Why the Potomac Fisheries Cannot be Restored. Elsewhere will be found some interesting par- ticulars of the work proposed this season by the . Fish Commission. It Is believed that the cod can be propagated in waters much fur- ‘ther south than the latitude of the present cod ; fisheries, and the experiment 1s to be under- | taken on a thorough scale. As regards the matter of such vital fmportance to the people of | this District and the neighboring states of Maryland and Virginia—the Potomac fisheries— tt seems the Fisn Commissioner {s thwarted in |} the effort to restore them to their former pro- ductiveness by the poisoning of the river by the coal-tar from the gas works of Washington and Alexandria, and by the failure of the lezisia- tures of Maryland and Virginia to adopt any Measures to stop the seine and gill-net fish murder. Concurrent action by these states Is | necessary for effective legislation to this end, and the prospect for such action is not hopetul. ‘This is strange, considering the enormous value Of the fisheries to these states as well as to the District if their old-time productiveness could be restored. Stringent laws are also needed to prevent the Tefuse of the gas works from going into the river; and the gas companies would in the end doubitess find it to their pecuniary advantage toturn this waste material to some use. Some years ago smoke and other exhalations from certain English manufactories poisoned the air. A law was passed compelling the estab- Ushments, under penalty, to consume the smoke produced. The manufacturers grum- bled that they were ruined, but when the time came for the law to go into effect the smoke Was consumed, and the manufacturers found that by utilizing the waste products of their business a greater profit was obtained in some instances than from the articles for whose man- | alte to bot ee 0 THE POLICY HOLDERS OF THE MUTUAL | RA SCE COMP: Ate uF THE T FIRE Te ae crore OME ay! —After much thought and detitets. ¢ that ay. y wich ae cata chavactormed ts ‘nes of the Matael tire Insurance Company are abyat y think that biey can Dee “ie a wii Helio strife: and ai traction toat may seem to iitteten tis tine houored aud peacetul company ; ” r.are about to bs | whore days of prosperit oJ fear, aro abe Sy both | 9 parties to this sentroversy avrisposition and dstor- 4 in all mattar4 atom oa fairly sud Goal Jat tn st ioe of these raspo: pibilities, yainast itself ca ret stand.” ve honorable and satisfactory wan be agect. free for the future o ‘and 1, Tate nee tur ani in dest t opel le a hla, fue and 4o bard to build up. lerprieg | eaiwaye ready sad willing to entertain J have been jon loans (0 reform, Mf necessary, in at prohgement of the Company’a affates, Out mich tefouns Coe be eae coneiaere and prudently ma rid Un ces tome settlement, there had been an understand- see event Secretary ‘and myself that at the | end ve this y oiiey 3 yee would ee ee policies issued prio reo ins year li shoal oe ited up free of But whether that can P r wy the withdrawals, alarcs Suber havin sient i their intention to do 30. ‘And recollect, wentlemen, that you have less money than avy other company in this city, with half the amount of insurance that you have, and that those who have been in the company @ long time, are actually paying only about @ fourth of what they will have to pay the stock companies. One of the fish commissioners of New Jersey is the president of a gas works company at Rahway The coal tar from these Works does does not poison the fish, but ismade @ source of profit. The aniline dyes and va- rious valuable acids are made from the tar. ‘The gas companies of the District cities and Alexandria should be compelled for the good of ‘the peopie, the good of the fish and their own gvod, to utilize their coal tar. cae eee Baltimore's Ship Canal. Baltimore is greatly interested in having a ship canal to connect the waters of the Chesa- peake and Delaware bays, and has secured a government survey, which gives approximate estimates of the cost of three routes for the Proposed canal. The southern route leaving Baltimore passes down the Patapsco river and ‘Chesapeake bay to the mouth of Choptank Fiver; thence up that stream to the mouth of Ferry creek (about five miles above Cambridge); up that stream about three miles, and then in a straight line to the forksof the Nanticoke Fiver, in the borders of Wicomico and Dorches- ter counties, Maryland; thence up the Nanti- coke thirteen miles to the town of Seaford, Del- aware, and beyond, following the branch of that stream known as Deep creek, to its head divide to the waters of the Broadkill (flowing into Delaware bay three miles above Lewes, Del), it follows that stream to the bay. ‘The northern route, commencing at Baltimore, follows down the Patapsco to its mouth, crosses the Chesapeake bay by the old Brewerton chan- nel, then passes up the bay to the Sassafras river to its head; thence across the summit to the waters of Blackbird creek and down that stream to Delaware bay. The intermediate route, leaving Baltimore, follows the Patapsco to its mouth, passes across the bay to the mouth of Chester river, and up that stream to the village of Queenstown, nine miles from the Mouth; thence the route passes in a straight line through Queen Anne's and Caroline coun- ties, Maryland, and Kent and Sassex counties, Delaware, to Wiltband’s Landing, on the Broad- ‘Kill, about three miles from the Delawere bay; thence down that stream to the bay. The estimated cost of the southern route is over sixteen million dollars; of tlie intermedl- ate route about thirty-four million, and of the northern route only a little more than eight million. The length of the southern route is 154 miles; the intermediate route 114, and the northern route 149. The route now used by the Capes is 335 miles. The preference with refer- ence to the cost is certainly in favor of the northern route, but it is likely that other con- Siderations may come in play in the selection, ; as for Mnstance the point of touching important agricultural centers. It will be seen that a vast saving will be made in distance, over the pre- Sent route by the Capes. —————~+-____. Speculations as to the organization of the House, grounded upon the disability of some of | the members from sickness, will have to be re- } vised,—at least so far as concerns those ll In Washington. Dr. Morgan informs our reporter that his patiept, Representative McKenzie, of Kentucky, who has been seriously ill, 1s decid- | edly better to-day, and Dr. Garnett declares that be will have Representative Acklen all | right at the opening of the extra session. The | information from sick members elsewhere {3 also favorable to their being on band on the 18th to help organize. ‘The official returns of immigration {nto the United States, made by the Bureau of Statis- ties, show that during the calendar year, 1373 there arrived at several ports of the United States 209,254 passengers, of whom 153,207 were immigrants. During the calendar year, 1577, the total arrivals of passengers was 190,861, of whom 130,503 were immigrants, showing an in- | crease of 22,74 inthe number of immigrants, | or about 17 percent. Thus the flow of wealth | to this country from immigration, and which | M has been checked during the hard times, ts re turning to something like {ts old proportions; this in connection with the large balance of trade in our favor from the sale of provisions | and cotton to the old world ought to form the | cash basis fora return to prosperity. The turn | im the tide of immigration in this direction seems to indicate also an improvement in the labor market of this country. During the worst | 4; of our business depression many immigrants who failed to get employment returned to their own countries where they could at least earn their bread. (ORTH'S CELEBRATED ADB We DE!
