} eS THE EVENING STAR. WASHING : THURSDAY. Graccn si, 1879. CROSBY 8. NOYES... Editor. Art Progress in Washington. ‘There seems to be an impression afloat that Congress at the last session appropriated $75,000 for the benefit of the Corcoran Gallery of Art. This isa mistake. The trustees of the gallery made application to Congress for the balance due the institution for the occupation by the government of the United States of grounds and buildings belonging to it, during the late war. It was asked that in the settle- mentof the claim, allowance be made according to the same rule which governed the payments of rent awarded for the use of other prop- Perty less secure in structure, but sit- Uated in like proximity to the Departments. It was set forth in the memorial that the money received in settlement of the claim would be expended in the organization of a national Schoolof art. It was stated that the present butlding does not suffice in its extent for the purpose of exhibition and also for instruction in art; and that it was the tntention of the trus- tees, immediately upon the payment to them ‘Of the claim, to make such extensive additions to the present building, grounds and equip- ment, as would not only much enlarge the facil- ities of instruction afforded to pupils and copy- ists, but make the institution worthier than it now ts of the national reputation which it now bears. The claim was considered so fair, and the object for which the money” was to be ex- pended so deserving that the Senate committee agreed without hesitation to an appropriation of $75,000 to settle It; but in the hurry and con- fusion of the last days of the session the item was lost from the appropriation bill. The equities and merits of the claim will, however, itis believed, ensure it passage when it Is brought up under more favorable circumstances. Meantime, though the project of the gallery art school has been delayed in its execution by the failure to secure this just claim, the cause Of art culture at the National Capital has been making encouraging progress during the sea- son. The Washington Art Club has done excel- lent work in the establishment of classes of drawing from life and from casts; and its weekly exhibitions have served not only to Promote a taste for art, but aiso to show the great strides made by our local artists in their profession. Those who have seen the later products of Max Weyl, Turner, Poole, Messer, ‘Miller, Rowzee, and others at these exhibitions must feel assured that these artists are now fully within reach of a national reputation. ‘The exhibitions have also developed some new aspirants of promise. Among these a young man by the name of Siebert has exhibited some sketches in of] of masterly power and spirit; and if be can sustain the promise of his ‘sketches in his finished work it does not need any prophet to predict a brilliant artistic career for him. Turner, also, sends home some Pictures from Munich of such excellence that the eritics seem incredulous that they can be the work of his youthful hands. Altogether the friends of home art have every reason to feel gratified with the year’s Progress. The day is not far distant when art ‘students will flock to the National Capital from all parts of the country, and when, also, the Pictures of our Washington artists shall find eager purchasers throughout the land, if not the world. ——_—___~--_______ The tominations sent in yesterday caused ‘disappointment to a crowd of expectants. Ex- Senator Conover ts among the unhappy ones, as. he supposed he had made his title clear to the ‘Central American mission, given to Cornelius Logan. But he has concluded to pick his flint and try again, for— Hope springs eternal in the human breast. e+ Asa railroad accident means loss to the road Pecuniarily in proportion to the damage in- flicted upon the passengers not merely through the suits brought, but also by the fall in the value of the stock of the road, and the de- creased travel upon it, the recent colliston upon the New York Elevated Railway carries with 1t its own punishment to those responsible for the careless employes who permitted the accl- dent. The managers of the elevated road wil need to be doubly careful to impress upon the public, by utilizing every safeguard that travel upon the line will be secure. No lives were Jost this time, but it is not to be expected that if collisions are permitted to take place on the elevated road they will asa rule be marked by such surprising good-fortune. —_§_o-—_____. ‘The democratic papers are a good deal di- vided in opinion on the matter of the caucus at Wi dem.) stoutly opposes it and says in this con- nection: “The checks and balances for by the Soe etet eed cry CSS nel the pr Sp ts Of ae ing asa minority party, is full aes aun nea aint Insist re 4s right for them to act w ina majority. * * By a i é E id 28; af i ie 3 ; es i gs Eafe ag uly go to the ‘The Charleston News (dem.) characterizes the Springer plan to allow supervisors of elec- tion to continue to be appointed under United States laws as ‘an unworthy and useless con- cession to the timidity of time-serving demo- rats.” On the other hand the New York Gra- phic (tnd.) advocates a compromise between the President and democrats, and says that by re- Sisting the attempt at harmonizing differences “he is sure to stir up an uncompromising tem- per in the democratic majority which can only result in prejudice to the commercial interests of the country, and even to those of the republi- can party.” As the Graphic in its fall page cartoon of the same issue, entitled “The whirll- gig of Time” represents the figure of a manon horse-back with a efgar in his mouth as mount- ing to thé top of the wheel in the panel num- Dered 1s80, it would appear that its advice 1s not intended adversely to the republican inter- ests. The Connecticut legislature concludes on the whole that the land of steady habits doesn’t need the bell-punch. The bill passed by the lower house for registering drinks on the Mof- fett plan was unanimously and indefinitely postponed by the senate. —_-+<-—____ The charges against Messrs. Burch and Bright. the new Secretary and Sergeant-at- Arms of the Senate, do not pan out much on enquiry. ——__~--____ In the search for “straws” it has already been discovered that the appotntment of Andrew D.
