Ex-Governor Seymour, of New York, has Again submitted himself to the interviewer, and though he talked enough on politics to filla column and a half of the World, he avoided the subject of his own possible nomination for the presidency. He did not utter a single word that could be construed into an unwillingness on his part to take the nomination next year. In fact, taken altogether, the governor's expressions are rather favorable to the supposition that he will consent to run. He expressed great coftidence M the ability of the democrats to elect the President next year, and this confidence will have the effect of strengthening the apparent dis- position in the democracy to nominate Mr. Sey- mour. The party leaders and man: will be apt to say that a man who Isso confident of success is the very one to have at the head of the ticket. The intimate friends ot Mr. Sey- Mour have been working upon him for some time with the view of inducing him to accept the nomination {n the event that his party should call upon him torun. Prior to the ad- journment of Congress for the recess, Senator Kernan said, tn an interview published in Tae Srar, that in talking with ex-Gov. Seymour a day or two before he had advised the latter to make no rash declarations as to what he would do, but to wait until the “nomination should be tendered to him,” and then decide whether he Would accept it or not. It must be that the ex- governor concluded to follow this advice, for ‘since that time he has not made any “rash de- Clarations.” If the present state of feeling in the democratic party continues, Mr. Seymour Will get the nomination if he wants it. It is apparent that he 1s regarded as the strongest man bya large majority of the party leaders and managers. If Senator Bayard were uot from a southern, or former slaveholding state, he would stand a mueh better chance of being his party’s nominee. This fact tells against him even with those who would willingly see him nominated. No such objection exists against Mr. Seymour, and in other respects he 1s considered to have all the elements of strength believed to be possessed by Mr. Bayard. In conversing upon the coming presidential canvass it 1s a very common thing for demo- cratic members of Congress to speak of favoring this or that man for the presidential nomina- tion “in the event that Gov. Seymour will not consent torun.” The democrats, in calculating the chances of success next year, look first to the state of New York, and they believe that €x-Governor Seymour would command more Votes in that state than any other man. Hence the apparent willingness to give him the nomi- nation if he will take it, and, as stated above, it begins to look very much as if he will consent to take it. ———_++-_____ ‘The bill of Senator Davis, of IMinois, to estab- lish U. S. courts of appeal is attracting favorz- ble notice because of the necessity of relieving the U. S. courts of the pressure upon them and of the recognized ability of the author in: all matters pertaining to the judiciary. The bill Provides that each cireuit shall have, after Sep- tember Ist, 1880, a court of appeals to consist of the supreme and circuit judge of that circuit and two district judges, and all appeal cases in- volving over $500, or questions of general impor- tance, shall be taken before this conrt. The U.S. courts througiout the country are over- whelmed with business, and during the past few years very many efforts to enlarge the U. S. judiciary by creating new judges nave been made; but they have failed because of the gen- eral opposition to any increase tn the expenses ofgovernment. P. Gorman, sometimes designated the Napoleon of democratic politics tn Maryland, has come off an easy victor in the contest for the U. atorship. Mr. Gorman is a native of Howard caunty, Md., and 1s about 41 years of age. His case affords a striking tllustration of the oppor- tunities aiforded to ability and energy to make its way in this country. In 1852 he was a page In the Senate, where he fs next year to take his Seat as a member. Mr. Gorman has occupied various oficial positions in Maryland, and has been the president of the Cheasapeake and Ohio Canal company since 1872.
