THE EVENING STAR. WASHINGTON FRIDAY. CROSBY S. NOYES. Average scorn Datig Circuiation over 17,500—heing @ much larocr bons fids, veguiar and permanent circulation than | that of all the other datly vavers im the Olty adied together. School Bui that are Showy Me While upon the subject of schoo! system re- form, attention should be given to the matterof the defects tn our school buildings and the need that an improvement should be sought in the erection of the new school houses authorized by Congress. The law provides for two new buildings at a cost of $75,000. It 1s to be regret- ted that the act limits the number of buildings to be erected fer this sum to two. The money Could be much more usefully expended In the construction of three and even four butld- ings. Experience has proved that the dig buildings prcfessing to accommodate twenty or thirty schools are failures in everything except outside show. Buildings of this size j cannot be warmed with any uniformity; the lights and ventilation are necessarily defec- tive; there fs a great waste of time for pu- pils and teachers In the ascent and descent of many flights of stairs, to say nothing of the fatigue of it, and the danger from fire to those confined in the upper portions of these tower- ing structures. The basements of these great buildings are damp, unheaithfal reservoirs of oul air, sewer gas. &¢., which {3 disseminated through the whole structure. The sudden death some time ago of two of the janitor’s children housed in the basement of one of these big buildings (the Wa tention not only tothe defects in the ventila- ton and cleant yy the subboard of the District. Under the new and more capab’e sub-board many Of ihe defects in regard to ventilation and alr su edied, but th herent in school structures of this size. Health Officer Townshend in his report upon glaring | defects in our school bulidings thus deals with some of the great showy structures: “ An inspection of this magnificent temple of education illustrated but too ee how easy > 2 for one to be deceived pearances. must be perfect within tae. be beautiful structure: would be the most natural thought. of any casual observer, but like the charity which covers a muititude of sina, the brown- stone front often harbors numerous evils. The visitor or sight-seer bassin through the spa- Ae ard large, handsome rooms, would in all Pe oma = be Viton of the passer-by. %t when the expert comes and the surface is penetrated, an entirely different exclamation comes from his lips. Here you have wide, airy rooms, whence do you obtain air to fill them? he inquires. The air is heated to an ible temperature, but was It pure before being heated? Here are means of ventilation and very attractive to the eye; do they accomplish the object desired, or are there gtave defects? ‘These rooms are am- oF lighted, but is that light properly applied? are the important questions which arise in the mind of the sanitary expert, and some of these, I am sorry to say, had to be answered in the negative, where a thorough inspection dis- closed the true conditions which existed. He then proeeeds to show how the adage that “All is pot gold that glitters” ts illus- trated by defective drainage, ventilation, water closets, &c, in these stately buildings. He makes numerous recommendations for the remedy cf these evils so far as possible, but it ds evident that some of the worst are Insepa- rable from the size and plan of the buildings, ‘The best judgment ts now to the effect that the mode! school building should not accomme- date more than eight schools. Under the al- lotment of sixty pupils to a school this would allow 480 to the building, which is as many as an be properly cared for under one roof. The proposed two new buildings will, for the money appropriated, be considerably larger than this, and will accommodate perhaps twelve schools each. It would, we repeat, be more Satisfactory if the money could be divided to Permit the erection of three or four buildings Instead of two, but if it is not practicable under ‘the law to do this, the next thing to do is to see that the utmost care is taken in the plans to avold the defects in our present school build- ings. As the school buildings of even twelve rooms will be only half the size of the present big bufidings there will be less difficulty indea’- ing with the problems of ventilation, heating, lighting, &c , in their construction. An arrangement has finally been effected, the community will be glad to know, between all the street car lines for the interchange of tick- ets; the arrangement to go into effect on the ist of April. The dificulty in regard to the tickets of the other lines being too thick for the bell- punch of the Avenue line has been overcome by the adoption by all the lines of tickets the size of those now in use on the Avenue line. ——__o-—_____ From recent publications upon Zulu land, pears that the Zulus are by far the most war- like tribe in South Africa. Their conquests Tapestry and £m! hhave been extended further than those of any wiice Our Paictea ‘he. other, and but for the arms and organization of | Berlin x the white map, it 1s believed that they would | 02: Split Ihave reached the walls of Cape Town as con- at PRICE'S, querors before this. They are described as ; _marié-ly enormous eaters of meat when food Is plentiful, but as being capable of enduring famine for a long time when it is scanty. The most honora- ble position in Zulu land is that of soldier, and ‘boys are trained for military service at an early age. Wives are held as property, and valuable Property, for the reason that the greatest re- ward of a soldier 1s to receive a present of a wife. The Zulu chiefs are ignorant of anything except cattle and the extension ot territory, and their conversation is devoted to these subjects. ‘They have, however, a Quaker habit of re- maining silent for hours. This silence is held to give them dignity, but it is embarrassing to the interviewer. The curious fact is developed that these ignorant warlike Bushmen possess no little artistic skill. Scenes of the chase and of native costume are found portrayed upon the rough rocks with vigor, and ‘with a few colors of such permanent character that they appear as fresh as if executed recent- ly. The animals, and the figures of the hunters are characteristically rendered in these pictures, and the delineation of the chase is made with spirit. It is noted, however, as singular that showing such art capacity and instincts, the Zulus are incapable of attempting the erection of any description of house, but shelter them- ‘Selves In caverns, rocky niches, bush coverings and the like. The English have considerable respect for the Zulus now that they snow such fighting capacity, and no doubt books upon Zulu land will take the place this season that Stanley's book upon Interior Africa did last. ——— ec | Judge Cartter would seem to have cause for a suit against a morning paper for libelling him pictortally.
