The constant reduction by Congress of the rates of compensation for mail carrying to railroads, might also have the same effect by bringing the rate offered balow the amount for which some of tho railroads Would be willing to perform the service. The difference between the charac’eristics of yellow fever as exhibited in th> preseat epidemic and in those of past years has Drought some persons almost to the belief that it is not the same diseass. O.e sign, however, which distinguishes the yellow fever from the ordinary fevers of somi-tropi:al dis- tricts, is said to be invariable, and to connect the pestilence now raging with its pre-ieces- sors. This characteristic isthe difference be- tween the course of the pulse and the tem- perature. In ordinary fevers, the two vary little, if any; in yellow fever the pulse de- clines to normal figures or even lower, while the temperature rises. ——— Americans need not go to Paris to see bull- fights. Scenes with all the distinctive features of such performances are produced at short intervals in the streets of New York. Our export trade in live cattle is not only a benoit to those who raise and ship them, but also to the New York surgeons and undertakers. In this connection it may be mentioned that the British “Contagious Diseases act,” in the Yorm in which it finally passed Parliamant, Prohibits the introduction of live cattie into Great Britain from any part of the world after the first of next January; but a discretion is given by which countries desiriag to claim exemption from the restriction may be granted this privilege, after a statement: of the measures provided by the governm2at for preventing the introduction and spread of in- fectious or contagious diseases among cattle has been furnished. In this shape the Dill dif- fers widely in its provisions from the ono originally proposed, which was discus3ed at the time by many of our newspapers. If any Ration succeeds in obtaining the exemption provided by the act, it should ba the United Btates. Ensland has no reason to desire to check our iarge and growing export trade in live cattle. It profits both nations, and there is no rinderpest among our cattle. The measures taken by the Treasury department to secure the exemption will doubtless bs sus- cessful. ——_<re ___. It is proposed to erect a statue to Nicephore Niepee, one of the inventors of the daguerreo_ type, in his native town in France. The sub. seription for this purpose will be internation- al, and official invitation to participate in it is issued to French-Americans. The credit for the invention of the daguerreotype, which led to photography with its innumerable applica- tions in the arts and sciences, in the detection of criminals, and for amusemeat and instruc- fion in domestic life, is divided. The same cloud of uncertainty which hangs over the births of all great discoveries makes it uacer- fain in this case whether the statue should be erected to Niepce or Daguerre. These two Frenchmen engaged contemporaneously bat independently in experiments for the purpose Of discovering a method of obtaining perma- nent fac simile copies of objects by the chemt- Calaction of the sun. It appears that Niepee had approached the nearer of the two to the end at which both were aiming, whea the in- Westigators agreed to combine their labors. The imperfect process suggested by Niepce ‘was improved by the joint efforts of the two inventors, and was perfected by Daguerre alone after Niepce’s death. 80 large a share of the credit of making the process of practi- eal use was evidently due to Daguerre that ‘Niepee’s own son conceded the propriety of naming the invention after him.
