The outery about the Presidential telegrams has not prevented the Passage of suspicious cipher dispatches be- tween Lawyer Harland and Gramercy Park in reference to the mysterious disappearance of evidence against Mr. Tilden in his income tax case. —___~+e--______ Among the curious discoveries made in the Investigation of the aifairs of the bank of Glasgow is the way in which the Caledonia bank in endeavoring to increase its security against loss totally ruined itself. Holding four shares of the stock of the Glasgow bank, as collateral, it had them transferred to itself as additional protection. It thus became a share- holder in the concern and it is now liable to the full extent of its resources for the debts of the ruined bank, The question of how to live cheaply is much discussed ir hard times. Every one who shows how a single cent can do that for which two cents were required before is a benefactor to the poor. Those who most need such informa- ton are not always those who Know bast how to get the most out of a little, and the one who instructs them does valuable service. The host of publications on the subject is therefore timely and its effects are no doubt good. Among the many plans suggested of furnish- ing cheap food is the establishment ‘of public Coffee houses after the fashion of those which are so successful in Liverpool. The tweaty- nine now open in that city have the double Purpose of promoting temperance and of sat- istying the wants of people who can only afford a few cents to satisfy their hunger and thirst. These institutions are well managed and make money. As the stockholders aro mostly workmen holding each a few shares, the profits return to them. The prices of articles of food are low, ranging from one to three or four cents; but the edibles are whole- Some, well-cooked and well-served. The houses are neat and attractive and convenient of aceess. Social meetings, with music and sing- ing, are held in the evenings in some of the rooms.
