The Movement, started a little more than a cen- tury by John Howard, for the improve- ment of the condition of prisons and prison- ers, has steadily grown in strength. Men have taken up the matter in earnest, and though there is still a wide di‘ference of opin- ion touching the Dest plan of prison discip- iine, the agitation of the subject has not been Without useful results. Nearly all of the prison horrors of Howard's time have passed away. Isolated cases of cruelty no doubt occur, but in the general system of the treatment of pris- oners the improvement cannot be questioned. This result his been brought about by the Philanthropic labors of men of learning, and of self-sacrificing women; ministers, law- yers, and novelists have helpel in the work. ‘ ongresses to discuss the subject of prison discipline have contributed largely to Mae success of the movement. A Washingtonian, who has spent many years abroad, suggests the adoption here of the European plan. In Italy, where quarantine Feguiations are so often necessary, the letters are laid ou a woodea surface, and cut through with sharp chiseis crossed thus X.
