Average sworn Daily Circulation over 17,600—being @ much larger bona fide, Peguier and permanent circulation than hat of all the other daily vavere in the City added together. We Travelers and Residents Abroad. ‘The proposed plan of providing accommoda- tion for the library of Congress by an annex to the Capitol has been sharply condemned by the art and architectural authorities of the coun- try; and Senator Morrill yesterday. in a speech showing a thorough study of the subject, ex- posed the glaring faults and blunders of the project in the most convincing terms. This plan fs brought forward directly in the face ot the report of the Congressional commission appointed two years ago, that it would be poor economy to deface the Capitol—which {s uni- versally conceded to be a very fine structure, and which cost more than thirteen million—in order to provide for the library. Mr. Morrill first presented the facts showing the nece.sity for provision on a large seale for the present overplus of books, and for the vast accumulations of the future. More than 70,000 volumes, or more than the entire library contained in 1Sé) are Dow tumbled about on the floor or stacked up In alcoves wholly inaccessible. The annual in- erease of the library from the various sources of purchase, copyright, Smithsonian exchanges, &c., is now fully 40,000 volumes, and reaches a rate equal to that of the British Museum, con- ducted on an immensely costlier scale, and which covers eight acres of ‘ground. The ratio of increase for the future will continue to grow larger and larger. “The unyielding truth is,” he said, “that we have got to move Congress out to give room for the library, or move the brary out to give rocm for Congress. We must stop all further increase, and either reduce the library to the stinted and specific wants of Con- gress alone, or permit it to advance to national importance, and give it room equal to the cul- ture, wants and resources of a great people. Any mere enla@gement will be a temporary expedient, and by the time completed more Toom would be required.” ‘Mr. Morrill made a warm protest against the Proposed extension of the Capitol for the ac- commodation of the library as an architectural @isigurement,—a huge excrescence upon ‘whatever there is of simplicity, grandeur, or Of classic beauty, in the present appearance of the Capitol. The present site of the Capitol ‘was indisputably one of the finest that has ever been decorated with parliamentary or legisla- tive buildings. No other is comparable to it save that at Versailles, and that is not better. ‘What nature has lavishly bestowed, he argued, should not be irreverently squandered in the mame of art. The grounds are none too exten- ‘sive; the vista on the western front 1s too short suggested rectangular in the western front of the Capitol he de- nounced as an architectural atrocity nearly as indefensible as Bernini's elliptic extension of ‘St. Peter’s. Any extension which could possi- bly furnish one-fourth of the room needed for & new library would not only cruelly distort the Capitol itself, utterly destroyicg its singleness Of purpose, but would be an equally flagrant maltreatment of the Capitol grounds. The extension of the central portion of the east front he also opposed by halfa dozen conclusive objections. The idea of a western extension of the Capitol wings was also thor- oughly objectionable, as he pointed out. He also combatted the notion that it was neces- sary to build extensions to the Capitol to pro- Vide better ventilated legislative halls than the present. Despite all that has been said about the ventilation there he contended that no bet- ter ventilated hall of equal dimensions could be found than the present Senate cham- ber. regard to the objection made Senate and House are inner rooms, to have windows opening directly and air, he showed that the Houses Parliament in London, the German Parlia- ment House at Berlin, the House of Peers and ‘House of Deputies in Paris, the House of ‘Deputies at Versailles, the House of Parliament at Vienna, as well as that at Pesth in Hungary and that at Sidney in New South Waies, all Comparatively modern structures, are all con- structed with their legislative halls completely enfolded in the interior, like our own; lighted from skylights, and similarly surrounded with Corridors and offices. The sources of light and alr are not greater than in ours, and the air 1s all admitted at the bottom and exhausted at the top, as in ours. Legislative halls with external windows would not work; “Ozen win- ‘dows beyond being an enemy to all executive or secret sessions of the Senate wou'd often fur- ish too rauch of windy currents to those near- est, if just enough to those remote, and would always add to the noise within all the noise without.
