The Evening Star has a regular, perma- ment, bona fide daily circulation more than double that of any other daily paper published in Washington, and equal tothat of all the other daily papers here added to- Qetner. ‘THE Stax is connected with the wires of the Na- tional Telephone Exchange and with the Western Union Telephone Exchange. Both these agencies ean therefore be availed of in sending to Tu STaR Bavertisamenta, orders for the paper to be served, ews, or any information, st any hour of the day free of charze. These facilities are a reat conve- nifence, and will be appreciated by the customers of ‘Tue Stan. ras Subscriptions will be received and duly ac- counted to the New York Herald Irish Famine Fund at the office of Tue Star. A list, with ame of contributor, former residence in Ire- Jand, present residence, and amount of subscrip- ton, is now open. ——— ‘The Doubie-Sheet on Saturday. For the week ending on Saturday last, Feb- Yuary ith, Tak Star printed £14,001 copies, the largest regular edition ever published for any corresponding period at a time when there 4s no unusual spurt in the news market. The number of advertisements printed thus far in February, is 967. For the year thus far, 2,649. These figures cannot be exceeded by More than two papers south of New York, and but by few In the country. Advertisers and Dewsdealers will please send in their orders as early as possible for Saturday’s enlarged and extra edition. —____-+-—_____ The conservatives of England are very much elated at their unexpected victory in the elec- tion of one of their party to succeed the late Mr. Locke, liberal, in the borough of Southwark. ‘This was one of the liberal strongholds, and the Success of the conservative candidate, Clerke, bya plurality or 553 over his liberal competitor and aclear majority of 54 over the latter and the workingmen’s candidate combined, is re- garded as a marked endorsement of the minis- try. This election in Southwark fills the last ‘vacancy in the House of Commons from constit- encies now entitled to be represented. A com- plete house contains 658 members, but there are now only 651 seats open; four boroughs entitled to six seats having been disfranchised because of corrupt practices, and the writ for one mem- ber from the borough of Norwich has been suspended since 1875. The disfranchised bor- oughs are Beverly and Bridgewater, in Eng- and, and Silgo and Cashel, in Ireland. The 651 sitting members are divided politically as fol- Jows: conservatives, 344; liberals, 249, and Irish home rulers, 5s, making a combined opposition Of 307, and leaving a ministerial majority of 37. Of the conservatives 293 represent English con- Stituencles, 33 are from Ireland and 18 from Scotland. England sends 195 Uberals, Ireland 12and Scotland 42. The home rulers, number- ing 58, are all from Ireland. This shows a con- Servative majority of 95 in the English repre- sentation. In 1874 the conservatives in the House of Commons numbered 350, the liberals ‘242 and the home rulers 60, a conservative ma- jority of 48. So that throughout the six years that have elapsed, and In spite of bad harvests, depression in business and hard times, Lord Beaconsfield has almost maintained the ma- jority with which he came into power. That divinity which “doth hedge a king” Beems to afford special protection to the Czar of Russta, who has just escaped unhurt from an- other attempt of the nihilists to blow him up. ‘This last plot seems to point conclusively to the presence of conspirators very near the person of the Czar himself. Since the warning, so myste- Tiously delivered on the 5th of last December, that the winter palace would be blown into the air, every precaution that desire for the protec- tion of royalty could suggest has been observed. Even the streets around the palace were pa- trolled by picked men, and the gromnds were il- duminated at night by electric lights. In spite Of all the vigilance, however, the conspirators ‘were enabled to prepare thelr mine underneath theroyaldining hall. Butall the ingenuity of the nihilists and their agents failed at the very time when most needed, The plotters were not in- formed, it seems,“as to when their intended Victim placed himself within the reach of their infernal machine. They sprung their mine at the wrong time and murdered some of the guards, perhaps some of their confederates. ‘This last attempt has rendered the Czar “half Crazed” with fear, and there isa probability of his abdicating in favor of the Czarewitch. By this step the Czar would simply transfer the disagreeable attention of the nihilists from himself to hisson. The men who are employ- ing the agencies of dynamite and gun cotton to relieve them of tyranny are evidently deter- mined to havesome concessions from the crown, and the quickest way to end the trouble is to remove the causes of public dissatisfaction. ‘The ways and means committee have finally reported a 33; per cent. funding bill (given in yesterday’s Srar) and thefirst Tuesday in next month has been set apart by the House for its consideration. The discussion of this subject before the committee and the expressions of members of both Houses during the sesston, in- dicate a wide difference of opinion as to the Main feature of the bill—that fixing the rate of interest. There is no subject upon which mem- bers of Congress would rather talk than that of finance, and this bill affords a fine field-for such @iscussion. The firmness with which the 4 Per cent. bonds have maintained themselves at igh premium has had the effect of dissipating, toa considerable extent, the idea that a bond ‘Of less interest could not be successfully Nloated. ‘The advocates of the new bill insist that the Buccess of the four per cents. teaches that a 314 percent. bond can certainly float at par, and ‘that that ts as mnch as the government cares to accomplish, as premiums on bonds simply mean Profits to bankers and speculators. There will ‘be an effort, no doubt, to increase the rate of in- {erest, but the indications are that the present feature of the bill, in that respect, will be main- tained, by the House at least.
