The greenback men polling only &2 in the summer of 17: fast yesterday in the neighborhood of 30,000 votes, defeating the choice of governor by the people, and electing one and perhaps two of the members of the House of Delegates. When ‘Maine comes to be classed as a doubtful state through the votes of the nationals, where is the new party not to be feared? Specie pay- ments will be virtually resumed next Monday, 4nd formal resumption at the date fixed is assured. The victories of the greenbackers in the coming elections, of which the result in Maine gives token, will therefore leave the country in a curious condition of affairs. A considerable portion of the voters of the Bation will appear to protest against an accomplished fact, and to come off victorious on an issue which ts dead. It looks in fact as if the elections of October and November will unsettle all party lines. he national vote in a republican state like Maine, obtained in spite of the enthusiasm in- Spired by such a leader as Blaine, and in spite of New England intelligence, will exert an influence in every doubtful state. In Ohio, Indiana, Pennsylvania and other states where the nationals have obtained a foothold, fresh impetus will be given to the movement, and like the Know-Nothing craze of 1854 it may become resistless in the fall elections. Whether it will die away afterwards, like the Know-Nothing movement, or whether it will become a lasting power and involve the con- trol of states, of Congrees and the national government, for years to come, is yet to be determined. It does not, however, seem to have the essentials of permanence, and will Probably pass away when the dissatisfaction of which it isthe indication is vented. But the temporary shaking up whieh itis inflicting upon the old parties is severe, and the worst for them is apparently not yet come. ——____--e2- The disgraceful fact has been brought out ‘And indignantly commented upon by at least one of the Memphis papers that while the peo- ple of the north, wi.out regard to age, sex, sect, nationality or faanctal ability, arc datly respording in the most liberal manner to the ries of that city for help, not a few of herown citizens who are blessed with great wealthand large capacity to do good have conspicuously failed todo anything, either by personal as- sistance or pecuniary contributions, to aid their suffering and dying friends and neigh- bors. It is very easy and quite common also to fnd fault with the rich for not always duing Ww’ at other people conceive to be their duty; #1 it seems almost incredible that such an u natural state of things as is complained of 1: (bis instance should exist anywhere. It has too often happened that ce: the first appearance of the yellow fever a «or plete demoralization takes possession of ci. officials and the mbabitants of afilicted 3! ~@s, impelling those who can do so to flee at ©.c¢, without any thought of those left behind, ius leaving the whole duty of earing for the sica and destitute to be performed by persons of slender means and strangers, upon whom no other obligation rests than that of obeying the demands of a common humanity. It need not be added here that the existence of such a state of things should not for an in- stant be allowed to close the ear of any one to cries for help from any quarter; the urgency is too great to aliow leisure to learn what any one else is doing or not doing, or to inquire whether the plans which have been adopted for affording relief are or are not the very best that could be devised. Nevertheless, there are one or two considerations closely connected with the history and character of yellow fever which cannot well be overlooked, and which ought to be ket in mind at all times by those most interested. Prominent among these isthe patent fact that itisina large measure a preventable disease. There is no resisting the conclusion, therefore, that if the inhabitants of the localities likely to be Seourged by it were half as energetic in their efforts to prevent its appearance, by the con- Stant cmployment of proper sanitary mea- sures, and as vigorous in battling with it when it first appears, as they are prompt in calling for heip,—generally when prevention is ro longer possible, and some times, as is alleged, before local means are all exhausted—the horrors of the disease would be greatly miti- gated, if, indeed, compiete immunity from it cou'd not be secured. To some persens the expression of refiec- tions such as these may appear harsh and un- ealled Jor at a time when only active sympathy and substantial aid seem to be needed. Not so, however. Itoften happens that it is only when individuals or communities are con- fronted with a great peril that they will take the necessary measures to avert its re- currence. These observations are made, therefore, in the best spirit conceivable; and if they serve, as they are meant, to show that it isas much a duty in advance of danger to take every step possible to prevent suffering as it is to call for and give means for its allevi- ation, they will not have been made In vain. ‘The lesson is always a timely one. It eannot ‘be learned too soon nor too thoroughly. ‘With that deferential humility which should ‘always characterize the observations of lay- men in regard to professional subjects, we venture to remark that the exterior view of proposed plan for putting an additional story on the patent office butiding is about as miser- able a piece of architectural and artistic botchery as it is possible for the mind of man to conceive,—that is if the illustration in a recent number of the American Architect represents it correctly. Every person in any ‘way connected with this deformity who has not filed his written protest against it ought to be locked up in the building when the next fie takes place.
