Asstated in Tu# Star a day or two ago, there is the best authority for saying that he will net approve the bill with the proposed legislation attached. It is also understood among those cognizant of such matters that the Cabinet fs a unit in holding the same view of the question. It would appear from this that the oniy hope of a “compromise” Is the poss!- bility that the democrats may conclude to con- tent themselves with the repeal of the obnoxious Jurors’ test-oath law and the statutes authoriz- ithg the presence of troops at the polls, and allow the supervisors’ law, which the President considers a wholesome one, to remain in force. It is doubtful if the democrats will consent to this. It is understood that the New York dem- ocrats lay great stress upon the repeal of that law as the turning point in the coming presi- dential election. Reckoning New York as the pivotal state, 11 becomes a prime necessity to carry New York city by a democratic majority sufficient to overcome any possible republican majority in the country part of the state. This they may fail to do if the election ma- ehinery is left in the hands of the republicans; hence the democrats are likely to insist pertl- nactously upon the repeal of the supervisors’ law or its essential modification, and hence the Prospect of a dead-lock in Congress, eee A foundling bospital would be a much better place of consignment for abandoned infants than the sewers or vacant lots, in which the inquisitive policeman now too frequenuy finds them.
