Columbus Alexander and Albert Cin- gria, Owners of private property fronting on Pennsylvania avenue, between 15th street and Rock creek, have filed a petition by their coun- sel Mr. Robert Christy, with the District Com- missioners, asking for leave to be heard by counsel in relation to the recent revision of the assecsment against private propprty for im- provement of that avenue between the points Stated, and they set forth the following facts; 1. That Adolph Cluss, late member of the board of public works, furnished counsed for Cingria with a statoment in writing showlog that the acsessment of the board of public works against private property on this part of Pennsylvania avenue was greatly in excess of the true amount; that it should have been $4,261.03 Instead of $29,203.03, or 71.3 cents per pon foot instead -of $4,271, as assessed by the rd. 2. That they learn with surprise that the Beard of Cemmissioners by their recent “re- vision,” made by tine authority of the act of Congress, approved June 19th, 1878, instead of reducing the original assessment of the board of public works, have largely in assessment; that is to say. from $29,203.08 to $89,043.90—an fucrease of $9,342.82 against pri- vate pete 3. Eppa Hunton, chairman of the House District committee, in which they refer to the letter of a tax-payer in this District, connplaining of the interest on unpaid taxes which had been referred by the House commit- tee to the Commissioners for their examl- nation and remarks. Tbe Commissioners state in reference thereto tuat in their last annual report they recommended to Congress the peace Of an act reducing the interest upon linquent general taxes to six per cent. in all cases where no outst tax Ifen was held parties; by third also that the rate of interest upon unpaid special improvement taxes levied under the act of the legislative assembly ap- proved August 10, 1871, should be reduced, in all cases where no lien for said special tax is tn the hands of third parties, to six per cent. A mass meeting of the Workingmen’s As- sembly was held last night at Franklin Legion hall, corner 6th and C streets, the subjects under discussion being the journcymen tallors’ troubles, the oeehear law and the contract system. Mr. J. P. Hamilton called the meeting to order, and stated that they were here at the instance of the Tatlors’ Unton. OFFICERS ELECTED. He nominated the officers of the evening as follows, and they were elected: President, J. . Bell; vice Presidents, Wm. Beron, Joha Fal- lon, Jobn F. Clarkson, T. G. Campbell, @. Wild, Wm. SPEECH BY A MEMBER OF THE TAILORS’ UNION. Mr. B.G. McDonald, of the, Tatiors’ Union, took the floor and went on to ffarrate the man- ner in which some merchant tailors do their business in this city, taking their orders for clothes and sending them to Baltimore and other places where the articles are made up. This would be one of the happiest cities in the Union were it not for sending to foreign cities for everything we eat, drink or wear. He be- lteved that the time would come when our bib- ulous citizens would send to Baltimore for their cocktails, were it not for waitiug too long. The Tailors’ Union js demoralized here, and have lost their grip on account of the action of the merchant tailors RESOLUTIONS. Mr. E. L. Barker read a preamble and resolu- tions, in which it is declared that it {s not bane- ficial to the interests of the pubite for the mer- chant tailors to send their work to other cirtes while there are so many starving men and women at home out of employmeat; calling on the public not to patronize such merchant tailors; declaring opposition to the contract system, and calling upon Congress to define tue meaning of the eight-hour law, and if neces- sary to amend it for the protection of labor. LABOR-SAVING MACHINES DENOUNCED. Mr. T. G. Campbell, from the Brotherhood of the Union, and ex-senator from Georgia, was the next speaker, and said this warfare was a common cause with all classes of labor; it af- fected the unskilled as well as the skilled labor. He went on to argue that the common laboring man was as much affected as any other class by this oppression of capital, monopoly, and contract system of doing work. There is but, one way of ae this state of affairs. It is by union of all Jaborers in one common cause, to work and vote together. Elect none for any office who will not consider the cause of workingmen. He spoke against labor-saving Machines, and id that it was one of the great catises of trouble for the Workingmen. The machine ts made to work the man and not the man for the machine. In other words it works for the benefit of the cap. talist aud monopolist and against the laboring map. The inventions of the age we live in con- duce to build up capital instead of diffusing it among the masses as they should. Slavery and Gegredation is the result to the workingmen. He next took up the contract system and its abuses. Under the rule of giving out contracts to the lowest bidder not only ts the government cheated, but the laborers and those who fur- nish the material are also, and the contractor makes all the money and gets rich. Dr. Thom- as, Mr. Craney and Mr. Welch were the next speakers, after which the resolutions were adopted. FISH MARKET To-pAy.—20,000 her: ings sold at $7 per thousand; 2,000 tallers at. $1.00 per hun- dred; 600 shad at $13 per hundred. “ALEXANDRIA, RopsERy.—Last night a negro named Pascoe Lee, a driver for a Mr. Lee, of Fairfax, put up, with his two teams, at Cox’s railroad hotel, at the corner of King and Fayette streets. After attending to his horses he went into a room where he and James Lewis, the hostler of the house, were to io the night. During theearly part of the night Lewis missed his ketbook, containing $300 in money, which he had just re- ceived. He asked Lee about it, but the latter denied having seen it. Lewis being suspicious watched Lee all tie and saw him go out and in several times. This morning Lee took one of his teams and went down town, and while he was gone Lewis attended to the other team, which had been also hitched up by Lee. While fixing around the horses he had occasion to move & rag wrapped around the top of one of the collars, and there found $283 of his money concealed in the rag. Lee was arrested hg Oiti- cer Latten and acknowledged secreting the money, but alleges that he found it, in the alley leading from the hotel to the stable. He as- signed as a reason for keeping it that “it was ighty hard to give up so large a pile during these hard times.” He was examined by the mayor and sent on for court. Fish REroxt.—The number of shad received at Fishtown continues to increase rapidly, while the herrings rather decrease. Since yesterday’s retore there have been received about 4,000 shad. and 40,000 herrings. The former brought $9a $11 per hundred and the latter $satsy per thousand.
