A careful consideration of the best means of improving the sewerage of Wash- ington is one of the most important duties that falls to the city government. It may be that in the present condition of Washington, financialiy and otherwise, it is not advisable to enter upon any radical and expensive change in the sewerage system. Ottawa indulged yesterday in asupplementary performance to the 12h of July riots, and the usual pro- gramme was faithfully carried out. —_ere-___. In the floc of congresses that have been Announced iu the last few daysas in sessionor as preparing to assemble, the national con- gress of microseopists which meets in Indian- apolis to-morrow must not be overlooked. Some of the foremost scientists of the country are among the delegates, and their proceed- ings wili be of interest. The subjects of their discussions will be simall only in size and not in importance. The fate of the Russian war contractors is grievous. Enormous misappropriations, amounting to more than twenty million do!- Jars in the Bucharest division alone, have been discovered. The Russian government Will not pay for war supplies until these frauds have been investigated, and the eon- tractors are going into bankruptey. Ia this Way they are enabled to clear of all the debts they have incurred in furnishing supplies, and their pay, when received from Russia, will be without incumbrance. And yet it is the custom to speak of the Russians as a semi. barbarous people, unacquainted with the dis- tinctive practices of civilization, ———<+2 -____ New York is rebeliing against skimmed milk. The cream is removed systemitically and by wholesale ina new class of factories called “ creameries,” and what is left is sold for pure milk. What with swill milk and the Bumerous adulterations of what was once pure, the New York children fare badly. More than 312,00) has been collected in fines for sell- ing adulterated miik, though there is only one inspector for the detection of such swindlins. In point of wide-spread adulteration of milk other large cities do not ditler greatly from New York ee Dr. Galippe, of Paris, believes that he has proved that certain com ounds of copper be- lieved to be poisonous, are not so in reality. He has, it is said, made ab vbit of eating food prepared in vinegar and <ft for a whole day in copper vessels, carefully mixing the verdl- dris formed with the contents-of the vessel, and has fed his friends with the same delecta- ble dish, without evii cousequences, Either Dr. Galippe and his associa‘es are exceptions in point of internal structure to the rest of mankind, or the persons who have killed them- selves with verdigris or other copper poisons, have died in imaginary agonies; or, happy thought, the whole story is false.
