THE EVENING STAR. W ASHINGTOR: TRUESDAY.. +- March 29, 1872. Baltimore bas a monthly flower show that Seems to be a justifable matter of pride to the city. The March display ts said to be unusually fine In tts display of the flowers and plants of the month,—azaieas, camelias, hyacinths, tull, ps, Orchids, &c. Why do not our amateur and pro- fesstonal florists and horticulturists get up a monthly flower show? What, with the loaned Specimens that could be obtained from the superb government collections, and those from Private owners, a display of wonderful variety and beauty could be made every month. Such a@nopportunity is afforded for beautifying our city by the cultivation of cholce flowers and Plants in the parking in front of every man’s door that it is very destrable that the taste in this direction should be promoted; and informa- tion diffused in regard to the proper treatment Of thece floral adornments. The monthly show Of flowers and piants would be the best educa- tor possible. Who will set the project ia motion? — It is satisfactory to note by the call elsewhere for information on the part of the chatrinan of the Committee on Text-books and Studies, that ‘the schoo! board propose to give early attention to the complaints In regard to “School tasks Out of School.” We should say, however, that the new school board, who seem to be intelll- Bent, pracitcal men, will have no difficulty in arriving at a conclusion. It ts manifest that the disposition to heap additional studies, text- books and tasks upon the childrea has been Carried beyond bounds, and that a prompt rev Sion of the rules prescribing them should be made. ————_+e-____ It is understood that ex-Governor Willlam 4 Newell, of New Jersey, ts a Prominent eandi- date for the vacancy oceasioned by the death of Surgeon General John M. Woodworth. Gover- nor Newell is an active politician, having been @ member of the 36th Congress, and was a can- @idate for governor in the last campaign. Although many of our readers may have been ignorant of the fact, yet the governor gradu- ated in medicine at the University of Pennsyl- Vania, in 1-39. That he is a good sanitarian 1s demonstrated by his excellent state of preser- vation. —_—__---______ We have a copy of a blue paper-covered “ Life of Benjamin F. Butier, by T. A. Bland, M. D.” It ts dedicated “To the Friends of Liberty, Equity and Justice, wherever found.” In order to find them, a million copies have been printed, ‘to be scattered broadcast over the country. It is published in two different styles of binding,— a dollar book, bound in cloth, and a fifty cent ‘Paper-covered (railroad edition) volume, in- tended for sale on the ratlroads, and for press copies. General Butler, who has no great ad- Iiration for the newspapers, doubtless thinks the cheap edition good enough forthem. The cheap volume is, however, all right in the mat- ter of type and paper, which set forth with Feadable distinctness the remarkable incidents Of the General’s career. The necessity for cou- densation in narrating all his virtues and talents in 202 pages, however, compels the author to use quite strong language in the way of char- acterization. Thus he epitomizes B. B. as having ‘the brains of a Franklin, the firmness Of a Jackson, the intellectual force of a Bacon, the integrity of an Aristides, and the ripe schol- arship of a Cushing.” Among the new facts set forth in regard to this Noblest and Greatest of Men, is the information that in the late war he ‘was a bigger man than Grant,—that he was of- fered the command over Grant, and that he was the author of Grant’s campaign against Rich- mond. Certainly no one can rise from the peru- ‘Sal of the book without feeling that the half has not been told (heretofore) in regard to the worth and abilities of General Butler, and his fitness to be a gubernatorial candidate this year, anda Presidential candidate next. ———_-—_____ A case has been made up to test the constitu- tionality of a reissue of greenbacks in time of Peace. A Connecticut man owing $5,000 to a New Yorker tenders payment in new green- backs issued this year after being once re- deemed. The New York creditor refuses to re- ceive them on the ground that they are issued in violation of the constitution and are not law- folmoney. It is expected that the case will be tried before Judge Blatchford early in April, Gen. Butler representing the creditor and Wm. Allen Butler the debtor. Whatever the deci- Bion may be, it will be appealed to the Unitea States Supreme Court, which tribunal, knowing ‘the importance cf a prompt decision, will prob- ably take action during the May term, or, at ‘the furtherest, in the fall. It is expected that the decision will stamp as {legal all retssues of redeemed greenbacks, and thus stop off danger- ous attempts at inflation. ————~<-_____ There isan evident feeling of distrust, through- ‘out Europe over the reports from St. Petersburg that the plague had been stamped out in Rus- Bla. Like the yellow fever, the Asiatic gue has a habit of remaining inactive during the ‘winter, renewing its ravages with the warmth Of the season. At a point as far away from the present infected district as London there is much uneasiness manifested in regard to the progress of the plague; but that city in view Of its past terrible experiences from the pesti- Jence bas particular reasons for dread. To be sure the great visitation of the ‘plague to England, tn which one hundred thou- wand people perished in London alone, was as Yong ago as 1665; But there is no reason wis It should not strike there again, and with terrible fatality In that densely populated area. Nor is ‘there any reason why the United States shoulda count upon immunity. Between 1559 and 1553 the plague spread over aimost all the habita- ble world. For twenty-five years before the London fire of 1566 that city had never been Clear of plague, and in that year (following upon the year of the “Great Plague”) more than 3,000 deaths occurred from ft in London. No discovery of the exact nature of the plague hhas been made. Among its peculiariiles are that it 1s the most fatal among the dark skinned races, In which it is the opposite of yellow fever; and that unlike the latter disease it can be taken twice by ghe same person, daring the fame epidemic, and in the same place. As with yellow fever. persons of robust and sanguine temperament are apter to take it than feeble and lymphatic persons; women are less Mable to it than men, and old people and children are comparatively exempt. The symptoms of the plague are fever and pros- tration, with an eruption consisting of buboes, orsweiling of the glandsin the armpits and | groins, with carbuncies, pustules, and “plague Spots” of various colors appearing on different parts of the body. The disease is attended by delirium and vidlent pains. No speciric remedy Bas been found for the plague, but the most satisfactory treatment Known Is the free use of alcohelic stimulants. ———$<e>—______- ‘The New York House of Delegates has passed @ stringent tramp law, which it is expected ‘will drive a million or so of these vagabonds Into the reighboring states of New Jersey, Pennsylvania and Delaware. Thesestates may Qind it necessary in self-defence to pass antl- immigration tramp laws of the anti-Chinese Immigration sort. ———— ORTH sMERI REVIEW, HARPER’S, SCRIBNER’S, ST.
