The decision of the United States Supreme Court that municipal bonds are not taxable by the city which tssues them, provided no privi- lege of taxing them Is expressed In the bond, has attracted considerable attention. The im- Position of a tax on city bonds has, it sclatmed, atendency to drive the latter from the place where they were fssued and the city itself derives little profit from the taxation. Ex- emptien, on the other hand, would. it is thought. cause the bonds to be held largely at home enable the city to effect its loans at a lower rate of interest. Th rsoning denies: the wisdem of taxing municipal bonds, even when warning ts given that such & course will De pursued. But the Supreme Court decision in the city of Charleston case bears upon the practical repudiation of a part of its debt, of which 4 city is qnilty, when it taxes its bonds after they have been issued at a certain rate, to pay a certain interest, with no provision for axa The decision says: <The truth is. nd cities, n they oney nd cont y it with in- niles, They individuals there being or elty to pay, 2 it to withhold payy the contrae ace that such ercked. A young man received a postal directed to him In the care of his employers, wiich charged him With collecting and appropriating to his own use money due the writer of the com nunication. Suit for damages was thereupon brought against the latter, on the ground that the postal card was written to Injure the plaintiff in the eyes of his employers, and that he was tempo- rarily discharged on account thereof. The de- fendant held that a postal card communication Wasa privileged one; that a declaration or state- Ment written upon it, not being necessarily a publication, it was incumbent upon the plaintift to prove, not only that malicious publication had been made by the defendant, but also that such publication was not justified in fact; that according to law no other than the person ad- dressed had any right to the writing on the back of a postal card, and that, therefore, such communication must in its nature be a private one. But the plaintiff won his case and recov- ered damages. So legally, as well as fn fact, the opinions on a postal card are publicly and not privately expressed. The practical lesson taught fs to the effect that it is not safe to use postal cards in telling your disagreeable neigi bors what you think of them. elope and paper are more expensive at the time, but may be cheaper in the end. —--____ Acklen 1s thoroughly wounded in every Tespeet™ by the invitation from the democratic central committee to retire himself as tf he hadn't been vindicated by the investizating re- publicans. Even enforced obscurity should be endurable to one when he 1s conscious that po- Uitical opponents have found him blameless, —_—\_<o- ____ Railroad property ts not profitable and its fu- ture prospects are not good according to the Railroad 6 - It says that the Ines which depend mainly on through traffic lost rather than gained on traffic eastward until the middle of August and that the heavy business since Ubat time has been at such low rates that the margin of profit has been small. This condition of affairs, if no remedy is devised, is expected to cause the bankruptcy of some of the lines. ‘The likelihood of such event ts viewed as the true national peril. But it ts probable that a combination among the railroad companies to put up prices will avert the danger. + -____ ‘The popular demand of the hour Is that light, whether electric or gas it matters not, shall be thrown upon the true condition of Edison’s latest invention. Newspaper writers profess to have seen the alleged new and practicable method of electric lighting, and pronounce the light satisfactory and under perfect control. ‘The correctness of these reports in many par- Uculars has been denied, in the first instance by Edison's intimate friends. The newspaper Statements have caused a fall in the value of as stocks from San Francisco to London; while the denials have encouraged the gas compantes to pronounce impracticable any scheme of di- viding the electric light so that it may become of general use in illuminating the rooms ot welling-houses. The taciturnity of Edison on ‘the subject, and the organization of a company to provide funds to enable him to make experi- ments which shall give “a positive demonstra- Lion of the powers of his new inventions,” would Seem to indicate that much remains to be done 4n the way of perfecting the invention in the details of its application, before it will supersede gas for domestic use. At the same time there is reason to believe that the main difficulties in Edison’s task have been so far overcome as to Justify one in confidently looking forward to the success of these supplementary experiments.
