There are no more scores of millions of money to be expended n contracts, supplying everbody with in fact more than the traditional nd roast beef. This is the time for nd prudent management of District ‘The millions expended have resulted in nt Improvements, but the indebted- ness incurred thereby is just as much as the people can stagger under. There can de no repetition of this grand expenditure to furnish employment and pocket money to the Idle masses who expect that the restora- Uor of suffrage will restore those flush times. ess has assumed a portion of the burdens ‘bt and expenses of the District, but at the same time protects Itself by assuming the ex- clusive jurisdiction over District affairs given it by the Constitution. and will never consent to Felinquish that control to the voters and strik- ers of Murder Bay, while it is responsible for District debts and expenditures. No encouragement, we repeat, should be given to this idle, vicious class to remain in Washington in the expectation that they will again get the “right of suffrage” and the right, to ruie here. ———_——_~«+e_____ The Czar of Russia no doubt feels the force of the words, “uneasy lies the head that wears a crown.” He ts beset by dissensions within his empire and dangers without. A desire to taste the pleasures of liberty has spread among the oppressed classses of Russia, and this fs a spark that cannot be quenched. The Czar is forced to resort to greater oppressions in order to pre- Serve his authority and to protect his own life. He is momentarily in dread of assas- fixation, and in fact enjoys about as little real liberty as the meanest peasant of his einpire. Russia’s relations with other European governments are in a critical condition. It is said, however, that the Czar dreads the threat- enings from without less than the mutterings ‘within, and he may resort to a war for the pur- pose of turning the belligerent powers of his Subjects away from their own government. ‘This would enable him to send the dissatisfied elements into the army to fight the foreign foe, and under rigid military discipline they would be kept in subjection. Then, too, it is argued that War with some other power would awake the dormant patriotism of the Russians; and nafioial pride would prompt them to direct all thetr enmity against the enemy in the field. It would be cheaper, more humane, and more ‘Statesmanlike for the Czar to recognize the de- mznd of his people for greater Hberty and concede it. Civilization has been making rapld strides during the past few years, and it has not passed by the Russian peasants. They have eaten of the fruit of knowledge, and have come to under- Stand and appreciate the liberty that every man should enjoy. They will never cease their efforts until they get what they demand. Toa people inspired with a desire for freedom and a determination to win it, a crown is but a Small impediment. The Czar ought to learn ‘this lesson. affairs. ——_——_+e--___. Something like the snow fall that wrapped the earth in white this morning was needed to convince the people of Washington and vicinity ‘that we are really in the middie of winter. Up to the present time that season has been a purely theoretical one, established by authority of the almanac alone, and not marked by any of the usual phenomena of winter. All the sea- mine has been in bloom; the field daisies have scarcely failed for a single morning to turn their bright f: up to the sun, and on Saturday last we observed a number of out-door strawberry plants in full blossom It is a peculiarity of allseasons, we believe, that Mobody can recollect one anything like It, but the winter of 1879-30 has so far certainly been an exceptional one, so far as mild weather is concerned. . The readjusters in the Virginia legislature are, apparently, afrald to take hold of the sub- Ject of state finances, and this hesitation ts already causing some dissatisfaction among their supporters and throughout the state. The readjusters rashly promised the people, in the event of their success at the polls, speedy relief from their financial evils. The state owed a large public debt and the treasury was empty. In this condition ef affairs the people, like an individual long suffering from some chronic disease, were ready to try any quack doctor who would guarantee a cure. The legislature has irittered away more than a month in dividing up the spoils of office, but there is no sign of felief for the suffering people. The impression seems to be growing among all classes that the Teadjusters care more for offive than for the interests of the state. The party, like a quack doctor, has obtained its fee and Is ready to admit, in a whining tone, that the case is really incurable. ‘The Ohio republicans, who are supporting Secretary Sherman for the presidential nomin- ation, talk very hopefully of his prospects. Some of the party leaders who met in Columbus yesterday to take part in the “Sherman confer- ence,” were interviewed by reporters of Cinein- nati papers, and they expressed themselves as Confident of a solid delegation from the state in Support of the Secretary. One of them said that “there are two Sherman men to be found now where there was but one two months ago, and his following is increasing all the time.” it this ‘View ts correct, then the Secretary's boom ts in good shape. Ohio ts no longer a doubtful state. It is reliably republican, and its voice in the Convention, next year, if uttered through a united delegation, will be very potential, If, however, the delegation shall be. divided, as Some republicans predict, then Ohio's influence ‘will be very much weakened. —_$_ore-___ It is rumored that the Boston Advertiser will Come out for Gen. Grant for President within a few days, and that it will “officially” announce Senator Hoar as a supporter of the ex-Presi- dent. The anti-Grant republicans in Massachu- setts are working with all their might, and their object is to get control of the delegation to the National Convention.
