The General Term decides that the fatiure of duty on the part of executive officers cannot be permitted to defeat a popular right, and if the police com- missioners do not agree to-day on the selection of inspectors, the court stands ready to prompt- ly issue a mandamus ordering their discharge of an unfulfilled obligation to the public, not- withstanding the lapse of the term prescribed by law within which the selection should be made. The principles by which the court holds that the commissioners should be gulded in the selection of inspectors representing the majori- ty party in the city are, brietiy, that these offl- cers should be taken from ihe general body of democrats, and should be “ good men and true, without regard to local organizations or divi- sions, or both.” The court suggests, the Times Says, that Tammany Hall democrats cannot be considered outside of the pale of state democra- cy because of their refusal to support the regu- lar candidate for governor, but it gives no countenance to the idea that Tammany Hall should be regarded as the only organization representing the majority in the city. The un- destanding in New York seems to be that the democratic inspectors will be divided between ‘Tammany and ant!-Tammany. ———_$§_<e-______ The spirit of brag 1s abroad in New York. The Robinson democrats claim that they will Carry the state by 20,000 majority, while the Cornell republicans won't look at any figuring ‘under 30,000 as the proportions of their victory. ‘The disaffected Curtis republicans and Kelly democrats have views of their own of the re- Bult, which, {t is needless to say, do not cor- Yespond with the estimates of the regulars. Mr. Tiiden tn his letter to the Baltimore democratic mass meeting last night holds out the promise of spoils to hungry office-seekers in case he Is elected President. His talk about the dangers of a “hierarchy of office-holders” means apparently a pledge to make aclean Sweep of the ins in behalf of the outs. ——__-o-—___ ‘The men of England who have advised emi- gration as the best remedy for the hard times and consequent suffering there, have gone to work in earnest to put their theory in prac- tice. A farmers’ emigration soclety has been organized in London, and its first shipment, con- sisting of eighty men and their familes, lett there for Texas a few days ago. This party brings an aggregate cash capital to this country ‘Of $150,000, and this money Is to be expended in founding a colony In Texas in a locality already selected. The colonists are all agriculturists, and sending us emigrants of this class the Lon- don association is adding to the wealth of the United States at the same time that it puts sturdy Englishmen in the way of earning for- tunes. The fiery, untamed editor of the Okolona (Miss.) Southern States started but a few days ago on a lecturing tour through the north. He has already returned home, a poorer if nota wiser man. Even the recipients of dead-head tickets refused to turn out to hear him, and his losses amount to several hundred dollars. a The total gate receipts at the walking match in New York last week amounted to $73,923. We should like to see a week's intellectual en- tertainment in that city that would draw half the sum of money. a And now a Grant reception boom of the “non- Folitical” sort is being organized in Chicago. ‘The Great Exposition building has been en- gaged from the 5th to the 10th of November for holding 2 military reception and ball. Electric and calcium lights and ‘‘untque decorations” are to be procured from New York; the entire State militia are to be in the clty during the reception week, together with Grand Army men from all parts of the country, and the intention is to have “the grandest military spectacle in Chicago that has been witnessed in this country since the war.” It ts some time since Chicago has had any chance for a display splurge, and doubtless the Grant recep- tion will be a big thing. —_——-+-____. Prof. Langston, it will be seen by the tnter- view elsewhere, favors the exodus for various Teasops stated. It looks a little as if Blaine might prove a bigger man than Grant, ip Ohio, -—____ The colored people of Baltimore are agitating the question of having colored teachers in the public schools of their race. Ata late meeting resolutions were adopted setting forth that the colored schools of Washington city, the su- pervision of which are under the entire control of a colcred superintendent and an efficient Corps of ninety-two colored teachers, have fully demonstrated the fact beyond question, experi- ment, prejudice or pecuntary gain. that colored teachers are a success, and that the reports of Washington city under the above superintend- ent aid teachers show decidedly greater aver- age attendance, percentage, promotions, «c., than those of Baltimore. The resolutions con- demn the impediments which check the more rapid growth of the colored schools, and declare that as long as the color line 1s drawn, the col- ored people should have supervision over their Own schools. ——~--___ Judge Black yields to the Post his views upon ational politics, to the effect that the treach- ery of Tammany ts enough to make a true @emocrat “curse his better angel from his side and fall to reprobation”; that Tliden, in his opinion, doesn’t want to be the candidate in 1850, Dut that he can lve the nomination if he is willing to take It; that bis personal prefer- ence 1s not for Tilden, but for General Han- cock, “because le was the first officer of his rank in the regular army that lifted his voice tosaya good word for constitutional Uberty;” but he thinks Tilden deserves a vindication as the victim of fraud and slander. Judye Black says the talk to the effect that Tilden ought to have seized the Presidency and had himself inaug- urated at all risks, is “unmitigated nonsense.’ If the House had declared him elected, then he would bave been unfaithful to his duty if he had not taken possession; but when his politi- cal supporters in Congress permitted him and his constituents to be juggled out of their rights, he could not remedy the wrong. ————~-~--—_—__. According to the New York papers, the Rob- Anson ratification meeting had the advantage of the Tammany Hall rally both in numbers and respectability.
