ae THE EVENING STAR WASHINGTON, WED NESDAY..... .February 4, 1890. publisied in Washington, and erent tothat of all the otherdaily papers here adied to- gether. of the Na- change and with the Western xehange. Both these agencies be availed of in eending to THe STAR @dvertiscuicnts, orders for the paper to be served, ews, or any information, at any hour of the day free of charwe. These facilities are a wrest conve- nience, ard will be appreciated by the customers of Tae Stan. Whe are Clamoring for Suffrage. Blttoy Sar:—Your strictures upon my com- munication tothe R tn, urging white mon to attend the primary meetings, are no doubt well taken trom your standpoint of disbeltet ta universal suffrage. You are quite correct tn Stating that the lamor” for suffrage here comes largely from the laboring: se. than the ty s of suffrag District, as cisewhere, are generally men of wealth and holders of’ real estate. ‘They often belong to. the ed: refined class, and tmagine that if the the primar; tings thelr presence and coun- sels “will have about as much weight as they would in ¥ ium,”'So they Stay away. ‘There are a cord many of these ice magest poo- ple allover the country, and they have warm wherever democratic principles contempt. By thus staying away 5 pe all responsibility for the selection of bad men for oftice. and for the general corrup- ton of pa They wash their hands of the whole dirty business. If thts corruption and bad government. come to the worst, and our tree institutions are finally overthrown, and the citizens of eve reduced to the Aition of vassal i far as they are concerned no “clamoring” for suffrage. Down with the elective system! Long live the King! there will “te J. TL. Crossman. Mr. Crossman misquotes and miseonstrues, We have never said that the clamor for suffrage comes from the laboring masses. Quite the reverse. It never occurred to us to designate the gentlemen of elegant leisure,—the ex-ofice holders, and the haunters of Capitol committee rooms,—who lead the suffrage movement, as laboring men. And thelr following certainly does not contain any large proportion of genuine laboring men. The bulk of them seem to hate work as his Sulphurle Majesty [5 sald to holy water. They are content to loaf about Washington subsisting on charity, or what they can “pick up,” waiting for a return of the flash ‘Umes of suffrage, which, of course, is an idle ex- pectation. It is the duty of every good citizen to take part in primary meetings when there is any- thing atstake. The citizen who can give his vote for President, Congressmen, governor, members of legislature, &c., should exert him- self to have good men nominated and elected. But what requirement ts there upon the quiet decent citizen here to risk his life at a “sturdy manhood” primary. to decide whether tite can- didate of Murder Bay, or the candidate of Hell's Bottom, for scavenger or chimney sweep shall be selected? It 1s quite true that our people, generally, “wash their hands of the whole dirty business.” The game 1s not worth the candle so far as concerns the few petty District Offices could be filled by suffrage while Congress maintains Its constitutional jurisdic- tion over the District, and shoulders so large a proportion of District expenses. +--+ _____ The Pennsylvania Scratchers. The scratching {tch has broken out in Penn- sylvania. The independent republicans of Phil- adelphia have issued a manifesto protesting against the rule of the machine, and intimating very plainly a purpose to scratch if they can- not make their influence felt In any other man ger. This document is addressed to the dele- gates of the republican state convention, and the signers represent themselves to be “‘consist- ent members of the republican party in Phila- delphia.” After asserting their faith in the principles of the republican party, and their de- sire that {t shall continue to rule the country.the Memorialists warn the party leaders against attempting to conduct the preside: according to the precedents of the last state election in New York. They want a ticket and & platform that the independent voters can « scientiously support, and though haying no candidate to plead for, there are several they are hot willing to support. They do not nane the objectionable presidential candidates, but Point them out in the following languag rhe number of republicans is very larze who cannot be relied upon to support’ on the one hand one whose candidacy would violate a tradition which has become part of the unwrit- ten law of the nation; nor, on the other, one who regards the skillful use of patronage tor personal ends as the highest function of a Statesmen, nor one whose past Inability to re- sist temptation would put his supporters on the defensive throughout the campaiga, nor one whose personal ambition may lead iim to re- gard the public service as a mere instrume! tality for Hurthering hisowa ends, and whose pressions of temporary This is construed to refer to Grant, Sherman, Blaine, Cameron and Hayes, and even to include Conkling and rule them out successively so far asthe Independent republicans are concerned. ‘The memorial also condemns the “ proposition tosilence the voice of the greatest state tn the Union by the action of a legislature not chosen upon any such issue.” Tae party managers at Harrisburg to-day will not be likely to give this manifesto much weight in marking out their course of ac- tion. They will be more apt to consider ita Tne device of the enemy than anything else. sweeping condemnaiton of republican tal candidates, and the disapproval of the pro- prosed change of the electoral law in New York, Will doubtless be argued by them as proof that democrats instigated the memorial. S$ Don Cameron does not believe in paying too | much attention to men who work outside thi Party harness, even if their demands are mod- erate. There is a lvely Nght brewing over the ap- Potntrcut of census supervisors. From the at the list of 150 was sent to the Senate It arent that the democratic Congressmen were very much discatistied with the selections. ‘They tu. ed that at least half the number should ‘mocrats «dl 1t now looks as if they Were determined to contend for this, The cen- ‘sus Committee only reported back for contir: tion tach names as were not odjected to, {t having Seen agreed to withhold all others for future cc. sideration. The democrats maintain that when “he census bill was drafted, and be- fore it was passed, the President and General Walker boti. agreed that the appointments un- der it should be equally divided betweea the two parties. Senator Morgan, who was> promt- nent in preparipg the bill, made this assertion at a meeting of the census committee the other day, and added that if that concession had not been made by the appointing power, the bill would have been changed so as to -have as- Sured the democrats what they regarded them- Selves as entitled to. For some days the impression prevailed at the Capitol that an amicable arrangement could be arrived at between the appointing power and the Senate Majority, whereby the latter would obtain the Proportion of the supervisors a»manded; but efforts in that direction seem to have fatled and the democratic Senators have virtuaily agreed to “stand together” in the fight that is anticl- pated. A personal friend of Secretary Schurz ‘Was named for supervisor at St. Lous, and though he is very acceptable to that community, he ts among those withheld by the committee, and no doubt he is marked for slaughter In case ‘the contest should become heated. Under the Jaw the work of the supervisors will not Degin until June, there‘ore there need not be any ap- Preheusion of the dispute over the disposition of patronage ee with the taking of the pensus, ee ae Ex-Gov. Tilden is as prompt wo deny the Tumor of his marriage as if he supposed it might injure bis presidential prospects. If he takes this view of the subject he ts wrong. If the should reach the White House he would find that nothing would make him more popular than a brillant and handsome young wife, to do ‘the honors of the Executive mansion. In this case the young lady was a3 quick to contradict {hp rumor as Mr, Tilden, THE CASE OF IRELAND STATED. PARNELL, DILLON, MURDOCK Will addrees ths Citizens of Washington at CONGREGATIONAL CHURCH, Corner of 10th and G streets northwest, THIS EVENING, FEBRUARY 4a, AT 7:30 o'oLock. Proceeds will be devoted to the PERMANENT RELIEF OF THE IRISH PEOPLE, and will bs delivered to Mr Parnell for that purpose. Several Senatora and Members of Congress will be present and address the meetin, whi-h will als3 be graced by the presence of MRS.
