SPECIAL ASSESSMENTS. At the eet of the District Commission- ers yesterday afternoon the form of drawbac! certificate to be issued under the act for rev: vision of special assessments of June 19, 1878, was unanimously agreed on. The certificates are not to bear interest. It was aiso decided (Commissioner Dent dissenting) that the re- vised bills are to bear ten per cent. interest from date of original assessments. A legal question has also arisen as to whether the Commissioners have power to make such inerease. This question was raised at a meeting of the Commissioners last by Commissioner Dent, who takes the gr that they have nosuch power. The parties were married in this city September 17th, 1875, by Rev. Win. . Ferguson, of ithe Methodist Episcopal chure. On February 23d, he addressed the complaiuant a letter, in which he stated that four vears_pre- viously he married a woman in New York City, who was still living, and on this account he ‘could not return and live with her. In March following, Mrs. Traitteur went to New York and claims to have ascertained that her husband was feo ee a misiress with whom he lived before their marriage. When the discovery was made. Mr. Traitteur re- turned to Europe, and later the wife received aletter from Capt.
