THE EVENING STAR. | WASHINGTON: WEDNESDAY ....February 24, 1879. CROSBY 8S. NOYES. Editor. Average sworn Daily Circulation over 17,600—being @ much larger bona fide, regular and permanent circulation than | that of ail the other dativ vapers im the city added together. ke cer eeeeteney Laters should be ad Jdressed to Business Manszor of THE Bran, a acoeding ft and not tos a provoking ridual name. Oenerwise =e hes order’of THE EvEMING Stim Newseteos Goapan not to that of a individual. 6 Anonymous not read; re jected maniscripta not returned oF preserved. In compliance with the request of the Senate committee on the District of Columbia the Dis- triet Commissioners have submitted estimates of the cost of the extension of the Washington Aqueduct to the heights north of this city. The substance of their answer with the report and estimate of Lt. Hoxte are printed elsewhere. ‘The estimates, including the extension of the ; conduit, laying mains, land damages, con- Struetion of a large reservolr north of the city, and compietion of the dam at Great Falis, foot up $1,308,541.91. The estimate of Gen. Meigs, who built the Aqueduct, for extension of the conduit, ete., was $419,000. The District esti- mate includes the construction of a large reser- voir north of the city, 3 and for the completion of the dam $20,000. The | extension of the Aqueduct is the only plan to ensure a present and future supply of water for } the city, and no other should be considered | with proper precautions for having the work done on the most favorable terms. —_—_—_-o-_ ‘The plan proposed by Major Twining for the reclamation of the pestilential “flats” seems to | have good points. It provides for the extension | of the Bstreet sewer to the matn. or George- town channel; by which means the offens and sickening fecal sewage that ts now spread | out upon th nthe sun will be | taken to a deep ra n off down river. Dikes will be the reckuation of the flats. 0 vided to flush out the Washington channel at | ebb tide. The plan p ot the survey and pl in of ts much less expensive. —————————— of the legislative bil ali the appropriation bills,so far as action in the first instance by the House is concerned. ‘This condition of business would seem to de- stroy all expectation of an extra session, But | there are several points 2t issve between the | two houses which it will be difticult to settle in conterence: there seems to be a growing disposition on the part of the Senate democrats to take a stand with their party in the House in insisting upon the adoption of the section of the *ppropriation bill repealing the election laws, en at the risk of an extra session. It has been stated that fn the event of an extra sos- sion the President would not call it until next fall, but it will hardly be practicable to run the sovernment that length of time on credit, id the legislative, executive and judicial «ppropriation bill fail to become a law. Cox, a member of the District bar, to the new Judgeship will be received with much satisfaction. The selection is an excellent one, in itself, and it is just and fitting t the District should have at least one representative on its bench. —_--____ Italy seems to play the part among nations of the individual who wants to get his name in the papers among men. The arnihi‘ation of the Snakes is even more complete than that of are charged with cattle-stealing. and murder, and their presence was thought to be a menace | Net premiums in course to the lives of all settlers tn the locality. The Snakes, for obvious reasons, say nothing in the way of defence. —_—__-++-____ The proverbial troubies between college fac- ulties and students are not confined to secular colleges, as two unfortunate Instances now tes- tify. St. Stephen’s, at Annandale, and Trinity, at Hartford, are, comparatively speaking, with- out students. The studies at St. Stephen’s have abruptly terminated through the suspen- sion of all the students, and very few attend recitations at Trinity, the main body refusing to do so until the suspensions of certain stu- dents, which they hold to be unjust, are an- pulled. = ‘The republican Senate was not so kind toCor- bin as a democratic House to Finley. The for- mer is not to be M. C.,—not even for the few remaining days of the session. rr ‘The revenue dertved from the Chinese in Ca fornia by taxation is said to be represented by a minus quantity after the expenses incurred by the state in the support of Chinese in prisons and other public institutions is deducted. The present question is not whether the Chinese are profitable to California or the United States, or whether the time has come in the life of the nation to drop the “asylum of refage” theory in regard to the republic. An affirmative decision may be given on these points, and the antl-Chi- nese Dill be consistently opposed as compromis- tng the national honor and self-respect. As the number of Chinese coming into the country is at Present smaller than that leaving our shores, the evil of which complaint is made isacon- | stantly decreasing one. There is no need for | hurry in the matter. It ts evident that Chinese | imunigration ts to be restricted. The only ques- | ton remaining is that of the most appropriate | method. It would be diMicult to m finding an improvement on the present pian. ——$___-__ Harvard has at last thrown the door wide open towomen. No difference ts to be made b2- | tween the two sexes as to the studies which | may be taken up, and as to the instructors in | these studies. The same privileges in all re- ‘Spects are to be granted women. except that they are to be considered as private pupils of in- dividual professors, and at the close of their courses will receive certificates instead of graduation diplomas. Asall the realadvantages of the institution are granted to male and female students alike, it is hardly likely that this nominal distinction will be long retained. As the lady students do not recite with the college classes, the privileges of Harvard may be en- jJoyed and the objections of co-education be obviated. se In the spring the young red man’s fancy turns not to love, Dut to war. If the hostile demonstrations of different tribes of “bad” dndians during the unfavorable winter months afford any indication, the young bucks will be “on the rampage” when the grass is grown. Then will follow a season of fighting under difficulties to the military, of uneasiness and annoyance to the Indian bureau, and a period of exciting dispatches and discussions of the Indian policy to the press and the general public. ——~-____ Between the Boston guardian Angell, who is protecting a much-imposed upon public from food adulterations, and the Pullman fallen An- gell, who went but has returned, the names of For Premium: | For Interest and Rent Loans upon Real Estate, first lien Loans upon Stocks and Bor ds.
