The main point of Mr. Durant’s elaborate argument in behalf of District suffrage at the Tepubiican club meeting last night was that Congress by withholding suffrage from the people of the District of Columbia, the capital of the nation, discredited the principle of an elec- tive government. He thought It a strange spec- tacle that In all this wide expans> of the American continent, where goveriiment ts clecs tive, “here at the seat of government, in sight of all the people of this country, and of the na- tions of the world, through their representa- tives, the Congress of the United States seems to doubt the popular system and think that elective government is a fallure on the Ameri- ean conting It is precisely because the People of Washington are citizens of the na. tional capital that they cannot exercise the same Powers of self-government that are exercised by the people of any other community in the coun- try. Congzvss under the Constitution has exelu- Sive jurisdiction here, and is quite certain to maintain that jurisdiction, especially if it is ex- pected to contribute half the Djstrict e& penditures. Washington, with its wide avenues, and extensive reservations is planned altogether for a government city, and it must berun by the government. The peopic cannot shoulder the enormous expenses of improving, ornamenting and keeping in condition this city and on agrand ated to make it creditable as the capital or .great nation. The citizens, certain- ly the great body of the tax-payers, are willlag to accept the situation. They know that in ac- cepting citizenship in the capital city they must Jleld some of the powers of self-government that people have elsewhere. ‘They feel that Congress having ‘exclusive legisla having, 2nd that it Is not worth the ex and turmofi, of keeping up election m: pense, inery to elect a few officers who can have no real pow- have not yet forgotten the suffrage of the past, under the tomtnation of the Murder Bay politicians, and they see no reason to expect that the same class of politi- cians will not spring up again should suffrage berevived. Altogether the tax- ayers titans game of suffrage here doesn’t amount to enough to pay for the candle. The suggestion that the mode of choosing presidenttalelectors in New York be changed has brought out a letter written by Alexander Hamilton to Gov. Jay, and dated May 7th, 1800, advising that the very plan now proposed be Inthe gpring of that year the state election had goné against the Federalists; the legislature chosen contained a majority against that party. The existing legislature, how- ever, was controlled by the Federalists, and Hamilton wrote, urging Gov. Jay to call an extra session for the purpose of “the choosing of electors by the people in districts.” Hamil- ton thought this measure was justified by “un- equivocal reasons of public safety.” There was, he said, “the very high probability that this (the recent state election) will bring Jefferson into the chief magistracy unless it be prevented by the measure” he advised—the changing of the manner of choosing electors. Hamilton avowed his purpose to be to “prevent an atheist in religion and a fanatic in politics (Jefferson) from getting possession of the helm of state.’ Gov. Jay, though a strong Federalist, declined toadopt Hamilton’s suggestion or follow his advice. He simply endorsed the letter “pro- posing a measure for party purposes, which I think it would not become me to adopt.” —___§_+o+____ The latest story is that Senator Davis, of Illi- nois, who, it is alleged, requires a change of sur- roundings, Is to be appointed minister to Eng- land. Itis hinted, moreover, that the soft hand of Mr. Washburne is managing the movement, which will have the effect, if consummated, of putting another republican in the Senate. The story looks plausible on its face, inasmuch as Mr. Washburne is not considered incapable of a bit of strategy which might promise to land him in the east wing of the Capitol; but at the same time it will net do to accept it too credulously until the scheme fs developed a little tufther, or until it is supported by better collateral evi- dence than has yet been brought forward. —_____--e2-—______ Mr. Tilden has taken the trouble to deny the charge of the New York Star that he gave to an agent $30,000 for the purchase of the South Caro- lina returning board, but withdrew the money before the purchase was consummated. The denial is contained in an ingeniously framed “4nterview” published in the New York Sun. There is more significance tn this deatal than May appear upon the face of it. It means, in effect, that Mr. Tilden isstill a candidate for the Presidential nomination. The interview was probably intended as much to contradict the extensively circulated rumor that Mr. Tilden had determined to retire from polities as to deny the specific allegation to which It refers. But whether it was so intended or not. it may b> regarded as an important straw, tndteating which way the wind of M Tilden’ ambition blows. Ifthe report that he had decide] not to be a candidate for the nomination were true he would scarcely bother himself to deay allega- tions that could only affect him as a candidate. He has not been in the habit of “rushing into print” to deny political charges. Indeed, it Would keep him busy to answer one-half the eharges brought against him, even in his own party papers. ——____+-_____ The Richmond State (democrat) says: “ We by no manner of means commend the action of the authorities of Maine in ruthlessly counting out the republicans and counting themselves in on the most trivial technicalities.” ——__$_--——___ The Salt Lake Herald calls it “The Maine In- famy,” and says that “no honest democrat any_ where can approve the act.” Senator Hamlin remarked that he “did not believe that eight men could be found outside the walls of the penitentiary who would do such a thing,” as count out the republicans in Maine.
