These facilities are a great conve- mience, and will be appreciated by the castomera of ‘Tae Star. The ‘Refunding Question. The friends of Mr. Wood’s refunding bill, in their ardent advocacy of the per cent. bond, appear to lose sight of the fact that this low- rate bond is authorized to be issued only in exchange for bonds no! matuied soon as the government can call the bonds, the Secre- tary of the Treasury, under Mr. Wood’s bill, as Well as under Mr. Morrill’s, is authorized to issue four per cents, sufficient tn amount to redeem from their proceeds all the outstanding bonds ihus matured. Should Mr. Wood's bill become a law in its present form, and parties holding the unmatured fives and sixes should decline to surrender them upon the terms pro- posed, no refunding would be done until Jan- uary 1, 185i, when $15,000,000 of sixes mature, and then there is, as before stated, ample authority in Mr. Wood’s bill for the issue of four per cents for this purpose, and six months later an additional amount of $750,000,000 could be refunded in the same bonds. They also seem to lose sight of the fact that the four per cents. when sold, will bring such a premium as to make the rate of interest to the investor the lowest the government can obtain in the mar- ket, and may not necessarily be more than ~~ per cent. and would not be if a per cent. bond could be sold at par ——_—--—____ ‘The spirit of discord has entered the Ohio democracy notwithstanding the fact that they are apparently in a hopeless minority, and have nothing in the way of political prospects worth quarrelling over. The Cincinnati Enquirer is leading a revolt against the order of the state executive committee that delegates to the na- tional convention be selected by Congressional districts, the committee reserving the right to choose the four electors-at-large. The Enquirer calls this ““ Thompsonizing” the Ohto democra- cy, and insists that a convention shall be held, and that the party shall make its voice heard in the land. Mr. Thompson and others of the committee, it seems, are endeavoring to prevent the Ohio “idee” from coming to the front in advance of the national convention. ‘The Enjuirer sticks to the “idee,” though it is buried undera large popular majority, and de- mands a state convention for the choice of dele- gates, with the view of once more planting the party of the state upon a soft-money platform. This is just what Mr. Thompson does not want. The plan of the committee 1s to defer the making of a state platform until after the national convention shall have met, and then, of course, the platform of the latter must pre- vail. The committee have issued their fiat, and there is no way by which the revolters can re- verse it. —~---___ There has been no rupture of the peace yet in Maine, and the republicans have matters so completely in thelr own hands that nene need be apprehended. The fusionists still hold the “broad seal of the state” and the returns of the late election. That is all they have left of the state over which they assumed control. ‘They could not even muster half a quorum in their open-air legislature yesterday, and at the next meeting “ pursuant to adjournment” It 1s quite likely that none but the few whe hoped to hold good offices will respond. The memvers of the legislature who were legally elected will, very likely, be admitted to their seats by the re- publicans in a few days and the counted-in members will quietly retire to their homes. ‘The mass meeting to be held this evening at Lincoln Hall for the relief of the famine stricken people or Ireland promises to be largely at- tended. The call has been made by the most distinguished men of the nation resident of the capital. The most worthy object to be attained has elicited the warmest sympathy from all classes, political and religious. Chief Justice Cartter will side; and Senators Thurman, Conkling, and ton, Speaker Randall, Con- gressmen Hawley, Loring, Ellis, Kenna and others, and Rev. Drs. Rankin and Sunderland and Father Be ire expected to address the Meeting. The agencies for dispensing the relief are of the highest and most competent stamp, and can be relied upon to see that the money Will be applied where it will do the most good. Mr. George W. Riggs has kindly consented to act as treasurer until the relief movement orga- nization is fully effected, and he will doubtless continue to give his valuable services asa re- Sponsible custodian of the moueys raised. —————-+.-___ The effort to keep politics out of the census appointments has failed, already, even before ‘the first officials necessary for the work are chosen. The two political parties are squab- bling over the supervisors, the democrats claim- ing that they have not been given a proper pro- Portion and the republicans maintaining that their opponents have been allowed too many, Before a single step can be taken towards pre- paring the census, the Senate must give its con- Sent to the confirmation of ofiicers appointed, and frequent threats of rejection are being uttered. It is within the power of the Senate majority to delay appointments, and it party spirit continues to rule, this is not improbable, Why cannot Congressmen and all others in au- thority understand that the census, to be of any value, whatever, must be entirely free from suspicion of political manipulation? Our true position as a nation depends upon the census. Every interest is bound up in ft, and it does seem that this one great work might be divorced from politics, The decision of the U. Supreme Court, rendered yesterday, affirming the right of in- mates of the soldiers’ homes to draw pensions coming to them under the arrearages law, will be received with general satisfaction. In the act of Congress there was no distinction made be- tween soldters; all were put upon the same foot- ing, and the public were not able to see why men, who had been rendered helpless in their country’s service, should be deprived of the money the government declared them entitled to. The country felt that it owed to these dis- abled soldiers the duty of taking care of them, and therefore was not willing to make them pay for the accommodation they got in the homes by taking their pensions from them. The decision of the court will put in the pockets of crippled and disabled soldier inmates of the ‘Washington Home, alone, over $100,000 in the aggregate. The Baltimore American, like numerous Other journals, has come to regard “envoys ex- traordinary and ministers plenipotentiary” as Scarcely necessary to the success of a republic. Im speaking of yesterday’s nominations for for- eign missions the American says: “The duties ofan American minister abroad are of sucha trivial character, and his actual responsibilities 80 slight, that any man of ordinary ability can discharge them without difficulty, and the gov- ernment would not be in the least degree em- barrassed or our dipgomatic relations with other Countries appreciably affected if the position of foreign minister were abolished entirely.” ————<ce-—__. ‘The N. Y. Tribune has made a canvass of the yepublican members of the New York legisla- ture.
