ie Mt Sel =o Ak tht al THE EVENING STAR. WASHINGTON, FRIDAY January 23, 1880. CROSBY S. NOYES... Editor. —— = SS Average Datiy Circulation over 17.750— any @ much larger bona fide, regular @nd permanent circulation than that of @tl the other daily papers in the city added tovether. “Tm Srax has a direct wire from its news room to the Western Union Telegraph office in New York city, from which wires radiate to all parts of the lobe, and is therefore enabled to secure the latest ews by its own operator from every quarter up to within a few moments of going to press. It is the only evening paper south of Philadelphia which re- eeives exclusively the Associated Press dispatches. "Tar Sax printed on Saturday last the largest regular single edition ever printed In the twen- ty-eight years of its existence. ‘This was not made up from any spurt in the news market or from special orders or through any extra effort whatever, but came from regular ‘subscribers and the steady increase In the orders of news dealers. All but a few copies, retained for counter sales, were sold. In the Presidential contest of 1876-7 over 21,000 copies were printed on days of exciting events, but while confined to one day they included several editions, That of Saturday last was the regular edition. Adves tisers and news dealers will please send in their orders early for the fifty-six column paper of to-morrow. —~--____ The Proposed New Rules, ‘The feature of the new rules proposed for the government of the House of Representatives, which deprives certain committees of power they have obtained under the old rules, will probably cause the rejection of the former. No committee is willing to be shorn of any of its power and whenever a proposition to that effect is submitted, the members of the committee aimed at drop politics and all other considera- tions to join hands in opposing the new de- parture. The new rules have been prepared with great care and would very greatly simplify legislation. Their adoption would render the duties af members lighter, because they could, with much greater ease keep track of legislation, but all this weighs as nothing with the few committees whose power would be weakened. They will combine their opposition, and, perhaps, make it effective. Another new code of rules would, al- most necessarily, be subject to the same objec- tion, and that would seal their fate, too. There ought to be members enough willing to support the right to vote to take from the commerce committee the power it now has to subinita “river and harbor bifi and put it througi without giving any chance for inspection or opposition. ‘Two-thirds of the appropriations made in these river and harbor bills are entirely unne: ary. Millions of dollars are thus set apart every year for the “opening and improvement” of triting Uittle inland streams that could not be made navigable for a skiff unless they were converted into canals. The few districts that are benefitted by the present method of crowding through river and harbor bills are satisfied, but other sections of the country that have to contribute the sums setapart for the favored districts are not satis. fied, and never will be, with this system. The Tiver and harbor bill ought to take the same course with other appropriation measures. —_—_~--_____ ‘The anti-Tilden democrats of New York give forth no uncertain sound as to their future course of action. In their conference at Albany. last night, they unanimously adopted resolu- tions declaring that they are for harmony ‘within the party upon the condition that Tilden Shall not be its Presidential candigate, They say the party can “become united only by 2volding causes which led to its division at the Jast state election.” Tilden’s movements and the utterances of his confidential friends, since the state election, do not indicate any willing- ness to accept this condition. It has not been many days since Tilden declared himself a can- didate for renomination, adding that. he was In “the hands of his friends.” He felt entirely safe in making this statement, because he knows the Iriends in whose hands he places himsetf wil obey his will implicit! He had absolute con- trol of the party machinery during the recent state canvass, and, though the result of the election lost him the support of m: demo- rats, ibis not probable that any of the machine workers were among this number. Tilden’s be- Hef is that he can carry New York 1f any demo- erat can. He ts not Ukely to relinquish the ambition of his life, now when but one more Possibility of gratifying it can occur, at the dictum of the “Tammany crowd.” His enemies within the party are equally determined, and the present situation points to the sending of two sets of delegates to the national convention, and thus compelling the latter body to decide be tween the contending factions. —_—_--_____ The southern claims commission have consid ered claims amounting, in the aggregate, to $5,698,460.56. They approved and allowed claims amounting to $241,611.22, and disallowed $3,456,- $49.34. Itis tedious and dificult work to get a claim approved by the commission. A proml- nent lawyer from the south who has been en- gaged for some time in endeavoring to convince the commission of the legality of southern Claims remarked the other ¢ at the capitol, “'m going to write my partne! receive another claim. The busine: = the postage required to transmit the p: Washington.” At the rate the commission has been allowing claims there is certainly no danger of bankruptigg the government. ————--e-—___ A district has been selected in Cincinnati for & test of the “Holly system” of supplying heat by steam. Ordinances granting permission to a company to lay pipes have been approved by the Mayor, but it ts required that heat shal! be sup- Pld the public buildings at 30 per cent. less than the cost for heating them during 1 company also agrees to furnish stea Where wanted at reduced cost. If this system comes into general use the old-fashioned “ftre- ide,” about which so much poetry has been Written, and which makes home In winter look ‘Bo cheerful, will be numbered among the things that were. oe erts who figured so promit- nd long protra Hayden trial, up tn Connecticut, will probably ba a good eal disgusted when they read the statemaat of ‘one Of the members of that body, thar the jury in the case didi't bother itself at all with their fine spun testimony about arsenical poisoning, blood corpuscles. etc. In this course the jury Seems to have fairly represented public opiaion onthe subject. The f hed theorles ad- ‘vanced by these learned en were doubt- Jess very interesting to themselves and to each Other, but they were all in tura so quickly over- thrown by the opposing theories advanced that they had little or no real value as testimony, and the jury doubtless pursued the wisest course jn Tejecting them altoge ther. ‘The Senate exodus investigating committee palght take a valuable hint on the subject from ov. Wiliams, of Indiana, who probably has a3 - uch official and personal interest in it as any~ bedy. Being asked the other day his opinion on the great influx of negroes into his state, the old gentleman was frank and sensible enough to say, that he “didn’t think anything about it; they probably came because they Wanted to move, and nothing could be done to ‘Prevent it, so there is no use in considering the matter.” Suffragists of the 13th district had a livel ‘Moceting last night of the old time ‘Sort, it, aie fcep. Their bickerings and mutual charges of fraud, packing, and stuffing were interrupted ‘by their failure to raise the trif'ing sum requisite %o pay the room rent. Yet it suffrage were restored, the tax-payers and the Property in- terests of the District would be at the mercy of ‘these voters: a hall full of whom can raise but $5 cents. +22 Ethereal mildness still prevafls.
