THE EVENING STAR. WASHINGTON: TRURSDAY........September 5 CROSBY 8. NOYES....Editor. Average sworn Daily Circulation over 17,500—being a much larger bona fide, regular and germanent circulation than the paper cammot be sent, Commenting on the loose and irregular manner in which money has been raised in Washington for the benefit of yellow fever sufferers, the Post of this morning very forci- ite impossible now to get at the ex- unt raised for the yellow fever suf- ferers, the funds have been handled by so maby. atid in different ways. There ought to be a proper accounting at onee, a full state- ment nee, and after that it wil' be easy to make the daily additio Had the Distriet Commissioners discharged their full duty as public authorities by calling @ meeiing of the citizens of Washington to take organized steps for affording relief when the fi ty for help reached us, there would have been no occasion now for such remarks, and the good work would have been much more promptly and effectively done. That course was boiuted out by THe STAR more than two weeks ago, and it is greatly to be re- “retted on ail accounts that it or some other one which would accomplish the same end dad not been adopted in the beginning. At the clos» of the session of the English Parliament notl.ing was said in the Queen's speech out dissolution, and from the tone of the leaders of the party in power the im- Pression has gone abroad that no dissolution is intended this year. If the government were sure that an election now would increase its majority, it would no doubt insist on an im- mediate expression of public opinion as to its policy. Asthe enthusiasm aroused by Beacons- field's apparent triumphs at Berlin would nat- urally be expected to have an influence favor- able to the government in elections at the present time, the opposition have looked for- ward to a speedy appeal to the country. And in spite of the apparent intention of the Premier not to take the step feared, they have carried on an active canvass in various counties, and rumors of ap- proaching dissolution of parliament are frequent. The discovery that the register of votes now being compiled will be less ad- vantageous to the chances of the government than the present one, is the cause of the latest report to this effect. The reasons which would urge the government to the step are obvious, and it is not believed that any delicacy about taking advantage of the state of popular feel- ing, before his actions have been tested by their results, would prevent Beaconsfield from ordering a new election if he were certain that it would result decidedly in his favor. But the loss of a single vote from his majority would, under the present circumstances, be damaging. Members dislike general elections, which are very costly to them. It is hard to calculate upon what Beaconsfield will do. He must have some powerful motives to prevent him from taking advantage of the disorgani- zation of the liberals and his own popularity. Perhaps he feels as certain of a favorable re- sult of an election in the autumn of next year as of one ordered now, and is desirous of mag- nifying his victory at that time by the claim that he has given the country ample time to Judge his policy intelligently. $202 —____ The bolting republican and greenback can- didate in the third Vermont district has polled an astonishing vote, and will either be elected bya small majority over the regular repub- lican and democratic candidates or will make ‘necessary a second election, in which he is likely to come out ahead. When he comes to Congress he will represent his district rather than any party, as he has received numbers of democratic votes, cast on the sly, as well as those of many republicans and of the green- backers. This defeat of a regular republican candidate by a greenbacker, supported to some extent by the democrats, is not what the republican committee have looked forward to. Iwas the democrats who were to lose ont™ol of the House by the votes of labor- yreenback members elected in democratic districts by republican votes. re —___ It appears that the reason why the British government has not answered the letter of Secretary Evarts on the Halifax award is not because the document is so long that it has not yet been read, but because it has not yet been written. This fact will have the effect of shaking the public belief that Secretary Evarts in his fishery award letter suggested a cus- toms-union with Canada. It does not prove bowever that this letter when written will be short or that our Secretary of State has not determined todo, at no remote time in the future, what rumor has already given him the credit of doing in respect to reciprocity with I a re ea George Augustus Sala writes a long letter from Paris to one of the London papers be- wailing in eloquent terms what he calls “the faded glories of the Jardin Mabille.”. He con trasts it with what it was some years ago, and says there are “no more gorgeous dresses and jewels,” while the dancing he pronounces “a mere hollow imposture.” George Augustus overlooks the fact that he has grown pretty oid and badly played out himself since his first visit,—which makes all the difference. ‘Twas ever thus! act ai ‘The world’s inventors in og many ex. periments with light, hoping to fina in it the power sought. Aship propelled by the rays of the sun is one of Ericsson's dreams, and after he gets his torpedo boat off his hands he means to devote his attention entirely to his #<t idea. The new motor must be found somewhere, if not in light, then in electricity. Edison is making experiments in this direc- tion. Indeed it would be difficult to find a feld in the realm of invention which he bas not begun to explore. An Englishman has recently invented a machine consisting of four disks radiating from a central revolving post. The disks are patnted black on one side and white on the other. When the machine is placed under an exhausted receiver, to ayoid the friction of the atmosphere, it imme- diately revolves, the black sides of the disks absorbing and the white sides repelling light. Heat does not cause the revolu‘ion, as it takes place equally well where the surrounding at- mosphere is at a lowas at a high temp2rature. The machine will work throuch the influence of ordinary daylight when placed in the shade and increases in the r:pidity of its revolution wken exposed to the rays of the sun or of any artificial light. Curious toys suggesting the capacities of some natural agent are the fore- runners of inventions cf great practical use- fulness.
