The statement made by one of the Washing. Yonians who returned from Memphis yester- day, that the municipai authorities of that city are taking no action to relieve suffering Or protect life aud property, seems almost in- | Credible. Yet it is doubtless true: and that fact goes far to explain the deplorable condi- tion of things existing there from the time the Yellow fever first made its appearance. If those in authority and high positions lose their wits and fail in their duty at a trying time hothing can be expected from the idle, the ignorant and the vicious, but lawlessness and crime. It is very evident, and becoming more and more apparent every day, that there is Something radically defective or fundament- ally wrong in the manner in which the affairs of most of the southern cities and towns are administered. If the same amusing ignorance of the extent of American territory prevailed ‘among the other governments of Europe, and they should adopt the sweeping and indiscrimi- wate measures thought proper by Italy. our next statistical comparison of Imports and ex- Ports would not be so encouraging as the last. The fact should be gently but firmly impressed upon King Humbert that the United States is more than thirty times as large as Italy, and that an epidemic may rage in one corner with- out affecting in any way whatever the vast majority of our ports. All the northern ports, and we may say the Atlantic ports generally, are cleaner and healthier than those of Italy. A royal commission to examine the condition of convict prisons has been ap- pointed in England ; Belgium, Holland, Russia and France have revised and improved their systems; the latter country has established a national prisovers’ aid society ; Germany has 2 new criminal code ; a cellular prison of large size has been built in Spain; Japan encour- ages industrial labor by allowing prisoners one-tenth of their earnings; and Italy has Sstablished three agricultural colonies on islands in the Tuscan Archipelago to which Prisoners sentenced to long terms of punish- ment are sent as a reward for good Dchavior in the first half of their terms.
