Butler, president of the board of man- agers of the soldiers’ homes, in his annual report, which is just out, devotes considerable attention to the question of paying penstons directly to the inmates of homes. He says the arrears of pension bill gave to the inmates large ‘sums, varying from $200 to $1,500 each, and the managers insisted that all this money should be paid into the treasuries of the homes. The inmates insisted upon their right to draw their own pensions, and Attorney General Devens decided in their favor. Those inmates who had such sums of ready money had to be discharged from the homes, under the rules, which provide that none who can maintain themselves shall be supported. General Butler continuing, says that the inmates who left the homes with large sums of ready mo- ney in their pockets are now “coming back after one, two, three and four months’ absence, with their money entirely gone, almost univer- sally squandered, broken down in pealth with added disabilities, many of them only fit sub- jects for the hospital, to be cared for out of our funds, making an additional burden upon us. ‘The board do not criticise, as they have not the Tight to criticise, the decision of the law officer of the government, but, assuming it to be the law, we bring it to the attention of Congress, so that, if ever hereafter any gratuity ts to begiven to the soldier, so far asthe national home ts con- cerned, it may not be in fact given to the gam- bling sharks and rumsellers who prey upon the soldier, and be in fact a gratuity to them, and not tothe soldier himself, except to be a curse, and not a blessing.” General Butler fails to mention the fact that the United States Supreme Court also decided that the inmates of the homes Were entitled to draw their own pensions, and by inference, spend the money as they pleased. This decision of the court received untver- sal approval, outside the managers of the soldiers’ homes, because it was regarded as a matter of justice to the soldier whose pension was iptended to reward him in part for his services to the government. Many of the inmates of these homes were dis- abled by wounds received in battle and were thus rendered unabie to support themselves. Gen. Butler entirely ignores the legal aspect of the question and presents, what he would have appear, as the moral view of the case. While it is no doubt true that some of the inmates have squandered their pension money and, in destitution, have been compelled to return to the homes, it is also true that others have in- vested the money they drew from the govern- ment judiciously. Some have engaged in 1 a il- ness for themselves and some have best Wd their money upon needy families. Such cases entirely offset Gen. Butler's argument. ———_—-_____ Some time ago the House of Representatives adopted a joint resolution providing for the appointment of a joint congressional committee to investigate alleged abuses in the U. S. courts. ‘The resolution was based upon charges made against the clerk of the U.S. court in CIncin- nat!, and the House seemed to think that while they were at it they might as well go through all the courts. Senator David Davis, whose Association with the legislative department of the government has not destroyed his esteem for the judicial branch, resented this resolution a8 a sort of imputation upon the courts. He procured an adverse report from the Senate judiciary committee, on the ground that the U. S. judges have supervisory authority over the officers of the courts, and that the char- acter of the former is such as to give assurance ‘that they will not permit dishonest or corrupt. Officials to remain in office. Conservative minds ‘will all agree with Senator Davis in his view of the question. It is all-important for us to pre- Serve the integrity of our judiciary and to keep it above politics. The New id papers are industriously working up a presidential boom fer Senator Ed- munds. Leaving out Maine, which is conceded to Blaine, the other five New England states Will have sixty-six delegates in the national convention. This is sufficient, Mr. Edmunds friends urge, to make hima formidable candl- date if the sixty-six will stick together. In the Cincinnati convention when Mr. Hayes entered the contest he had only the 44 votes of Ohio to back him, and then got the nominatien on the seventh ballot. It will hardly be practicable at this late day to concentrate the votes of five New England states upon Mr. Edmunds. -Sena- tor Blaine has obtained a pretty strong hold in these states, and it 1s sald that New Hampshire Will be as solid for him as Maine. In Massachu- setts the Grant men are making headw and they are counting with some confidence upon Securing the delegation from that state for their candidate. ‘The Boston Herirld, which has not favored the Grant boom hitherto, proposes the name of ex- Governor Rice, of chusetts, as an excel- lent candidate for the second place on a ticket with Gen. Grant at its head. It says of Grant and Rice: “Both are intensely American, with abounding faith in the ruture greatness of the republic, of broad gauge, with no pet theories beyond the strengthening of the general gov- ernment and the enforcement of the laws. * * * Grant is a soldier; Rice is a merchant. Beth are strong supporters of peace and order. ‘The :{cket so constituted would be harmonious, euph« sfous and popular.” The Hera does not say in S90 many words that 1t would support the Ucket it: cyests, but that is a fair inference. —_—~-—____ In the ten ‘ast Congresses 20,200 bills for the payment of private claims have been tntro- duced, or at tie rate of 1,000 a year or three a day, winter ani summer. The difficulty that Congress has to contend with in regard to this class of bills 1s that they will noi be rejected. ‘The same private claims bills that are defeated in one Congress come up in the next, and all the trouble and expense of consideration is repeated. It is probable that some of these bills have been rejected as many as nine times, and will meet the same fate in the present Congress. The object of Congress now is to devise some plan by which these bills can be effectually killed. ‘The use of postal cards to annoy and humiliate delinquent debtors has been stopped in Ohio by a decision of the Supreme Cou:t, The court held that to dun a debtor in this open manner is Mable to injure his credit and reputation, and is therefore tilegal.
