When the mall boys of Washington grow up, there is some reason to believe that New York will need to look to its laurels as the most populous * American city. Thousands of boys went down he river or on picnics into the countrys; yet myriads, apparently, remained to celebrate the @ay by a continuous fizz, crack, bang of fre- Works. The boys seem as patriotic a3 they are numerous. They defied the minions of law and ‘the broiling sun to explode fire-crackers. Tney are not states-righters. They disregard local regulations to show. presumably, their love for the constitution and the union. All things con- Sidered, however, the fourth did not come up to the mark of its ostentatious predecessors, The usual performances by which the day ts ac- Customed to assert itself, as it were, had in two notable respects been anticipated. The grand impromptu display of freworks on seventh street, Tuesday evening, has not been surpassed by avy of thejmore elaborate pyrotechnic ex- hhibitions, and the terrible tornado, expected as ‘usual on the fourth, struck the west Wednesday evening. Thus in these degenerate times, the fourth in its patriotic and weather associations 4s coming to be more and more neglected. —_—_—_~-e-____ Congress has adjourned. there is no matter of great national or local importance to b2con- sidered, so the papers drift naturally into the interminab!e Nihilist controversy. A Russian €N. ¥) Nihilist writes to the Herald a reply to Minister Stoughton, who pooh-poohed Nihilism. Mr. Stoughton says that St. Petersburg is as ‘tranquil as New York. The Nihilist concedes ‘that it is as tranquilasasepulchre, being under Martiallaw. Mr. Stoughton deaies that waole ‘troops of students have been seat off to Siberia or tortured in dungeons. The Nihilist re- @mserts both statements, and says that as to the matter of torture in prisons only a criminal or a member of the secret police an testify to the truth, and Mr. Stoughton hhas been neither. In reply to the assertion ‘that no respectable women are found in the Tanks of the Nihilists, a list of ladles of nobility exiled to Siberia on this ground is given. Mr. Stoughton asks: “Do you think reforms were brought about by the knife?” The Nihilist an- Swers that there have been few assassinations, always after repeated warnings, and always for eruelty and tortures to political offenders. He Suggests that the history of various countries, our own included, shows that constitutional Tights and principles of self-government have Rot always fallen from heaven uns.ught and ‘Without the necessity of bloodshed. The gentle- >—men on the afirmative may now take the floor. —_—_—_$_--______ ‘The ingenious Baltimorean has set his wits to ‘work to evade the Sunday laws respecting the #ale of liquor, excursions, etc., with eminent success. Under a decision of Judge Gilmor ‘that clubs are exempted from the operation of the law s0 far as the selling of liquor to mem- ‘ers is concerned, every bar-room, restaurant ‘and beer saloon is becoming the meeting place ‘of a regularly incorporated club, made up of the Proprietor and his patrons. In the case of the ¢lubs in respect to which Judge Gilmor's de- cision was given, it was shown than many of the members took all their meals at the ‘¢lub-house, using it to all intents and purposes, ‘except for lodgings, as their home, and it was held to be cruel to deprive them of whatever ppetizers other citizens at their houses might ‘enjoy. But these new clubs are legally incor- Porated, and under the decision can guzzle beer 0m Sunday to their heart’s content. The eva- ‘sion of the part of the law which prohibits Sun- ay excursions, is to be accomplished by the establishment of post-offices at the resorts of excursionists. The United States mails will meed to be carried in spite of local regulations, —_—_e-___— ‘The popular dissatisfaction with some of the @emocratic nominations for office in Baltimore hag led to the formation of “reform tickets,” eee ats ofan anonymous character it ts if they will succeed over the regular —____~--____ ‘There is a fleld for European generals, princes Or other foreigners of military Proclivities, out of a job, in Breathitt county, Ky. If a pitched battle is begun, there will be more blood shed in a day than in a month of South American revolutions. ——____ ‘The reports show that the attempts to get up parade-celebrations of the Glorious Fourth in the cities were generally failures. With the thermometer up in the hundreds everybody Wanted to get in the country and in the shade to celebrate the day. —_—_—_—_—--______ ‘The balloon, as a trans-oceanic conveyance, is One of the means by which man Is to free him- self from the annoyances to which a dependence upon water as the element to be traversed sub- Jects him. It appears that the balloon may not only serve in this way to reduce the number of vessels which must run the risk of sinking, but may also be used to raise vessels after they are sunken. A Viennese engineer has invented a plan to eflect this, which on trial has proved to be a success. A diver takes down with him an uninflated balloon, containing a bottle of sulphuric acid imbedded im a quantity of Buller’s salts, which he at- taches to the submerged vessel. By meansof a peculiar arrangement the bottle ts then broken, the sulphuric acid acts upon the saits, carbonic acid gas is generated, the balloon fills and rises to the surface, bringing with it the object to which it !s attached. A vessel weighing several ‘hundred weight and sunk in sixty feet of water bas been thus raised, and if any one will just point out to the inventor a submerged ship flied ‘With treasure he will gladly repeat his experi- ‘ents upon a larger scale. <> ‘The political pundits of Massachusetts al! agree that Ben Butler hasn’t a ghost of a guber- natorial chance this year, but for all that they Keep an uneasy eye upon all his movements, At present he is yachting off the coast of Maine, to recuperate his powers for mischief, bis adversaries say.
