THE EVENING STAR. WASHINGTON: -August 26, 1879. entirely new aspect upon the coming municipal election there and may effect even the state election, on the same day, September 3. The election tn Californta fs for an entirely new set ‘of officers under the recently adopted consti- tution. Thereare four tickets tn the field, the Gemocrat, republican, workingmen, and new Constitutioniists, or “Honorable Btlks,” as they ‘were named by Denis Kearney, and by which title they are generally known. This latter party was formed soon after the constitutional elegtion in May, and its organ 1s the San Fran- isco Chronicle. whose proprietor De Young 4s just nowin danger of Lynch law for the shooting of Kalloch. The adoption of the new Constitution was largely the work of the Caron- Sele. On the formation of the new party an @ffort was made to gain the co-operation of the ‘Workingmen, but Kearney declined the pro- Posal on behalf of his followers for the reason that they would lose their identity in the amal- amation. From this refusal to join forces a bitter antagonism grew up between the or- ganizations, or rather their leaders, the De Youngs on the one side and the Kearneys and Kallochs on the other. The Kearneyites awominated William F. White, an ex-Pennsyl- ‘vanlan of Irish descent, for governor. The re- publicans next nominated George C. Perkins, of San Francisco, for governor. He will make a Strong run in the northern and mining counties, ut will not fare so well in the agricultural founties or in the cities amongst the working- men for the reason that he is at the head of the Pacific Coast Steamship Company, which is ‘one of the monopolies just now in disfavor tn California. The gubernational candidate of the constitutional party, Dr. Hugh J. Glenn, of Colusa, a democrat, also bas much the Bame advantages and disadvantages as a mominee. He is the owner of a farm of 66,0000 acres in one body in California, ‘and Is the largest wheat producer in the world. He also pastures 20,000 head of cattle on his Nevada lands, and naturally is set dowa asa “bloated monopolist.” He is also accused of ‘using labor saving machinery and Chinamen, ‘toa large extent, and he comes in for a big share of the Kearney-Kalloch denunciation. He defends himself by alleging tnat he never employs a Chinaman when he can get whites, nd that he always discriminates against the Mongolian by giving him only two- thirds the wages he gives the Caucasian. ‘Glenn has been endorsed by the democrats as candidate for governor, but with this exception they run their own ticket. The affair in San Francisco has greatly damaged Glenn's pros- ‘pects, and will, in the opinion of some well in- formed politicians on the Pacific side, give the state to Perkins, the republican candidate. ——+-____ In Philadelphia the local express companies call for and deilver baggage from any of the railway stations to any part of the city for twenty-five cents per plece. In Washington for like service we have to pay forty cents for a single piece, or sixty per cent. more than Quaker City rates. As Philadelphia covers more than double the superficial area of Washington, the average distances of hauling must be very much greater there than here, so that the profits of our companies may safely be set down at dou- ble those of like companies in the first named Place. Isn't this difference against Washing- ton a little too large, all things considered? Under existing circumstances competition ‘Seems to be out of the question In this particu- Jar line of Dusiness; but, their attention being ‘thus called to the matter, it is possible that the managers of our companies migiat be willing to make a reasonabie reduction from their ‘present excessive charges, just out of “a decent respect to the opinions of mankind.” They ‘Would undoubtedly make more money in the end by so doing. —_§!_ +. -—___ ‘The time has arrived when charges of the concoction of nefarious political schemes will be freely bandied about. The Washington cor- ‘Fespondent of the Cincinnat! Gazette exposes a subtle plot intended to damage Secretary Sher- man, tu which “certain democratic county committees in Ohio and certain disgraced and discharged Treasury employes” tn Washington are the chief actors. These discharged en- ployes, it is stated, put themselves some weeks since In communication with democratic com- mittees In various parts of Ohio, claiming to be thorough republicans, but willing to contribute ‘Buch facts as they could gather In the Treasury Gepartment for the use of the democratic com- Miittees in Ohio against Sherman, giving as a reason that they desired to do what they could to turn Obio against him as a candidate for the ‘Presidency, because they themselves were pro- Rounced friends and supporters of Gen. Grant's Candidacy. The first of these articles was made public a few days since, consisting of what pre- tended to be a list of rebels now in office appointed by Secretary Sherman tn the place of union soldiers. This list is declared to be altogether erroneous and mostly downright falsehood. The persons named as confederates Anstalied in the Treasury in place of union men were, without exception, confederates, wno since the war have been active and tnfluential Tepublicans, and on the other hand those unton soldiers whose places tt was claimed they had taken “were without exception, men who had disgraced their positions and were discharged for cause.” The assumption of these men that they were working for Grant was supposed to be a skillful way of deceiving Onto local eom- Mittees and inducing them to adopt and give eurrency to their fabrications. It is added that they appear to have been quite successful in Palming themselves off upon the Ohio demo- rats, and in establishing full relations with these various county politicians. An inter- Cepted letter between two of the schemers pub- shed by the Gazette correspondent seems to Pretty fully establish the fact of the alleged plot; which the correspondent characterizes as ‘There ts nothing, says the Philadelphia Times, luke the cheerful boom of business.
