The Prompt Punishment of Crime. In view of the awful fate whlch befet the brate Peck at the hands of a mob in Pooiesville last Saturday night, the murderers of young Hirth can thank their stars that their monstrous erime was committed In Washington and not In one of the rural districts of Marylaad. Had its Beene been so changed, It 1s safe to say that these criminals would now be famiilar with the mysteries of the realms beyond the grave, In- Stead of being safely and comfortably housed in Jall awalting trial for their heinous offence, under the forms and guarantees of law. Yet It is better that it should be so. And this not only ‘80 far as it affects the criminals individually, but also for the welfare and protection of society itself. There are occasions and circumstances which for the time being seem to justify the summary and extreme action of an assemblage of indignant and long suffering citizens, but sawh proceedings are always dang Ince they sap the very foundationsof law and order, and there 5 no telling where precedents so established may lead. On the other hand, how , the officers of justice should see to it that thoy leave no ground on which such an assemblage can stand to either defend its action or set up the plea that it is necessary. Those charged with the execution of the laws ha largely reduce the per © where, if they are so dispos Wwitiness and certainty of punishment have even greater terrors for the criminal Classes than the nature of the penalty prescribed for their offence. Out- Jaws weli know that just in the proportion that they can secure delay they reap the benetit of Joss of proofs and that lack of public interest comes with delay, and thereby increase their chances for final escape. Those in whose hands the protection of life and prop- erty is placed, should therefore see to it, not only that the extreme penalty of the law shall be enforced in every case, but that its puntsh- Tents shall be quick and sure. Nothing short Of the fultiiment of these conditions will give to seciety that immunity from lawlessness and crime to which it is entitled; and con ‘will accept nothing less faithful and complete discharg* of the s a trusts committed to their hands which it has the right to demand. — Apropos to the Hirth case, it may be added that it affords to the new . District Attorney an admirable opportunity to demonstrate hi fitness for the important and responsible of to which he has been appointed. If he prose cutes it promptly, vigorously and successfully, he will in a large measure justify the recom- Iendations and promises of his friends. Shouid he fail in either respect he will at the outset of his official career contirm the worst predictions Of those who viewed his appointment with dis- favor and epprehension. He may at any rate rely upon it that his management of the case Will be closely watched and freely criticised. Other cases In walch the public safety or inter- ests are involved will of course be carefully Berutinized, as they may arise, but thts one, from its nature and the circumstances si rounding it, will be hkely to attract the earlt and widest attention, Gen. Chamberlain announces that he is deter- mined to maintain the present status of affairs in Maine until the supreme court of the state Shall decide which of the two legislatures is the Tegal one. So far, there appears to be genera acquiescence in Gen. Chamberlain’s authority except on the part of the fusionist leaders, who are not willing to submit their case tothe court. Mr. Lamson has no just grounds of complaint, because his authority as governor is not re- Spected and obeyed. He was the first, himself, to question his right to assume and reise the functions of governor. Then he was seeking to obtain an advantage over the republicans by keeping them out of the legislature. They ap- plied to Mr. Lamson, as governor, to swear them in and he deciined to do so, saying he was Not convinced that he was legally invested with the powers of the office. Gen. Chamberlain is impartial in the exercise of the authority he holds. He refuses to recognize the republican legislature for the same reason that he de- clines to recognize thaf of the fusionists, and there is no reason to doubt his ability to keep the peace in the event that elther side should attempt volence. The decision of the supreme court upon the contending claims for power will be received, undoubtedly, with satisfac- tion by a large majority of the citizens. The Small technical question as to how the matter gets before the court is of little or no conse- quence. The decision will be none the less just and right, because some formality has not been observed. The pretence of both parties is that they desire to arrive at what 1s just and right, and under the circumstances the highest court of the state is the fittest body to decide the question at ——_—__++-_____. The workingmen of this country, through their various organizations, will make another attempt to have Congress declare for the en- forcement of the elght-hour law. A resolution of this character was defeated by a large vote in the House last session, and there Is no igdica- tion of any change of opinion in its favor among members since. The eight-hour law exists, and the workingmen ask Congress to Say that it shall be enforced. The law, of course, applies only to men employed by the government. The idea of workingmen not en- ployed by the government Is that if the law were enforced and the eight-hour system firmly eslablished in afl public works, it would have an influence towards securing tts adoption by individuals and corporations. This, how- ever, is not a practical view of the subject. Labor is like any other commodity upon the Market. It’s price will be regulated by the nat- ural law of supply and demand. Mohammed Jan, leaier of the revolt aga!nat the British in Afghanistan. is not whipped yet, evidently. He is massing troops at Ghaznai,south of Cabul on the road to Candahar, and his Actions indicate that he intends to make a vig- orous and aggressive campaign. He has conti- dential agents among the tribes north of the Hindu Kush mountains, and they are doing effective work in inciting these tribes against the British. Jan has called upon all Afzhan patriots to rise and fight their “common enemy” the British, and it {s very plain that Beacons- eld 1s not out of the s:ghan woods yet. —__--_ According tothe Washington correspondent of the New York Times (for Grant), certain leading republicans in Washington are engaged “in a systematic effort to ald the presidential candidacy of Secretary Snerman by throwing cold Water upon the sentiment in favor of the Tenomination of Gen. Grant.” The Times’ cor- respondent says ‘that at least three members of Congress from New York are prominently identified with the movement.” We suspect ‘there ts considerable maneuvering going on in ‘Washington just now in behalf of more than ‘One candidate for the presidency, and that the fiends of Gen.
