Otnerwise the psper canrct be sent. The Epsiness Boom. ‘The Boston Hérald has taterviewed manu- facturers merchants of that city, in all lines ‘fade, and without exception th re- = business as steadtly improving. ‘The tron trade had more orders than it could fill. Dry goods jobbers reported an immense trade from all sections of the United States, and that their exports In tuis line were Increasing. Tue wool trade was better than it had been for years. Grocerfes, provisions, grain and feed stuffs were all booming, and factories of all kinds were running on fulltime. All classe3 of bu3i- : ness men agreed that the country had entered upon an era of prosperity that will continue upon a selid basts. The cotton factors and buyers reporied that the largest and best. cot- ton crop raised in the south since the war Is now being gathered, and that it was past all danger from frost. The prices are high enough to leave the planters a good profit, with every prospect of an advance. The demand for wheat and ifour could hardly be supplied. Boston, of course, in this revival of business, is no exception to the other commercial cities, ‘The western cities are enjoying the same pros- perity, and the manufacturers of all classes of goods are almost overrun with order: Whether the fault be in the terms or in the Construction of the law, it seems to be small Dbusinessin the government to refuse to allow Mr. Lorillard to bring into this country free of duty the Epsom cup won in England by his horse Parote. It is valued at $2,590,o0n which the assessed duty is $1,000; but as we believe the law exempts from duty “wearing apparel in actual use and other personal effects not mer- chandise,” it is hard to see upon what ground the decision rests. It isn’t strictly wearin ap- parel; but nobody, we suppose, would pretend that an article like that is intended for sale by its owner. —____~--_______ Unqualitied suffrage in cities is not regarded as an unmixed evil by those New York papers lucky enouxh to have two solid pages of « regis- tration and election notice” advertising. ————_-o-____—_ The last letter written by Jeff. Davis that has gotten into print was In reply to an Invita- tion toattend the reunion cf North Carolina Survivors of the late war to be held at Salls- bury on the 2sd Inst. The occasion Is to be a reunion of union and confederate soldiers, and in expressing regret that he cannot attend Davis writes: “ Prominent among your objects isto allay il) feeling which may remain be- tween those who followed different flags, so as to unite all in proper efforts for the general welfare of your state. Nothing surely could be more commendable than this object, and Nothing is less Christian or more unsoldierly than malice and a cherished desire for revenge.” Some of this “Christian” feeling seems to have entered Mr. Davis since his speech a few Months age, when he satd, in praise of the southern women, that he had never seen one who had been reconstructed. It Isto be hoped ‘that this sort of Christianity will spread in the south. a Ex-Governor Seymour has been induced by a World reporter to give his views In regard to the pending political contest in New York. He professed to know very little of New York city Politics, but outside of the city, he said ‘Cor- nell and Robinson will run evenly with their respective tickets.” He had no doubt but that *Govy. Robinson will gain as many, if not more votes from the republican party, than be will lose from any hostility whatever in our own (the democratic) and it May prove that he will cain largely.” Go’ Seymour is a wise man and undoubtedly a close observer of political matters, but in a state Where the parties are so evenly divided as New York no man’s opinion as to what will be the Fesult is worth much. The G.ole-Democrat calls upon Senator Logan, as chairmen of the committee to receive Gen- eral Grant at Chicago, to tell the latter, “very Plainly. that he ts to be the next republican candidate for President.” It says there has ‘een “too much non-partisan fammon talked toGrant,” and that “every sane man knows that Grant will be the republican candidate, aud there is no seuse in affecting ignorance on ~~~. te subject.” The G.-D. has settled the nomt- ation, a long time in advance, to 1ts own satts- faction; but it is quite likely that the conven- tion may want to be consulted on the subject. Conventions usually do prefer to exercise some authority In naming candidates, notwithstand- ing the willingness of party organs to save them that trouble. —_____~++-_______ ‘The New York police board yesterday finished the appointing of election inspectors as required by law, and the registration of voters began to-day. The dead-lock in the board would, probably, never have been broken had not the court interfered with its mandamus. At yes- terday’s session atelegram was received from Mr. Tilden declining to serve as an inspector, and another was appolnted in his place. In his dispatch he stated that he intended to remain in the country until the election. --—___ If they have not already taken every precau- tion to that end, the recent awful accident at Adrian ought to admonish the managers of our National Fair that there should be no false- economy, which secures show at the expense of substance, in the construction on their grounds of buildings intended for the accommodation of masses of people. There ts hardly anything so trying to crand stands, bridges, flooring, etc., as the simultaneous movement of a crowd of Occupants. Such a contingency ts almost sure to happen sometime during the use of such structures, yet it 1s one tuat fs not always taken into their calculations by architects and butld- ers. We trust there has been and will be no Such oversight tn this case. ‘The decision by the full bench of thesupreme Court of Pennsylvania, at Pittsburg yesterday, that the county of Allegheny 1s responsibie for the loss and damage occasioned by the ratlroad Fiots in that city in 1577, ts an important one in every respect, not only in regard to that par- Ucular case, but as a precedent tn the future. ; It is also likely to have the effect to discourage Such outbreaks In future, or at least to with- hold from them that sympathy of the surround- ing community which the active participants tn the Pittsburg affair seem to have enjoyed. ‘Those who understand at the outset that they (Will have to pay the cost of breakage will be ‘very slow to turn a mad bull loose ina china and glass ware store. —_—__~+e-______ ‘It seems by the communication from the con- tractor for sweeping the streets that he cleans the streets daily, weekly, sem!-monthly, or monthly, in accordance with a schedule pre- Beribed by the District government. This lets Out the contractor and brings the onus for the complained of filthiness of the much-traveled Streets in question upon the District oficials. ‘The amount for street Sweeping in Washington 4s about $33,000 per year, for a minimum of 92,000,000 and maximum of 100,000,000 square yards. Manifestiy the sweeping should be dls- tributed so that the largest number of tax- Payers possible should get the benefit of the service. When much-used, narrow, and there- fore cheaply cleaned streets lke those referred to, are swept only semt-monthly, and streats Of great width like Pennsylvania avenue are Swept daily there seems to be something wrong in the working of the schedule, ‘The Commis. Sioners had better revise it. ; aw ICES L OFT E ARLES 8S. WHITMAN, Beneret to 1417 Gst., gopesite Riggs House, first oct7-1m G "8 IOE CREAM, 10's a plate: 81.15 a Cee Neste GG. Oorawell; Now.
