Conclusion of Yesterday’s Proceed- mgs. SENATE.—After our report closed— Messrs. Pryor and Saulsbury spoke against the “five per cent” bill, Messrs. Logan and Plumb supported it. The question recurred on, the motion of Mr. Edmunds, made several days ago, for the indefinite te postponement a the pul and it was to—yeas 28, nays 21 ir. Teller, remarked | that he had never heard so offensive a debate in the Senate as that which had taken place on the present Dill. Every speaker against the bill had proceeded on the assumption that those favoring It were ant- mated by pecuniary and discreditable motives. ‘This had been the case especially with the Sen- etor from Vermont. Mr. Logan sald the votes to-night showed a condition of things never before exhibited in the Senate. He denounced the Rr rinciple which led Senator to vote against a bill unless it brought money to his state. He charged the Senator from Vermont (Mr. Edmunds) with urging Sen- anes yote againat the bill because they would be taxed to pay the grants under it. Mr. Edmunds dented this assertion. and read from his remarks to show that what he had done was to advise careful examination of the bill by all Senators, as it was an important and ex) msive measure. B, — Still claimed that the implication of Mr. Edmund's words was as he (Mr. Logan) had stated. Mr. McDonald, at 7 p. m., moved Cree the Senate adjourn. The vote restilted yeas 18, nays 18—no quorum. Considerable fillibustering ensuea, and at 7:40 the Senate, by a vote of 29 to 13, adjourned. HOUSE.—After our report closed— Debate on the star route deficiency appropria- tion bill was continued by Messrs. sey Blackburn, Hawley, Haskell and others. With- out reaching a vote the House adjourned. New York Republican Convention. STALWART SPEECH OF MR. CONKLING—GRANT RE- SOLUTIONS ADOPTED. After our report of the proceedings of the New York Republican Convention closed yester- day, the following resolutions were subiniited: “The republicans of the state of New York, assembled to ap) poi’ delegates to represent them in the national convention, reaffirm the pen and patriotic qatpoess of the repub- ican party heretofore declared and faithfully acted upon, and equally impressed with the responsibility now devolved upon them, declare that the safety of the nation is again imperiled by the virulent and unlawful efforts of the democratic party to overawe and subvert the state governments, as represented by the con- duct of its leaders in Maine and in several of the southern states, thereby intended to secure control of the general government by deeds of violence and fraud, and indifference ot carefully constituted judicial authority. In the presence of these grave and threat- ening dangers, it is the duty of the republican party of the Union, in its united strength, to meet and prevent them, and to this end, mind- ful of their great responsibility in- the Coming presidential contest, and of the fact that itmust determined by the electoral vote of their state, they hereby solemnly pledge to the re- ublicane of other states their ability to cast it Ulysses S. Grant. Wedeclare that in him we re absolute trust for his honesty, his fidelity to duty, his serene judgment and Solid intelligence, his varied experiences, and for the uniform success that has ever attended his ef- forts in securing the integrity, perpetuity, grandeur and prosperity of our common coun: try. For these reasons, and because we are sat- isfied that in him the nation, north and south, decidedly greet a candidate deserving of its confidence, we present him as entitled to the suffrages of every patriotic eitizen. We also declare that the objection to a third president- fal term applies only to a third consecutive term, and 1s utterly inapplicable to the re- election of General Grant, who is and has been a private citizen, absent from the country, des- titute of all presidential or official influence or patronage, and whose election must be by the free choice of the people, unaided by those influences which alone give force, if any there be, to that objection. Therefore Resolved, That the republicans of New York believe the re- election of Ulysses S. Grant as the presidential candidate of urgent importance, and the dele- ites this assembled are called upon and structed to use their most earnest and united efforts to secure his nomination.” At the close of the reading there was long-continued ap- Plause and hisses. Mr. Forster moved to amend that portion of the resolutions pledging the state to Grant by Substituting the name of James G. Blaine. [Ap- plause long continued.} He moved to strike out all th that portion of the resolution referring to a ird term. After considerable discussion Mr. W. B. Wood- in moved to strike out the name of Grant and leave the delegation unpl Mr. Forster accepted the amendment. The question was then put on Mr. Forster’s amend- ment, when Mr. Conkling took the floor and ad- dressed the convention at great length MR. CONKLING’S SPEECH. In the course of his remarks he sald: “The election before us, fellow republicans, is des- tned to be memorable when you and I may be forgotten—memorable for the desperation of the contest, not only before the people have decided it, but, T fear afterward also. It is the last elec- tion to occur under a cause which gives un- hallowed and unlawful power tothe south. I say undue and unlawful power, because every colored person is counted to swell representi- tion, and yet colored vote is trampled 0: and ignored. Appia This arrangemen gives to the cou ern states but forty-seven Electoral ‘votes less than & majority. A new count is about to take place. A new appor- tonment is to be made, fairly made. ‘The sceptre will be taken from the states lately in rebellion. and it will pass to the north and to the west. But with a democratic President next time, and a democratic Congress to make all these adjustments, you will have an appor- Uonment under which the republican party may not carry this country again for ten or twenty years. Moreover, a close result, how- ever clear, may lead to’a disputed electoral count and open the door toa train of evils which no prophet can foretell. The last electoral count, when one house was republican and one democratic, the extra session with its revolu- tionary plot, the doings in Maine and other tines are ngee ugh to ane blind and the lons are y on foot to place the choice of the next President in the hands of a democratic House. A flaw found in a single electoral certificate of any state with either of these two democratic houses to refuse to count it, and the result is given into the hands of the House of Representatives, where the election must be made by states, and what do you see? Although the House is democratic, counted by States, it is republican, and therefore— yes, I venture to say therefore—Mr. Wash- burn, of Minnesota, who was elected by more than two thousand majority, and Mr. Orth, of In are marked for destruction, to be deprived of their seats. Why? Because they hold the cast vote in their delegations. inesota has a majority of democratic mem- bers, and Indiana has a majority of democratic members, and if the election for President 1s thrown into the House, the vote being taken by states, the election of the said democratic Presi- dent is insured. In a crisis like this, with New York the pivotal state—New York, whose vote to make the next President of the United States—has she no opinion, no opinion to de- clare to the republicans of other states, who 1s the man ina crisis like this? Let me ask the question as to New York: Have the republicans of New York no opinion who, in the presence of such a crisis, among the men republicans can trust is most certain to be elected, most certain Lo be lawfully and peaceably seated after he is elected? [Applause.] Next year, when we come to have counted the electoral votes, we shall need two : First, a deci unmistakable result; and, second, a man with the country behind him, a man in whom his whole country has so much confidence that no revolutionary _ or conspiracy will lift up its hand to strike wa bis election (Applause. ] MR. CONKLING’S VICTORY. A vote on Mr. Foster’s amendment followed, and it was defeated—2i7 to 180. The resolutions were then adopted.
