We understand that the money appropriated for butldtng the new National Museum fs avatl- able immediately; it will not, therefore, be necessary to delay commencement of the work until the beginning of the fiscal year, or Ist of | duly. This being the case, contracts can be made for the materials, and we suppose that the bricks, broken stone, sand, lime and cement may be contracted for as s90n as bids can be received and examined and the lo:vest respon- sible bidder ascertained. Of course our people have great advantages in this competition, as bricks, sand, lime, stone, and broken stone for the fouadations and con- crete floors are abundant within the limits of the District of Columbia, and no outside party ean successfully compete for these local pro- dnets. The building, according to the plans on file in the room of the joint committee of publle batidings and grounds, which plans, under the law, must rule in its construction, Is to be butit of brick, with metalic roof and concrete foun- | dations and floor. The windows will be glazea with American glass. The iron ts not produced in this District, nor is the glass, nor the cement. But Ime, sand, stone, and: brick are all abun- dant here. and labor and mechanical skill are also aburdant and anxiously wait the com- mencement Of this work, which will give e:- ploym<nt to many who need it, and tend great- ly, with the reconstruction of the Patent Office and the work on the new War and Navy de- partment to revive our drooping mechanical and labor interests. A building committee has been sppointed, to whom the management of ‘the work of the National Museum building has been committed by the Regents of the Smith- sonian Institution. It will be remembered that the law requires ‘the work to be done under the direction of these ‘Regents, and many people now look anxiously to them and hope that they remember that, in this matter, they are but trustees of the people's money, and that they will let no unnecessary delays deprive the workmen of the earliest op- ‘portunity to earn the wages much needed at ‘this season of depression of industry. ‘The partisans of Randall and Blackburn claim ach for their candidates above 90 pledged votes. As only 75 votes will be requisite for a nomina- ton in caucus. it would appear, therefore, that ‘Doth candidates are certain of getting it. The man who has 90 votes cannot be thrown off the track. We shall now, therefore, have a solution Of the o'd problem: “What will happen when an irresistible force meets an immovabte body?” ——_—_~o-___ ‘There are indications of a reaction against the walking man‘a and already the religious Press is taking ground against it, and more es- Feciatiy in censure of the participation of Women in the “manly sport.” The Boston Pict (Catholic) thinks that the spectacle of Women walking themselves to death is some- what less refining than the Mexican bull fight. Zion's Herald (Methodist) declares that among all the senseless follies of this amazing age this Istest walking manta, in which young women, perilling both health and modesty, are now on their various tramps, is the most absurd. The secular papers, too, are beginning to note the demoralizing aspects of the walking craze, in which the worst passions of men are fostered in an atmosphere of excite- ment. The enquiry is made if this is much bet- ter than dog-fighting, cock-fighting, bull-fight- ing, the torture of physical endurance put upon their young men by the Mandan Indtans, or even the sports of the Roman arena where as to-day the cruel populace spurred on exhausted over-trained men. There Is also a disposition to question whether anything ts gained in pro- moting pbysical education by these walking feats. Wilkie Collins devotes one of his stories to the iilustration of the bad effects upon the physique of the young men of England of over- training for walking matches. Ils denuncia- tion of the walking business was founded upon the testimony of leading physicians. The de- velopment of heart disease was one of the forms cf mischief accomplished by it. The late de- velopments in regard to the New York walking match show that it is a speculative concern, and that various fraudulent representations have been made to gull the public in the mat- ter. The verdict on the whole will probably be ‘that both moral and physical tone 1s deterior- ated by the walking mania. —___+-- Renewed faith in the stability of the French Tepublic will be felt in consequence of the large majority by which the project of the impeach- ment of the De Broglie and Kochebouet mints- tries was rejected by the Chamber of Deputies. Atthe same time the sharp censure given to ‘these ministries by the chamber by a vote of 240 to 154 shows that the left center of moderate republicans hold the balance of power, and do not mean to give swing to either the monarch- ists or the communists.
