THE EVENING STAR. DOUBLE SHEET. WASHINGTON, SATURDAY......... January 17. 1880. eee ¥ Se NOYEs.. . Editor. Avorace “Datty Circulation over 17,750— — @ much larger bona fide, reguiar ind permanent circulation than that of au the other daily papers in the city added together. Tar STA is connected with the wires of the Na tional Telephone Exchange and wilh the Western Union Telephone Exchange. Both these agencies can therefore be availed of in sending to THe SraR @dvertisements, orders for the paper to be served, news, or any information, at any hour of the day free of charce. These facilities are a xreat conve- nience, and will be appreciated by the customers of Tae Stan. The supreme court of Maine have, for the sec- ond time, declared that the fusionists have, in their proceedings, erroneously interpreted the constitution and the laws. If this opinion 1s binding at all 1t must apply to the organization Of both houses of the legislature, for the fusion- ists obtained both—so far as their possession goes—by the same means. Some of the fusion- ists, apparently anticipating an adverse opinion from the court, held that it would only affect the house of representatives. The only reason given for this view, so far as we have observed, was that the senate “had a quorum” and was therefore legally organized. The house also obtained the same sort of “quorum” be- fore the court's opinion was made pub- lic, and, therefore, according to fusionist logic. it cannot be disturbed. The court holds, in effect, that the governor and council had no legal right or power to exclude persons who had been elected, and give certificates of election to those who had not. It was by this means—by excluding persons who had been elected accord- ing to the votes cast and counted—that the tu- slonists got their ‘; quorum” in the senate as well as in the house, and if they admit that the organization of the latter is not legal, then they cannot, logically, insist upon holding the sen- ate. Control of the senate would enable them to choose a governor, and no doubt they would be willing to compromise upon this basis. The republicans have steadily strengthened their cause, avoiding force and appealing to lawful and peaceful methods. Their case ts stronger now than ever before, and with the twice-de- clared opinions of the Supreme Court to sustain them, they will, in all probability, soon come FOR RENT AND SALE. Few articles entering Into every day use have felt the effect of prosperous timesin an advance ft price more quickly or to a larger degree than printing paper. This increase has been, ac- erding to locality, character of stock, and er circumstances, all along from two to four cents per pound, or an average xdvance of nearly if not quite thirty-three per cent. ‘Whether there fs any real and substantial busi- ‘ness reason for this boom tn prices is an open question, but that it has come, and in a most sudden and sweeping way, newspaper publish- ers have the most conclustve evidence. The in- evitale result is already seen in many parts of the intry in a considerable advance in the subscription rates as well as in the price of single copies of both daily and weekly journals. ‘The morning papers of St. Louls, for example have all increased their price from twenty-five to thirty cents per week, and there are indica- tions that the principal papers of other jarge cities of the country will shortly follow suit. ‘This step will be necessary everywhere, indeed, if there is a much larger increase in the cost of white paper. Even at the low rates at which that article has been furnished for a year or two past, few but the very high priced Papers were able to make anything on their circulation— their advertisements being their main, if not their sole source of protit,—and if the cost of Paper becomes much greater, the question will 800n be presented to all publishers whether they will increase the Selling price of their pub- Ucations or continue that branch of their busi- Ness at a positive and in some cases a very con- siderable loss, —_——<1e-___ ‘The breaking of Edison’s electric lamps has oc- curred at an unfortunate time for him. Though he may regard it asa “purely mechanical fault” that “‘does not affect his invention,” the public look upon it asa sign of failure, and will not readily credit future assurances of “complete success.” The Edison Electric Light company announce that they are not prepared to sell privileges yet, and this, added to the failure of the inventor to give his promised public ex- hibition, and the breakage of the lam; has put a serious damper upon the peoples’ con- fidence in the “suceess.” Then, too, other ex- perimenters in and inventors of electric light are watching Mr. Edison closely, ready to pounce upon him at any moment with the alle- gation that he is infringing upon their devices and patents. For some years past so many different persons have been working at the elec- tric light that it is said to be next to impossible for any one to achieve success without using some system or device of other inventors. It is predicted that a fruitful crop of litigation will follow the discovery, by Mr. Edison or anybody else, of a complete electric light. ———————~2-—____ Lo! The suffrage gentlemen are already charg- ing each other with cheating and packing met- ings, Stating the action of one their gatherings last night their newspaper organ reports Mr. Holmes,a prominent suffragist,as charging “that the meeting was packed, saying that the doors were locked, and he and others were excluded.” ‘The paper heads the report: “Coming Event with the Shadows they Before Them. This is undoubtedly a correct prognostication, ‘The proceedings last night do, undoubtedly Shadow the events that will occur upon a resto ration of undiluted suffrage. They revive all the memories of the past.—the stabbings, gougings, shootings, razor-cuttings, packings or nominating conventions by yelling mobs, and all the carnival of deviltry that attended the exercise of the glorious right of suffrage as regulated by the “sturdy manhood” of Murder Bay. —--____ During his two years term of office Governor Bishop, of Ohio, pardoned no less than two hundred and forty-five criminals out of the pen- itentiary. This action is pretty rough on the Jaw-abiding portion of the population of that te, but it will not be without good results in the end, ii it attracts the public attention its importance demands, and leads, as it should, to taking the pardoning power away from the gov- ernor and vesting it in a board or council of pardons. This body ought to consist of five or at least not less than three competent and con- Scientious persons, selected without reference to political opinions or aspirations, and its unani- mous vote should be required to set a convict free. As things go now in most of the states, with only one fool or knave on the jury and the keys of the prisons in the hands of a single old foozle, criminals have just about as gooda thing as they want. ———-—____ The suffrage boomers in working up their spontaneous outburst meeting seem to have taken a rather unwarrantable lberty with prominent public men, by announcing them as speakers on the occasion, without any authority.
