The tug James Bigler,a large boat, owned in this city, and purchased expressly for the heavy trade of the Chesapeake bay and the capes, went to Baltimore tn December last, made application for admission to the associa- top, and to be furnished with a schedule of Fates; both of which were refused. The Bigler thereupon commenced towing without reférence to association rates, and without serious incon- vVentence untj] the 2ist of February, when on pro- ceeding to tow the Russian bark Onni she was surrounded by a fleet of association tugs and | completely blockaded, and remained so for sev- eral hours, until released by the intervention of wharf-owners. Again, on the 26th of February, a delegation having previously waited on the captain of the Bigler and requested him to leave the city with his boat, to which request he declined to accede, by direction of the asso- Cfation the Bigler was again surrounded, the association hiring the wharves between which the Bigier was moored, and so effectually Dlockaded her as to prevent her moving. The captains of the association tugs also, first by persuasion, and then by violence (which but for a providential intervention would have re- sulted in murder), sought to prevent the mate of the Bigler from reaching his boat. The federal pase then invoked, and eight asso- elation captains, including their president, Were arrested and held in $3,000 bail each. ‘These facts were elicited at the examination before the U.S. commissioners, together with another fact, that it was the intention and Purpoe of these lawless men to force the Bigler to leave Baltimore, The Bigler fs enrolled in Georgetown, D. C., in the district of which Baltimore ts a part, her license permits her to work upon the Chesapeake bay and its trib- utaries: the Baltimore boats have the same Meense. The alleged cause of the difficulty, that the Bigler worked for lower rates than those fixed by the association, is a mere pre- tence; the real trouble fs, that the Bigler is not owned in Baltimore as required by the rules of the association. Should Baltimore apply this rule of exclusiveness to all branches of her trade and commerce, instead of making rapid ‘strides as a commercial city, she would soon degenerate into a fourth rate place, or even should Washington withdraw her trade the Joss would be severely felt. It should be re- membered also, that Baltimore has no greater Jocal cla‘m on her commerce than has any other Place: fully nine-tenths of her ocean traffic is done in bottoms flying foreign flags. Even her bag trade Is done in veasels owned outside of the city. In no sense, is it a ship-owning city; her commercial importance being due to its railroad facilities and conections. Baltimore presents to us, in this iespect, a fair field for enterprise and competition, and ‘such should be welcomed and encouraged, in- stead of retarded by violence. A repetition of the Bigler difficulty will assurediy bring upon her the reproach of the commercial world, and enable her to regain her former title of the Mob eity. —~+e-____ ‘The sewer work to be contracted for, asstated elsewhere in this paper, is In accordance with the plan prepared by Lieut. Hoxte and adopted by the District Commissioners, and by them laid before the Senate special committee on Sewerage in this city, and Is intended to relieve B street and Tiber sewers. ° EE Tre bill @ national board o° health, which became a law, had two important clauses in it as introduced, which gave it great power, but which were omitted from the bill 8 passed, not because of any special opposition to them but probably by a clerical error. The essential feature of this bill as insisted on by its advocates is that ‘state and local boards of health should be stim- ulated and assisted, but not ordered or over- ridden by the general government. The prin- ciple of action in this bill is precisely the same as that upon which the general government has stimulated and edueation in the several states; the same methods are employed by the local government board of Great Britain, and that adoptod io our new census law, in which it is declared that if a state will take a census in 1885 on the plan of the United ‘States census, the genéral government will pay half the expenses. It 1s to be hoped that Congress will speedily remedy any defectsthat may be found in the law just passed, and that the board may be composed of the most capable and discreet ex- perts in sanitary science available. 1. ___ ‘The Republican gives considerable leaded ty pe to-day to the announcement that the President Will approve of the repeal of the jurors test ath law and of the statute authorizing the use Of troops at elections, but that he will veto the repeal of the election supervisors law.
