A census of the present Congress shows that of its 362 members 241 are lawyers. The pre- ponderance of lawyers in our legislative bodies, state and national, has been a fruitful subject of discussion. Some of the otuer professions have been Inclined to loof upon this condition of affairs as a grievance. Many of the news- papers of the country have also Invelghed against this “lawyer monopoly,” claiming that it tends to make the laws more Intricate, more provocative of litigation, and more and more subservient to the interests of the legal profes- sion, at the expense of all other interests of tae country. The remedy suggested is that the work of legislation shall be turned over to business men, who have a practical knowledge of the wants of the country and of what is required to meet these wants. As few successful business men have the inclin- ation or feel that they can spare the time to run for Congress, and as unsuccessful business men must be excluded from the race, since their failures may be held to give assurance of | similar failures in the business of legis'ation, there would seem to be some obstacles in the way of applying the remedy. The lawyers, of course, have something to say in their own be- half on this subject. We have some views upon ‘the matter from one of this legislatton-monopo- lizing class that put the defendants’ case in a favorable light. Epitomizing his argument, it is held that the requirements of preparation forthe legal profession and the character of Tegal business, explain the preponderance or lawyers in legislative bodies. Young men who pursue the study of law are brought thereby toa considerable degree of familtarity with the scl- ence of government in all its branches and come to watch its workings about them with interest. ‘Then they are led to join themselves to politi- al clubs or societies to get opportunity for Practicing themselves to rhetoric and argu- mentation, and so, through the combined ope- ration of their acquired knowledge and their eagerness for exercise in debate, they rise into Prominence within the Mttle circle around them. Theirdesire, too, to increase their prac- tice as lawyers by getting prominently into Public view through politics 1s seconded by the Will of their less informed and less active asso- eiates, whose lines of business would be hin- dered rather than helped by their prominence ‘as politicians. These natural causes will, it 13 thought, bring about the results that have been noted, until, if ever, a class shall arise, as in England, of wealthy and cul- tivated men, cut off from professional or Mercantile life and looking from boy- hood towards politics as their proper sphere. ‘The assertion that the laws are growing more intricate and more provocative of litigation a3 & result of the conscious efforts of the lawyers to frame legislation in such manner as to create business for themselves, is pronounced absurd. ‘The increasing intricacy of law and the growth Of tigation is ascribed to the thickening of population, the muitiplication of industries and the accumulation of wealth. it 1s asserted ‘that within the last thirty or forty years law- yers. have wrought great simplifications and improvements in the law of the land; and that asfaras the United States is concerned the ‘work of law reform has been taken up and per- formed almost entirely by lawyers serving in Congress and the state legislatures, in duli ses- sions of the law and judiciary committees which have proved of little interest to the pub- ic and press generally. It ts extremely aggravating that the lawyers ‘should not only monopolize legislative positions, Dut should argue with reason that in the natu- Fal course of things they will continue to do so, and that it ls entirely proper and desirable that they should. ——_—__~.-___ According to the description of Arizona, given by a correspondent elsewhere, that territory is ‘Dy no means the Eldorado that has been paint- ed to induce immigration. He states that in certain parts of Arizona there may be found some fine stock ranges and arable lands, but Bot within one hundred miles of Tucson, the point to which immigration has been Invited. —__-____. Judge Drake, who denounced the theater in the Presbytery meeting as a school of immorai- ity, is hardly consistent. If we mistake not he ts the genial and witty president of a society in which professional actors take part in the en- tertainments. The distinction between the immorality of acts performed behind a row of footlights, and the propriety of the same in the Pariors of a private house, seems to be about as fine as that maintained by some of the good people of Boston, who are horrified at the idea of attending-an ungodly theater, but who go io crowds to witness theatrical performances in a called a “Museum,” that has some fossils and pickled snakes in the ante-room and @ spacious, thoroughly-equipped theater in vue rear. ———__-+-____. ‘The health authorities in various parts of the country are seeking some means of reducing the ravages of scarlet fever, which 1s so gen- erally prevalent, and in a mailgnant form. Health Officer Steuart, of Baltimore, calls pub- ie attention to the danger of the fever being contracted from clothing sent out to be laun- dried, and reports several cases of deaths oc- curring from the disease being introduced in this way. ————————— Manufacturing enterprise at the north has a hopeful look. The Lowell Courier says the great cotton mills there expect a busy summer through the rise in raw cotton rather disar- ranges calculations as to prices. The Lewiston (Me.) Journal reports revived business activity in that important manufacturing piace.
