The last annual report of the Cincinnati des partment of police contains some interesting facts avd suggestions about tramps. After giving the number of tramps furnished with lodgings—6 ),87;—during the year in that city, it states-—“The war left us, as war always leaves every country, a great number of men utterly demoratized ; the hard times have eut them loose from remunerative employment, and they have become rovers, nominally look- ing for work, but really looking for life with- outit. They have lost their self-respect, their love of steady habits, all desire for ind »pend- ence, their sense of minhood and of shame, and have imbibed the incurable disease of mendicancy. We mistake the nature of the case if we suppos® that better times and fur wages for all would cure these men and re- Jieve the country of their presence and the nnecessity for their support. Leprosy is not more incurable than mendieancy. When the disease has once fastened itself upon a man. when through long months and years he has willingly and gladly lived on the indus- try of others, and roamed abroad without a home, he becomesa hopeless case, and nothing but the strong arm of the law cin make hima xelf-supporting man. What are we to do with these peop'e? How is this disease to be treated? These questions demand an answer, for the evils to which they relate are increas- ing with alarming rapidity. Prosperous times will not reform them. The tramp will bea tramp for life, shifting from country to eity, as his comforts may demand, and ready to beled into every mischief that will give him food or liquor. The American troops are ordered to cross the Rio Grande in pursuit of raiders, to over- come allobstacles to their pursuit, and, pre- sumably, to capture or kill the raiders when overtaken. The Mexicans are organizing on ahe other side of the river under orders to re. sist the pursuit of ratding parties by Ameri- cans and to attack our troops when m2ton Mexican territory. A phenomenal scarcity of raids, ora disobedience of orders on the one side or the other, are the only hopes of those who would see our friendly relations with Mex- ico preserved. —--+e-__. It is suggested as a means of preventing bal lot-stufliing that every voter be required to in- dorse his name and address on his ballot, thus making the deposit of fraudulent ballots a forgery easy of detection.
