AY. nent, bona fide daily circulation than double that of any other daily paper published in Washington, and cqual to that of all the other daily papers here added to- gether. more The doubie-sheet Star to-morrow will be an attractive issue, and newsdealers and adverti- ‘Sers will please continue to favor us carly with their orders for the extra and enlarged edition. Not only has the circulation increased, as here- tofore stated, but the advertising patronage for January has been unprecedented. The num- ber of advertisements printed in January were: 1880, 1,682; 1879, 1,5573 increase, 125. ‘The bill, mtroduced tn the House at the extra session, to make the Department of Agriculture anexecutive department and elevate the C missioner to the dignity of a Cabinet officer has progressed farenough to receive the ap- proval of a majority of the committee on agri- culture; but it will scarcely ever go beyond this in the direction of becoming a law. The tax-paying people of this country are opposed to any increase of thelr burd- ens in the shape of additional o/fice- holders and they have lost no opportunity, during the last few years, to make this oppo- sition heard and felt. Then, from a political point of view, there fs very little probability of the passage of this bill. A democratic Congress will not be likely to enlarge the powers and add to the patronage and influence of a repub- Mean administration. This bill will have arrayed against it all the interests except that of agriculture. Whenever it comes before the House, amenéments will be offered to create a department of commerce, and department of manufactures, and departments representing other interests, each to be presided over by a cabinet officer with the usual assistants, and secretaries and other accessories. It will be contended that commerce, for instance, is as much entitled to a position in the cabinet as agriculture. The committee on agriculture is, a8 a rule, composed of members who are es- pecially favorable to that interest, and therefore they seek to advance it. The opposition to the bill is so strong that it will be defeated, not- withstanding a favorable report from the com- mittee. ———_—__-o-—_______ ‘The importance to the public of healthy com- petition in every thing in which its interests are daily affected is forcibly fllustrated in the result of the opening of the new sub-mariue telegraphic cable between this country and Europe. No sooner was its rival ready for busi- ness than the old monopoly reduced its rates between the United States and all points on the continent from 75 cents per word to 124 cents. Inasmuch, however. as the new cable does not. touch the British Islands, business between this country and Ireland, England, and Scotland does not get the benefit of the reduction. Only those sections having the direct advantage of a com- peting line are thus favored, though nobody pre- tends that it costs more to telegraph between the United States and the continent than be- tween this country and the British Islands, nor that the rate of 12+ cents per word charged in the former case is not amply remunerative. If the latter is a paying rate, then the extra 624 cents charged in the absence of competition is acilear steal. If not, then it follows that a ruln- ous rate has been fixed for the express purpose Of destroying opposition and getting a new and stronger grip upon the throat of the public when it fs out of the way, In elther case the old company would seem to have placed itself in an attitude that cannot very well be justified in the eyes of the world. ee There are indications that the legislature of Ohio will, in obedience to the aroused and in- dignant sentiment of the people of that state, take some measures to protect her people from the abuses they now suffer at the hands of cor- Tupt book agents, school boards and teachers, in the matter of frequent and unnecessary changes of schoo! books. Such astep cannot be taken too soon, either in Ohio or anywhere else. Not the least oppressive and irritating tax that the people of most of the states are called upon to pay fs the annual expense put upon them against their will and without good reason by the constant changing of text books in the public schools. It is estimated, indeed, that the sums thus extorted exceed in amount all the other taxes legitimately levied for edu- cational purposes,—that they double, in other words, the public school expenses proper of the whole country. And the worst of it is that the tax in this form often falls upon the shoulders of those least able to bear It, viz: the honest and industrious poor, whose children, unless it be promptly met, are deprived of the advantages of the very system devised for their benedit. ‘They have a preacher up in Sharon, Pa., who conceives that the ‘pulpit is intended for pur- Poses (uite distinct from being made the me- dium of business communications for the people Of its nelghborhood. Of all the mililonatres in that rich and prosperous city is Mr. Bennett to be the one shining exception?
