From that dayto this no unduly expensive pave- ments have been laid in this District. ow then, how can this exemption from excessive cost in District improvements be enjoyed? Only by the unremitting vigilance of the peop! of the District. Doubtless such watehfulness is claimed for the past. But let me ask how many citizens know what was attempted at the last session of Congress in respect to District improvements? We will take this matter of paving, for example. Even after d pavements, both of stone and of asphalt, had been laid last year ror consider- ably less than two dollars ($2) per square yard, some at $1.73 and $1.75, a dill was introduced into the Senate anthorizing $300,000 to be imme- diately expended in street improvements, aud expressly naming three dollars (#3) as the limit or maximum to be paid to contractors per Square yard. A startling feature of the bill was the appointment of a special and salaried com- mission of three persons, who should have abso- lute control of the entire matter, making the contracts, measuring the work and disbursing the funds, and entirely ignoring the District Commissioners, who were receiving salaries for Just such service, and for the protection of the government and ‘the citizens from extravagant expenditure of the public money. Again, later in the session, a like “maximum” of $3 per Square yard was inserted in the bill for the permanent government of the District. The Senate debate on that clause Is Instruc- tive reading. The impression honestly prevaile among the Senators that good paving could not be done for less than $3 per square yard, and they had generally been so informed. State- ments by Senator Bayard contrary, and based upon carefully furnished them, w: anced: neous, aud the #3 feature passed by a he majority. CONKLING’S ASPTRATIONS.—One Is hearing @ great deal just now among the politicians about a “reconciliation” between the admints- tration and Senator Conkiing. What there may be in it as regards the President it is impossib'e to say; but that Mr. Conkling is seeking vo Testore the entente cordiale Is a tact beyond ques- Uon.
