George Bancroft and Hon. Thomas Swann will appreciate the difference between real estate investments in Washington and Newport. Mr. Bancroft pays taxes on prop- erty in the latter place valued at $30,000, while that belonglug to Mr. Swann in the same city is valued at $47,500. The rate of taxation in Washington is $1.50 on the $100; in Newport, $3.70—being an increase of $1.) on last year’s rate. —————~<-e-__ Schemes for developing a vast trade with Mexico rapidly alternate with warlike muttar- ings against her in this country. At one time the Mexican minister is explaining to a gather- ing of merchants the necessity of greater com- mercial intercourse with the country which he represents, and is painting the reciprocal Profits of such trade; at another time comes the news from the Rio Grande of a dash into Mexico in pursuit of raiders, of a consequent thirsting for gore on the part of the Mexican people, of a massing of the Mexican troops for resistance, and everyone listens for the first notes of war. The Chicago merchants meet and pass resolutions to increase trade with Mexico, and Zamacona addresses a state fair on the same subject, while the Mexican press is furious against us, and tales of destruction and piteous appeals come from the border, near which the imagination detects Gen. Sher- man hovering, ready to descend apon the rash Mexicans. For the present there is little prospect of holding, as suggested bya Mexican journal, an exposition in the City of Mexico of the productions of all American nationalities. The happy family of South American and Central American nations, American states, and colonial governments will not soon form a congress of the new world to discuss matters of general interest; though such a gathering, if feasible, would no doubt have good results in the way of binding together the commercial and trading interests of the continent. It seems uncertain just pew whether our mer- chants and exhiv.tor or our generals and sol- diers will get te the City of Mexico first. The Japanese authorities, backed by the United States and Russian legations, seem to have resisted, with considerable firmness, the efforts of the British minister there to dictate to Japan the form of her quarantine regula tions against cholera. England's trading inter- ests have been the cause of more than one presumptuous act on the part of her repre- sentatives. In spite of the fact that she Isin the right, Japan is doubtless shaking in her shoes at her own audacity in snubbing Eng. jand. The legislature of Newfoundland has offered an annual subsidy of $12),0 and liberal land grants to any company which will construct a railway from St. John’s to the west coast of the island. Such a railway connecting by steamers with the mainland would have an important intluence not only indevelopiug the vast mineral and timber resources of New- foundland but also in entering a new and formidable competitor into the list of routes, aiming to be recognized as the great highway between Europe and America. The point from which it is proposed that shipments for English ports shall be made is nearly a thou- sand miles nearer to Europe than New York is,and the part of the voyage between New York and Cape Race, where so many disasters have occurred, is avoided. The time is coming when mails, at any rate, must be sent from one continent to the other by the shortest sea route. But under the most favorable circum- stances it will be long before the Newfouad- | land route can come inte competition with our own. And by the time the railroad is completed, assuming that it will be begun, Newfoundland may be a state of the Union. St. Louis is now proving by elaborate statis- ties that though 15: deaths from solar heat oc- curred in her limits between the 10th and 29th ot July, she was for the four weeks ending on «ue 27th of July, measured by the total death- rate, the healthiest city in the world.
