The vote in the House committee on com- merce, yesterday, upon the inter-state com- merce biil was a sad disappointment to the friends of that measure. Until recently Mr. Reagan, author of the bill, seemed to feel no doubt. that the committee would agree to a favorable report. A bill, substantially the sime as the one now pending before the commerce cominittee, was passed by the House tn the last Congress by a decided majority, but it was buried in the Senate committee on commerze. It was claimed then that the Senate, too, wold have passed the bill had it been given an op)or- tunity to vote upon it. The motion, in committee yesterday, was to report the bill to the House without recem- mendation. Mr. Reagan, and those who joined with him in supporting the measure Saw that they were in the minority, and directed their efforts to simply getting the bill before the House, believing that the majority senti- ment there is in favor of it. The motion was voted down by one majority, and then Mr. Reagan asked leave to submit the bill with an adverse report. Upon this a motion was made on the part of the majority to reconsider the vote re- fusing to report the measure, the object being to clinch it by tabling that, and thus prevent a reopening of the question. It is evident that the eight members of the committee who voted against reporting the bill are determined in their opposition to it, and they are apparently unwilling to let tt go before the House. This bill proposes to assert and put in effect the right of the government to regulate railroads to a cer- tain extent. It prohibits railroads from discrim- inating in favor of or against any localities in fixing freight rates; reqires that rates shall be uniform for short and long distances, and forbids pooling and drawbacks. The rail- road companies combined to defeat the bill and have been represented before the committee by a@number of able attorneys. This bill has at- tracted more attention than any measure be- fore this Congress. Thousands of petitions have poured !n praying its passage, and numer- ous protests against {t have been received. The protests have generally come from commercial centers, while the Smaller cities and towns and country districts appear to be unanimously in favor of its passage. Mr. Keagan has not aban- doned the fight yet. He will exhaust every means known to parliamentary law to get the bill before the House, where it really seems to have the majority in its favor. The final action of the committee will very likely be to report a substitute providing for a government com- mission to look into the matter of regulating raliroad rates by Congress, and possibly, the bill may confer authority upon the commission to exercise some supervision over the making and enforcing of freight rates. With a majority of the commerce committee against him it ts difficult to concetve how Mr. Reagan can get the bill into the House in such shape as to admit of its passage by a majority vote. Un- Jess he can devise some such plan it {s not likely that the measure will become a law, as it would scarcely command a two-thirds vote, which failing a report from the committe would be the only manner if which it could be submitted. ———_~+-__ Grant and Blaine. The country has about settled down to the conviction that Gen. Grant 1s a candidate for the presidential nomination, and that his friends intend to win the prize for him by the hardest kind of work. The idea that he would Not accept a nomination unless tendered unanl- Mously has been entirely abandoned, and the republicans who are opposed toa third term or who favor some other candidate than Grant are beginning to organize for the contest. The New York Zines claims to have good authority for the statement that should the republican national convention nominate Grant in the same manner as any other candidate (by a ma- jority vote), “he would deem it his duty to the country and the party to accept.” In Private telegrams to personal friends— one to Senator Logan—General Grant has expressed gratification at the action of the Pennsylvania convention in just such terms as might be expected from an avowed candidate. The friends of Senator Blaine have been urging him to take the fleld aggressively and to yield nothing in contesting for the nomi- nation; but the Washington correspondent of the Philadelphia 7irnes quotes the Senator as saying that he would not enter into any “scram- ble” for the nomination. Secretary Sherman Who, when he determined to enter the lists, openly declared himseif a presidential candidate, Will not, his friends assert, surrender without a trial strength in the convention. Meantime, as has been demonstrated in Pennsylvania and a3 daily events show in New York, Gen. Grant's friends arenotidleamoment. They are, appar- ently,thoroughly in earnest, and from their ranks &@ suggestion has recently been made that may have a vast influence upon the result. The St- Louis Globe-Democrat proposed the ticket ot Grant and Blaine for President and Vice Presi- Gent, and it has been endorsed by a number of the Grant papers. Should anything in the nature of consent to this arrangement be heard from Senator Blaine, it is easy to imagine that the effect might be to determine the ticket, virtually before the meeting of the conve ention, The supporters of Grant and Blaine untted Would constitute a powerful host, put tt does not seem to have been ascertained that the Sen- ator from Maine will assent to the use of his name for the second place on the ticket. His friends seem to think he has a good show for the first place. ———~--—____ The democrats having fatled to repeal the federal election laws, they will do the next best thing from their standpoint—amend them. Sen. ‘or Wallace's bill, introduced a day or two ago, L aking it unlawful for any marshal, deputy marsha! or supervisor to arrest any election OMicer on he day of election, but providing that @ warrant inay be executed on any subsequent Gay, is inte: ted to remedy one of the evils com- plained of 1: the federal election laws. The republicans 1: Congress have invariably ex- Pressed a willic.cness to correct any defects in the laws, and proper amendments will not be Opposed by them. The power of summary arrest Tow vested in marshals, their deputies and Supervisors might be used, if partisanship so airected, to deprive a polling place of all its election officers. The President, in one of his ‘Veto messages sent to the extra session, advised that the election laws be amended and strength- ®ned rather than repealed, and hence it 1s assumed that he will not object to proper amendments. ———--+e-—____. James F. Wilson, of Iowa, who had a promin- ‘ent place among political leaders when in public Aife, but who has of late years given his attention to legal practice, ts quoted by the Washington correspondent of the Cincinnati Con: mercial as Saying that the people of Iowa lean strongly to Blaine, but that the Iowa delegation will not be instructed for any one.
