NOYES....Editor. =O Zhe Evening Star has a regular, perma- ment, bona fide daily circulation mor than double that of any other daily paper published in Washington, and equal to that Of all the other daily papers here added to- gether. Itis stated that the “suffrage committee” held a meeting at the office of Mr. Durant on Saturday night and adopted a memorfal to all the states of the Unton in behalf of restoring to the people of the District of Columbia the right of suffrage. The citizens of the District have shown their aversion to the project of restoring undiluted suffrage here so unmistakably that it is not strange the suffragists should bandon all hope of getting up any boom in favor of their scheme here; but in changing their base of oper- ations it is a slight plece of impertinence on the part of this squad of persons in Mr. Du- rant’s office,—these “three tailors of Tooley sStreet,”—to assume to speak to the country for the people of this District. The Murder Bay el- ement Is already large enough and troublesome enough; and instead of encouraging its growth and power by giving it the ballot, the duty of good citizenship should be to discourage its presence in the District by every pos- sible means. From this time forth a steady pressure should be brought to bear upon the dangerous class who are dally and nightly com- mittting these robberies, outrages and murders, to induce them to seek other quarters. They are congregated in Washington in numbers be- yond any opening for employment. even if they Were disposed to work, which, a3 a rule, they are not. The hope held out to them that by the restoration of suffrage they will enter upon flus& times is a delusive one. The sooner they Jearn that there will be no restoration of suf- frage in the District, and that they must seek a livelihood elsewhere, the better. There is plenty of employment for their strong arms in the country or in the commercial cities, and they should be invited and encouraged to seek it at once. ———__-2-____. ‘The Cincinnati Enquirer thinks Senator Bay- ard’s “secession speech,” added to the fact that he Is a southern man, removes him from the list of probable democratic candidates for Presi- dent. Mr. Bayard was born in Delaware, and though it ts orten spoken of as a southern state, ‘there is no good reason why it should be desig- nated as such. Delaware is oneof the middie States in geographical classification, and its extreme southern territory is not as far south 88 portions of Ohio, Indiana and Illinois. Dur- ing and since the war a custom of including in the term “the south” all those states which joined in the rebellion has prevailed, and in this Way Arkansas and Tennessee became classed among southern states. Later ou it became common to include Missouri and Kentucky among the states designated as the south, though there {is no warrant whatever for it. In the ordinary acceptation of that term, even with the enlargements of late years, Mr. Bayard can hardly be fairly called a south- ern man, whatever may be his merits or de- merits as a democratic presidential candidate. And in this connection it might be remarked that if democratic leaders go into the business of raking up each others record’s and searching for expressions unfriendly to a vigorous pros- ecution of the war against the insurrectionary States there will be a great deal of stone-throw- ing by persons living in glass houses. When- ever this sort of thing has been done by repub- lican organs or speakers, the democrats have cried out against it ac a revival of the animosi- tes of the war. Now if democrats enter upon ‘such warfare against each other they will find In the end that they have injured themselves and benefitted the republican party. M. de Lesseps has issued a circular full of rose- colored information in regard to the inter- Oceanic canal and giving the terms upon which half the capital stock of the enterprise will be Offered in America. He explainsthe rights con- ceded by the Colombian government for canal Purposes, and states that the maximum cost of the canal will be $43,000,000 francs, as already announced, but he estimates that the actual figures will not greatly exceed 600,000,000 francs. ‘He fixes the capital stock at the latter figure and states that a business of 6,000,000,tons an nually may be counted upon from the opening ofthe canal; that at the rate fixed, of fifteen franes per ton, this will yield a revenue of 90,000,000 francs, a return of ten per cent ona sum much larger than the outside estimate of the cost of the canal. Thus does de Lesseps Spread the whole scheme on paper in the most encouraging, not to say enticing, light. American capitalists are to be allowed the privilege of taking stock to the amount of 300,000,000 francs and they are to be offered an inducement to thus invest their money. The circular an- nounces that “an interest of fve per cent. will be paid to the shareholders on the sums paid by them during the progress of the work, and also during one year after the opening of the canal to large vessels.” De Lesseps will proba- bly ascertain before he gets through placing his stock that he made a mistake in offering any Special inducement. Wary capitalists will be apt to conclude that an investment which can promise a return of ten per ceat. profit and can pay five per cent. interest on the money until that promise can be redeemed is too good atning to be entirely safe, This sort of “in- ducement” may take In France, but {it will hardly facilitate the stock subscriptions in this country. ———————~<-___ It Is to be hoped that the influence at the ‘White House which is understood to be opposed to the intliction of capital punishment in the District of Columbia will take occasion to acquaint itself, by reading or otherwise, with the nature and particulars of the awful outrage committed almost under the shadow of the CapMol last Friday night. It fs evident to the Gullest comprehension that Washington 1s In- fested with crime of a character and to an extent that could hardly exist in any other community, and it ts equally clear that the leniency of our criminal laws and the laxity with which they have generally heen enforced are largely to blame for this disgraceful and terrible state of affairs. As things go here, it is difficult enough tn all consctence to secure a Conviction for the most palpable and hetnous offences, ard when once the courts have been able to accomplish the duty for which they were created the law ought to be allowed to take Its course, without delay or modification of ‘any kind. For some years past the cry of fraud has been raised with regard to every election ‘held in that city, and if one-half told by local papers and politicians be true, ballot-box stuf- fing and repeating have become the main reli- ance of candidates for office there. In the recent contest for local offices the machine poll- * ficians were divided into factions, and they fought each other bitterly. Quarrels have arisen over the result, and exposures have fol- Jowed to such an extent that a number of per- Bons are now in the hands of the law charged with election frauds.
