England and Russia both take an affectionate interest in Afghanistan. Russia seeks to ap- proach as closely as possible by occupying ad- joining Khanates in Turkistan, and has given an additional token of regard ‘by sending a diplomatic mission to Cabul. England pur- poses sending representatives of rank “and influence to counterbalance the effect of the Russian mission, and makes no secret of the high consideration in which she holds the Ameer of Afghanistan. There are elements of danger in this Russian advance in Central Asia. Gen. Kaufmann’s expedition along the Upper Oxus, with the purpose of occupying territory concerning which there was a dis- ute in between Easlind and Russia, will naturally lead to renewed uopleasantness be- tween the two nations. It seems rather a bold move for Russia to make in the present con- dition of her affairs, except on the improbable supposition that an unders:anding has been reached with Great Britain. The form in which the Cattle Diseases bill, still under discussion by the British Parlia- ment, shall pass, is of interest to many sec- tions of this country. Tae aim of the act whose passage is proposed is to protect Eng- lish cattle from the contagious disease com- monly called the riuderpest, which is now raging among the herds of some of the con- tinental nations. Itis remembered that about 1365 the disease spread from the continent to England, and 5#,(00 head of cattle perished in less than two years: and Parliament is asked to prevent the recurrence of such a disaster by providing that imported cattle shall be slaughtered at the port of entry. It is proposed to except Canada and the United States from the operation of the law. Such a discrimina- would give an impetus to the American cattle trade, while its omission would almost exclude the live stock of this hemisphere from compe* tition. The probability that the favorable con- ditions sugyested will be granted to America to the disadvantage of continental Europe, though, it is claimed, in direct opposition to existing commercial treaties, has al- ready made itself felt in the cattle trade. Announcements of large shipments, experimental and otherwise, from dif ferent commercial cities of the United States, are received at short intervals. The advan- tage to American dealers, under the new bill, arises from the fact that the English prefer to buy live cattle, because they can be kept and fattened until a favoreble time arrives for Selling or slaughtering them.
