Editor. 4 New Industry for the District. ‘We are well aware that it is not the primary Object of an institution like our Reform School for boys, to introduce new industries with a View to afd to the manufacturing and commer- lal importance of the District of Columbia. Nevertheless, it must certainly be very desir- able to Introduce, thoroughly teach, and carry On in such an institution industries which, on ‘the one hand, are least likely serlousiy to affect already existing trades in its locality, and, on the other hand will, with a comparatively in- expensive outfit, afford the inmates who be- come skilled, on jeaving the institution, a voca- tion calculated readily to supply the means of self-support. If to these two considerations an industry can be said to offer variety, stimulate taste and efforts at ingenuity, we have the essentials of what Is needed in the matter of industries for institutions of the kind. While several industries such as indicated present themselves, which might properly be intro- duced in our Reform School, if the requisite Means ard proper instructors can be secured, ‘we will now confine ourselves to presenting in ‘brief the claims of one wholly neglected In this Jocality—ihe manufacture of baskets and all Kinds cf analagous plaiting of wood. fm the first place, at an institution like the Reform School, with its peculiarly well adapted Premises and neighborhood, the cultivation of ue or more varieties of the willow, say the Salix purpurea and Salix viminalis (Linn) would be required and decidedly advisadie, ‘This would at once teach boys the cultivation Of osiers, or willow switches, and at the proper @eason their preparation for the market where they constitute a regular and considerable arti- ¢le of trade. Then the manufacture of baskets Im its infinite variety from the rudest oyster erate to the finest and most elegant pheton ‘Dody should be introduced. The variety of de- #igns and opportunity to display d2ftness of the hands maintains an interest for the work sur- pasced by no other trade. It is a well established fact that, as an in- dustry, embracing articles of daily use fs per- fected, the demand increases, and no articie ‘Would seem to be capable cf being applied to More general use than such as can be produced ‘by the expert wood-plaiter. The simple article of crates of all sizes requtred for the transpor- of oysters in the shell, vegetables, feuite, fish, fowls, eggs, butter and a variety of other Produce so extensively raised all along the shores of the Potomac and Chesapeake bay could very readily be inexpensively and durably Made. Then the manufacture of innumerable household and fancy articles in the basket line, Buch as settees, chairs, workstanas, baskets of all kinds and shapes from the departmental Waste receptacle to the huge laundry requisite, Or from the tiny child’s toy to the immense Theatrical wardrobe chest, would afford most interesting and improving work. Let us see what is done elsewhere in this line. ‘The little town of Handschuhsheim, near Hel- delberg, receives annually more than $10,000 for the early cherries packed in baskets of its own make, which it exports mainly to England. ‘The district of Tamise, in Flanders, embracing ® population of about 10,000 inhabitants, exports annually to Great Britain osters to the value of ‘over $150,000. In the vicinity of Aix La Chapelle about one thousand persons are engaged in the Cultivation of the willow and basket making, Yielding annually some $250,000. In the Bava- ‘ian town of Lichtenfels and its suburbs, which Aocality stands foremost iv. his line of industry, the value of articles exported will not fall far ‘short of one million dollars annually. Thesta- tistics of the United States nowhere show an export of willow ware, but we find that daring ‘the fiscal year ending June 30, 1373, osiers pre- ‘pared for use had been imported to the amount Of $15,966 and baskets of willow and like manu- facture to an amount of $91,445.38, showing that ven the raw product is cultivated in insuffi- ‘Clemt quantity or of inferior quality, and that ‘the manufactured article is in demand beyond ‘the home supply. It would seem self-evident that such an industry taken in hand under (Proper auspices by those in charge of the insti- tution Indicated must succeed. Not that it ould be made a source of considerable revenue to the institution; that should be a matter of ‘Secondary concern, the primary object belng to Antroduce an occupation calculated to be inter- ‘esting and improving to a large number of in- ‘Mates, and more especially furnish them with @ means of self-support. Part of the land lying between the buildings Of the Reform School and the Eastern Branch, ‘and also along portions of the shores of the lat- ter, would, owing to its composite character of mineral and other substances, if properly pre- pared, seem peculiarly well adapted for the Gultivation of the better varieties of osters; ex- perience having proven that simply rich allu- Vial soil, such as is found along the deltas of large rivers, unless intermixed with other, and Properly drained, produces rapid growth, but ‘Ot the most desirably pliable wood. The work in a willow nursery ts healthy, and the subse- quent manufacture certainly no less so; while the great variety this industry offers enables every grade of capacity and talent to be sulta- bly employed, without incurring heavy loss from the spoiling of material, or injury to tools and machinery on account of careless or awk- “ward hardling.
