominate a man who was not in favor of a vigorous prosecution of the war. ‘The fact that the Tilden men are directing all their efforts against Bayard shows that they consider the latter the strongest candidate in the field. It is well known that the shrewd hand of Tilden directs his forces, and therefore the presumption ts that he has ordered the on- slaught upon Bayard. At the same time that everything is being done to weaken his most formidable competitor Tilden is endeavoring to strengthen himself. The papers friendly to him are publishing brief and delicate explanations of the cipher dispatches, the income tax suit, and the railroad “wrecking” transactions. From the movements of the democratic leaders here referred to it looks as if Tilden and Bayard were occupying the attention of democratic leaders and managers, almost to the exclusion of other candidates that have been mentioned, but the warfare that has been inaugurated between these two aspirants for the nomination will probably have a damaging effect upon the chances of both. $$ -____ Both houses of the Virginia legislature have passed the readjustment bill, much to the dis- appointment and disgust of the debt-payers. It was believed that Hamilton's substitute would command the snpport of the colored members, and thus deprive the readjusers of a majority but, with the exception of Hamilton himself every one of the colored republicans voted for the repudiation bill. This bill reduces the state debt from $53,000,600 to $20,000,000, and fixes the interest at three per cent, but the veto of the governor will prevent it from becoming a law. ‘The readjusters and their colored allies com- bined lack four votes in the senate and twelve in the house of the number requisite to pass the bill overa veto. The interposition of the veto will make it necessary to submit the bill toa vote of the people at the election next fall. If, then, it should be ratified by a majority vote it will become operative; if it should pe rejected, it will devolve upon the legislature to frame a debt law that will be acceptable to the people. see Though the Senate committee on approprla- tions have not reached a vote upon the star service deticlency, thelr probable course ot action has been defined in their discussions. It is virtually conceded that they will recommend increasing the House bi!l to an amount sufmi- clent to continue the service upon existing routes and under present contracts throughout the fiscal year, The department now estimates ‘that $1,500,000 will accomplish this. There ts no reason to doubt but that the Sanate will promptly vote to carry out the recommendation of the committee. The consideration that out- Weighs all others in this question Is the necessity of keeping mail facllities up to the present standard. en do not desire to face constitu ve been deprived of their regular service of letters and papers. — —4or ey ‘The verd t of $10,000 obtained against the District yesterday, for damages sustained trom the varying grade of the foot-walk on 13th street, near F, fs not pleasant reading for taxpayers, Would it not be better in the beginning, and far cheaper in the end, to put and keep our streets and side-walks tn thorough order than to pay an occasional bill llke this?’ Why the spot in question has becn left for so long in its present dangerous condition, the authorities of the Dis- trict may possibly succeed in explaining, but ‘the public has never been able to understand. It fs not strange that the public feeling over the series of atrocious outrages committed in this city should have reached a white heat ot wrath, but it will not do to resort to lawless- ness to put down lawlessness. The promptness ‘with which the Hirth murderers have been brought to justice should give assurance that the guilty party in the Capitol Hill outrage will not escape punishment in our courts; and there is no danger that he will fail to receive the full penalty of the law. The people of ‘Washington must keep up their reputation a3 a aw-abiding community, even under the pres- ent terrible provocation. —__-o-__. The Moffitt bell-punch has been decided a failure in Virginia and the legislature has sub- stituted a license system for the law author- izing its use. The vote on the cl was almost unanimous in its favor, and after the experience of that state it 1s not likely that the bell-punch will be tried anywhere else. It had Become a common thing for saloon-keepers, in exhibiting the “punch” tostrangers to ring the bell without any count of the number of times Itsounded.
