Surprise is frequently expressed that a non- commercial city lke Washington should be Anfested by so large a number of the criminal Class. It is an undoubted fact that there Is an abnormally large elernent of the idle and vicious Class afloat here, and that the persistent efforts of the District authorities and emigrant aid Societies have not served to dislodge any con- siderable number of them. The question comes up whether the leniency with which they are,— or have been,—treated In our courts does not encourage them to stick to Washington asa safe and pleasant home. By comparison with other localities we suspect that almost every where else punishment is swifter and more severe than here. The sharp and prorapt punishment re- ceived by criminals in the neighboring states of Maryland and Virginia has made them shy of seeking a home there; and judging by recent court reports of Pllladelphia the little encouragement in the Keysto day or two since, Jacob Miller, a ci acelphia, was knocked down while passing through Cherry street early in the morning and robbed of his pocketboc some papers of value. atd Of the police, who, upon his description of the Tobber, instituted a search and arrested him in alow alley. The offender wa kea before a Magistrate. who heid him for immediate trial, the case was at once presented to the grand jury, who promptly found atrue bill. At noon of the same day of the robbery the case was called up in the quarter sessions, when Judge Eleock sentenced the thief to pay a fine of $1 and to undergo an imprisonment of nine years and ten months at separate and solitary con- finement at labor in the Eastern penitentiary. Criminals are naturally inclined to think badly of a city where they are dealt with in this vigorous manner; and to seek more congental quarters. It issafe to say that no such swift and severe punishment ever reached a criminal of this class in our courts. Of course with an overloaded docket and the peculiar forms of law here itis not so matter to administer quick justice, but with the reorganized courts It is believed that great progress can be made in this line; and it is hoped in the same connection that the judges will try the policy of adminis- tering sentences of wholesome severity as a means of dispersing the vicious gang that now infest the cit: Our judges are all right as re- gards probity and learning, but they need to harden their hearts a bit. —_~+-_____ The only state constitution In the Union which declares that presidential electors shall be chosen by the people is that of South Caro- Jina, and that was the last state to choose elec- tors by the legislature. This, in fact, led to the incorporation, in the constitution, of the pro- ‘vision vesting the right of election In the peo- ple. It was a power that the citizens of the State determined should never be taken from them again, notwithstanding the fact that the Constitution of the United States directs elec- tors to be chosen in any manner the legislature of a state may direct. The people of this country never willingly surrender any of their power, and, while the ‘Dill now before the New York legislature does Not propose to deprive the voters of their voice in the choice of electors, it does put a restriction upon ft, and therefore ts not likely to meet with public approval. This bill provides for the choice of electors by Congressional districts, and there is no denial, even on the part of its authors, that its object is to effect a party ad- vantage. That vast element of American citi- zens who never bind themselves hand and foot to any party do not take kindly to measures having nothing beyond political advantage in them. Indeed. they are quick to con- demn such measures and methods, as they have spoken out In condemnation of the “counting cut’ process in Maine. Already very many re publicans in New York, and several of the most influential journals of that party, -have de nounced this bill and warned the legislature against pa: ing it. After a tree is stripped it is permitted to stand for seven years, during which time another crop of moss matures. After being gathered the moss is exposed to the sun for one month, and this sep: 's the bark from it. It is then washed by machinery, and after being thoroughly dried isready for use. In some Of the cypress swamps moss {s found so clean and nice that it only needs to be dried to fit tt foruse.
