Other- sotse the paper cannot be & The figures given as the result of the recent Census of the District show that since 1870 the Proportion of colored population to white has Slightly increased—enough, at least, to dis- prove, so faras it applies tothe District, the claim that the colored race is dying out through some inherent defect, in the presence of a higher civilization; and not enough to cause the District to be viewed as a colored man’s paradise, or to make a showing of espe- cial importance in the total increase of the eity’s population. In 18) the colored popula- tion of the District was something less than one-third of the entire number of inhabitants, and the proportion remained about the same until the census of 185), when it appeared that the white population was increasing faster, the proportion of colored to white being nearer one to four. In 1860, though the colored popu- Jation had made an absolute increase in num- bers, its relation to the total population was only one to five. It thus appears that while from 15) to 1860 both the white and colored populations annually inereased, the growth of the white element was greater in the last ten or fifteen years of the period. Between 183) and 1870 the colored population was largely in- crease: by additions from outside the District, and was brought nearly up to its old p por. tion ef one-third. In the eight years since 1870 it has increased by more than ten thous- and, and has advanced from something less to slightly more than a third of the total Popu- lation. There is little difference in respect to the relative numbers of the two races be. tween the District to-day and in the first forty Years of its existence. ae -s0e- The plan of making nickel collections for the relief of yellow fever sufferers in the south by means of ballot boxes placed in hotels and other conspicuous places has netted many thousand dollars in New York and adjacent cities. The originator of the plan Suggests and solicits that the system be adopted in €very city and town throughout the country. The plan is a good one,as it enables every one, NO Mater how poor, to contribute a mite, where shame at the smallness of the amount to be offered might prevent a contribution in any other way. Disasters to the traveling public on land and Water are not confined In their most terrible forms to the United States. The railroad col- liston, near London, on Saturday, in which many persons were killed or seriously wounded was followed yesterday by a steamboat col- lision on the Thames, about seven miles from London, in which as many as 500 or 6») out of the 700 or 800 persons on board are said to have been drowned. The Princess Alice, the excursion steamer which was run down and sunk, was of about one-fifth the tonnage of the serew-collier with which she collided, and ‘vent down in five minutes after she was s ruck, giving no time to lower boats. If we may judge from the action taken in the matter of the railroad accident, to which reference has been made, responsibility for the loss of life on the Thames will be fixed on the proper persons. The coroner's jury in the case of the railway disaster at Sittingbourne has re- turned a ver@ict of manslaughter against two switchman, and the men have been committed for trial.
