Senator Edmunds pro- poses that tribunals provided by the respective States shail decide as to the true returns of a State and that where such deetsion 1s made It shall require the vote of both houses to over- throw it; where such decision is not made and the conflicting returns are sent in it shall require the consent of both houses to count the vote of the state. Mr. Southard’s bill, after providing that in case of controversy as to the appoint- ment or eligibility of electors the highest ju- @ictal tribunal of a state shall make decision, and it shall require the vote of both houses te reverse such decision. If there are‘two judicial decisions, both purporting to be by the highest court of the same state, the one which is ac- cepted by both houses shall be deemed copelu- sive.
