THE EVENING STAR. DOUBLE SHEET. WASHINGTON. SATUR DAY........ February 21, 1880, CROSBY 8S. NOYES....Editor. The Evening Star has a regular, perma- ment, bona fide daily circulation mor than double that of any other daily paper published in Washington, and equal tothat of all the other daily papers here added to- getner. SSS aaa TRE Stax has direct wire from itsnews room to the Western Union Telegraph office in New York city, from which wires radiate to all parts of the Blobe, and is therefore enabled to secure the latest news by its own operator from every quarter up to within a few moments of going to press. It is the only evening paper south of Philadelphia which re- ceives exclusively the Associated Press dispatches. Subscriptions will be recelved and duly,ac- counted to the New York Herald Irish Famine Fund at the office of Tue Star. A list, with name of contributor, former residence 1n Ire- land, present residence, and amount of subscrip- tion, is now open. ee eee Mr. Halstead, of the Cincinnati Commercial, who is a somewhat stalwart supporter of Sec- retary Sherman for the presidency, argues that the true policy of the Blaine and Sherman men 1s that Sherman’s friends should aid Blaine with their utmost strength to break the New York delegation, and that Blaine’s friends should cooperate with those of Sherman In Ohio and content themselves with the chances that Blaine shall be the second cholce of Ohio. Mr. Hal- Stead holds that though the Grant men “crow about thelr unit-rule in Pennsylvanta, it is not Possible that the united vote of that state shall be thrown for Grant. In other words, the Blaine men will not vote for Grant, and that is all there is of it;” that the New York convention will be broken as seriously as that of Pennsyl- vania, if the Blaine and Sherman men work to- gether as they should do; that Ohio will not have a vote for Grant, and the Illinois delega- tion will not be solid for him, “though Logan and Washburne go to bed together;” that Sher- man ‘will come up strong from the south; that Blaine will be formidable on the Pacific coast and in the northwest; and that New England will be divided between Blaine, Sherman and Grant. This computation brings the Sherman and Blatne forces into the conven- ton about even; “Grant will not have on hand a8 Many votes as Blaine or Sherman, and the only possibility of his nomination is that the Sherman men might prefer him to Blatne, and that the Blaine men might prefer him to Sher- yaan.” In Mr. Halstead’s opinion, “ there is no eecasion for such a situation.” it 1s apparent that irom this time forth there will be considerable dickering amongst the presidential clans for the formation of alliances offensive and defensive. —__o-_____ ‘The surveillance established over the news fromthe Winter Palace in St. Petersburg has permitted the sending of a denial of the state- ment that the recent explosion entirely “un- manned” the Czar. It is now asserted that he maintained the greatest coolness and deciston. It would, undoubtedly, detract somewhat from the dignity of royalty to represent it as shiver- ing with alarm like an ordinary mortal, but Most people would probably be disposed to grant the Czar some relaxation of this sort without regarding him with contempt, Af there is any man who has cause to be alarm- ed it is the ruler of Russia. No matter how close he may shut himself up, nor how cautious he may be, he 1s not able, it appears, to get be- yond the reach of those who are seeking his iife. In spite of the telegraphic assurances that he was perfectly cool after the recent ex- Plosion took place, his exclamation proves the contrary. “Summon the guards! Close all the exits!” he shouted, and though the order was, no doubt, obeyed, the event that had that moment occurred proved that the guards are not able to protect his majesty. Royalty and power are purchased at a dear Price when they are accompanied by the con- stant dread that is ever present with this ruler. He is dented the common privileges of mankind and dreads potson in eyery dish he eats. ‘The sincerity of Senators Cameron and Conk- ling in their support of Gen. Grant for the presi- dential nomination having been questioned, somebody, perhaps interested in the third-term movement, has made public a couple of tele- grams that passed between those Senators im- mediately afterthe Pennsylvania convention. Senator Cameron telegraphed that the delega- tion had been instructed for Grant, and Senator Conkling replied that “ Pennsylvania had ren- dered another great service to the country,” and that he “rejoiced at her action.” When the fact is taken into consideration that these were private telegrams, not intended for the public eye, it does look as {f the two senators were in dead.earnest in their support of Gen. Grant. ————_o - There is some excitement in New York over a rumor that the machine republicans have quietly determined to ignore Ger, Grant at the coming state convention and present Senator Conkling as the Gh+,ice of the state for the pres- idental nomip*ijon. Even if this rumor is true it would not signify an abandonment of the third term plan. Mr. Conkling has from the first. declared nis adherence to Gen. Grant, and Whether the state delegation be instructed for the latter or the former would perhaps make but little difference should the General’s name be presented to the Chicago convention. Per- baps the third term managers have discovered that It will be easier to get an instructed dele- gation for Conkling than for Grant- The pri- maries at Utica, several days ago, developed an opposition too strong to be easily overcome, and itis but fair to suppose that many republicans who are against Grant would support Mr. Conk- lng for the nomination. ‘The spirit of progress and improvement has been quietly at work down south. The Atlanta (Ga.) Constitution, a democratic paper, says: “The colored people have developed not only @ most Intense desire to secure an -education, Dut what, under all the circumstances, must be meer a most remarkable aptitude and ca- pacity for learning. This aptitude 1s not gov- by any gradations of color, for the gea- eral experience of those who have given the matter any attention ts that the blackest pupils are the brightest.” ——___-o-_—___ ‘The people of Minnesota who regarded Don- nelly’s race for Congress and his subsequent contest for the seat as a good Joke are astounded at the probability of its taking such a serious turn as to make him their Representative. He Seems to have been much more successful in impressing his claims upon the House com- mittee on elections than upon the voters of his district, Seemene ‘The Virginia debt-payers regard the recent election in King William county, to filla vacaney in the legislature, as a significant straw tndica- Ung that the tide pf public opinion has set against the readjusters. The debt-payer candi- date was elected, and by a much larger vote than that party polled at the regular election, ‘The indictment of ex-Postmaster Filley, of St. Louis, against Secretary Schurz for a violation Of civil service rules by having retained in the employ of the department a member of the Mis- sour! republican committee has fallen to the ground. It turns out that the party referred to Tesigned his position upon the committee when hhe accepted service under the government. —\_<re LOBE es poor pros co., roth street, nea rd street, Ma., do all kinds of TAUNDHYING.
