Its years have been eleven. It has done good as well as evil in its career, and after its death a kind word may be spoken for it. If swindlers have flourished through its agency, honest men have been elevated from Slavish dependence on their creditors to the Position of useful and valuable citizens. But bankrupt acts have their time to die, and the course of this one is run. As Washington has No state law of insolvency to take the place of the expiring national act, an especial activity may naturally be expected on the part of our belated bankrupts in taking advantage of the few hours of grace still left them. ——__—_<sce-- As the changes to be made in rebuilding the Patent Office are of especial local interest, we give considerable space in another column to the report of the commission of architects @ppointed to ¢xamine the plans proposed. ———~<+e-—__—_ That which most disappointed Kearney in Washinston was the fact that he failed to get himseii arrested for holding a mass-meeting at the Capitol, in the face of a recent law of Congress, forbidding such assemblages at that place. What the champion chin-working man wanted was to suffer martyrdom in the sacred cause of gab, at the hands of “one of them thieving vampyre minions of a slimy, lecher- ous, bond issuing government,” as it were. The modest self-depreciation of Senator Conkling in his letter to the Saratoga confer- ence, in which he disavows having “claims” on the republican party In New York state, is only equalled by the humility of Controller Kelly, as shown in his communication to the New York Herald, in which he bashfully de- ¢lines to nominate a candidate for mayor, and expresses his surprise at the fact that he is Singled out from the thousands of intelligent and publie-spirited citizens of New York to such nomination. Russia is not yet fully civilized. She is eleven days behind the times. The first of the month there is the twelfth here. This results {rom the fact that she still adheres to the cal- endar of Jullus Caesar, instead of the Grego- rian Calendar, instituted in 1582, and now in use in all civilized nations except Russia. The Question of the adoption of the new style is to de di-cussed by a congress of the wise men of the nation at St. Petersburg. The decision made yesterday by the Secre- tary of the Interior that a reservation in favor of royalty claimed by Mr. Sutro shall be made in the patent issued to the Occidental Mining Company, establishes that the section of the act of Congress which provides for the pay- ment of a royalty to the owner of the Sutro tunnel is not confined in its application to companies witbin the 2,000 feet limit on either side of the tunnel, over which space special contro! is given, but applies to all mines drained, benefited or developed by the tunnel. It also gives Mr. Sutro a prima facie case, should the Occidental @ompany deny in the urts that its mines have been drained or ‘benefited. The tunnel has been carried as far ag the Comstock lode, and will soon reach its west wall. It is claimed that the great volume of air passing through it can be carried to the remotest workings and greatest depths in the mines. Millions of dollars will thus be saved to stockholders, and the health and the lives of aminers will be protected. The mining com- Panies need no longer fear any sudden influx of water, and drifting in every direction can be done with comparative impunity. If any water is struck above the tunnel level, it will flow out of its own accord; if below, pumping only fora short distance will be required. “Kearney turned up at Washington quite unexpectedly on Wednesday, and with charac- teristic audaeity called on President Hay says the Springfield Union. We fail to see the “audacity” in the proceeding. Hardly any- thing is more common with private citizens visiting Washington than to call on the Pres- ident. Kearney had the same gght as they; @o more, no less; and that he should exercise it is neither strange nor audacious. The Pres- idential office isn’t hedged around with any sort of divinity, that it becomes an offence on the part of a private individual to gaze upon its solemn and sublime grandeur. The army of “Judges,” ‘‘Colonels” and “*Majors” who, between drinks, so earnestly discuss matters of state and church in front of the hotels in this city should offer their services as volunteer nurses for yellow fever patients. This would give each a chance to get out of town, and entitle them to recoguition as true philanthropists. The question of a public receptionin New York to the Chinese Embassy is brinzing uo- easiness to the politicians of both parties in that city. The New York nationals. with their boasted vote of fifty thousand greenbackers and workingmen, and their ery, “The Chinese must go,” rise like spectres before the eyes of the frightened politician when the subject is broached. Mayor Ely cannot think of taking the first step in the matter. Neither can the republicans. The prospects are that New York, after having concentrated public atten- tion on her manner of treating the Chinese, will be as discourteous as any other city, ex- cept perhaps San Francisco; unless, indeed, the tea merchants get up a reception. Ex-Representative George W. Julian has an article in the North American Review, entt- tied “Is the Reformer Any Louger Needed .s Mr. Julian considers himself a reformer, he Is probably constra'ned from his own ex- perience to answer his question mournfully in ‘the negative.
